Amends the Downstate Firefighter Article of the Illinois Pension Code. In a provision that reduces the amount of the pension for a Tier 2 firefighter who retires with at least 10 years of creditable service before attaining age 55, provides that the pension of a Tier 2 firefighter who is retiring after attaining age 50 with 20 or more years of creditable service shall not be reduced. Makes a conforming change. Provides that each annual increase for Tier 2 firefighters shall be increased on the January 1 occurring either on or after the attainment of age 55 (instead of age 60) or the first anniversary of the pension start date, whichever is later, and shall be calculated at 3% of the originally granted pension (instead of calculated at the lesser of 3% or one-half the annual unadjusted percentage increase in the consumer price index-u for a 12-month period ending in September preceding each November 1). Provides that the changes shall apply without regard to whether a Tier 2 firefighter is in active service under the Article on or after the effective date of the amendatory Act. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Grants the Department of Insurance authority to contract with a third party to obtain covered lives information, administer the assessment, and perform related audit or collection functions. Sets forth provisions concerning liability for when ownership is transferred and periodic adjustment of the assessment. Provides that the provisions concerning the behavioral health emergency services covered lives assessment may be referred to as the Preventing Crisis Cost Shifting to Medicaid Law. Sets forth provisions concerning network adequacy requirements for a health insurance issuer or health maintenance organization relating to behavioral health emergency services. Amends the State Finance Act. Creates the Behavioral Health Emergency Services Assessment Account within the Statewide 9-8-8 Trust Fund to be used solely, consistent with the specified purposes, for behavioral health emergency services and administrative costs related to implementation of the assessment provisions in the Illinois Insurance Code. Prohibits a provider or entity receiving funds attributable to the assessment under the Illinois Insurance Code from billing a covered entity for the specified behavioral health emergency services for a covered life. Requires the Department of Human Services to submit an annual report to the Governor and the General Assembly on the receipts and expenditures of the Behavioral Health Emergency Services Assessment Account. Contains a severability clause. Effective January 1, 2027.

Amends the Illinois Municipal Code. In provisions relating to preemption of certain taxes in home rule municipalities, provides that nothing in the provisions shall prevent a tax based upon the number of units of cigarettes, on other tobacco products, or both if the home rule municipality imposed a tax either based on the number of units of cigarettes or on other tobacco products before July 1, 1993 (rather than, if a home rule municipality had not imposed a tax based on the number of units of cigarettes or tobacco products before July 1, 1993, the home rule municipality may not impose such a tax after that date).

Provides that if a graduated driver's license holder who is under the age of 18 is convicted of violating State law while operating a motor vehicle with more than one passenger in the vehicle who is under the age of 20, unless any additional passenger or passengers are siblings, step-siblings, children, or stepchildren of the driver, and that results in bodily harm, permanent disability, or death to another, the graduated license shall be suspended for 6 months. Effective immediately.

Provides that a physical fitness center shall clearly and conspicuously disclose any change in the customer's total payment obligations or reduction in benefits no later than 60 days before the automatic renewal of a contract. Provides that a physical fitness center shall provide a copy of a contract for services to the customer upon the request of the customer.

Provides that a person commits felony murder when he or she, acting alone or with one or more participants, commits or attempts to commit a forcible felony, other than second degree murder, and in the course of or in furtherance of that crime or flight from that crime, he or she or another participant causes the death of a person, other than one of the participants. Provides that the sentence of imprisonment for felony murder shall be a determinate sentence of not less than 8 years and not more than 40 year, subject to the parole review provisions for persons who committed the offense when under 21 years of age. Provides that an extended term sentence for felony murder shall be not less than 16 years and not more than 80 years. Amends various Acts to make conforming changes.

Specifies that, for purposes of the Act, hearing disorders are a genetic, metabolic, or congenital anomaly for which newborns must be screened. Provides that, beginning July 1, 2026, the base fee for newborn screening services shall be $165. Provides that 22% of the base fee must be allocated to the Department of Public Health for the Early Hearing Detection and Intervention Program. Provides that other State and federal funds for expenses related to metabolic, hearing, or congenital disorder screening, follow-up, and treatment programs (rather than only metabolic screening, follow-up, and treatment programs) may also be placed in the Metabolic Screening and Treatment Fund. In provisions concerning the temporary testing of all blood and biological specimens, excludes hearing screenings. Makes conforming and technical changes to the title of the Act, the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois, the Illinois Procurement Code, the Illinois Public Aid Code, and the Genetic Information Privacy Act. Effective immediately.

Requires at least 40% of the Fund to be spent on projects that directly benefit disadvantaged communities facing climate change impacts. Directs the Environmental Protection Agency to adopt rules within one year, including regarding the apportionment of liability for climate change for payments into the Fund by responsible parties, regarding qualifying expenditures from the Fund, and regarding an Illinois Climate Change Superfund Program. Requires the Agency to establish procedures to challenge its determinations of liability for climate change and provides for judicial review under the Administrative Review Law. Makes findings. Defines terms. Provides that the Act is severable. Makes conforming changes to the State Finance Act.

Creates the Distressed Farmers Act. Provides that the Department of Agriculture shall fund and administer programs to address the needs of distressed farmers. Amends The Illinois Income Tax Act. Provides that for taxable years beginning on or after January 1, 2026, each taxpayer who is a distressed farmer and who incurs qualified farming expenses during the taxable year is entitled to a tax credit in an amount equal to 100% of those qualified farming expenses, not to exceed $50,000 per taxpayer in any taxable year. Provides that qualified farming expenses include: (1) repairing tractors, trailers, and other vehicles; (2) purchasing, repairing, or constructing greenhouses and other covers for agricultural products; (3) purchasing tractors with tillers and other attachments; and (4) planting or harvesting food that will be delivered to an underserved community.

Requires ACT Now partner schools to submit data on services designated by ACT Now annually to the State Board. Requires ACT Now partner schools to submit all oversight and accounting procedures established by ACT Now to the State Board. Requires ACT Now to conduct technical assistance services, provide professional development to schools and partners, and conduct an annual evaluation of a grant awarded by the State Board. Effective July 1, 2026.

Establishes requirements concerning the reporting of staffing metrics for hospitals and the Department of Public Health. Sets forth provisions concerning competency validation credentials for each hospital worker hired; assignment despite objection forms and procedures; and an assignment despite objection resolution process. Provides that a hospital may not assign a certified nursing assistant or patient care technician to more than 7 patients at a time during a day or evening shift or more than 11 patients at a time during a night shift. Sets forth provisions concerning direct-care registered nurse-to-patient staffing ratios and deviations from the ratio; complaint procedures; the Department's duties concerning complaints; meal and rest periods; investigations for violating staffing requirements; penalties and violations; recordkeeping requirements of a hospital; and rulemaking by the Department.

Creates the Make-Ready Infrastructure Rules Act. Sets forth findings. Defines terms. Provides that an electric utility shall propose a new rule, before the electric utility submits its next Multi-Year Integrated Rate Plan, that authorizes the electric utility to design and deploy all electrical distribution infrastructure on the utility side of the meter for all customers who have installed separately metered or submetered infrastructure to support electric vehicle charging stations, other than charging stations in single-family residences. Provides that an electric utility shall recover its revenue requirement for the design and deployment of such electrical distribution infrastructure through periodic Multi-Year Integrated Rate Plan proceedings or through other methods determined by the Commission by rule. Provides that the Commission shall require an electric utility to provide an accurate and full accounting of all the electric utility's expenses related to electrical distribution infrastructure and shall apply appropriate penalties to an electric utility that is not accurately tracking all expenses. Provides that the new proposed rule, once effective, shall be offered to customers as an alternative to the transmission line extension rules in place as of the effective date of the Act for electric vehicle infrastructure and any customer allowances established under the rule shall be based on the full useful life of the electrical distribution infrastructure. Makes other changes.

Creates the Digital Advertising Tax Act. Imposes a tax on the portion of a person's annual gross revenue that is derived from digital advertising services in the State if the person's total revenue derived from digital advertising in the State exceeds $150,000,000. Provides that the tax is imposed at the rate of 10% of the annual gross revenues derived from digital advertising services in the State. Effective immediately.
