SB3029 amends the Home Repair and Remodeling Act to impose several restrictions on contractors offering home repair or remodeling services. Contractors are prohibited from proposing or soliciting contracts while a loss-producing occurrence is ongoing, while emergency personnel are engaged, or between 7:00 p.m. and 8:00 a.m. Contractors must also obtain express permission from the insured before climbing on a roof or inspecting for exterior damage. Contractors cannot represent homeowners on insurance claims or discuss repair options with insurance representatives or the insured.
