HB5778 amends the Freedom of Information Act by exempting written communications and attachments between educational institutions and students or their parents from inspection and copying, unless the requester is entitled to access under the Illinois School Student Records Act or the federal Family Educational Rights and Privacy Act. This exemption applies to communications sent between educational institutions and students or their parents, except when the requester is entitled to access under specific acts.
