AI DATA PRIVACY ACT

Creates the Artificial Intelligence Data Privacy Act. Prohibits a deployer from training an artificial intelligence on a user's data and retaining the training data indefinitely unless specified conditions are satisfied. Sets forth provisions concerning a private right of action. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective January 1, 2027.

INC TAX-MANUFACTURING

Amends the Illinois Income Tax Act. Creates an income tax credit in an amount equal to 10% of the manufacturing capital expenditures incurred by the taxpayer during the taxable year or, if the taxpayer is located in a rural or economically challenged area, 15% of those expenditures. Provides that the total amount of credits awarded under these provisions may not exceed $10,000,000 for any particular taxpayer in any taxable year, except that, if the capital investment is made in a rural or economically challenged area, then the maximum amount awarded for any particular taxpayer in any taxable year shall be $20,000,000. Effective immediately.

ELEC CD-CAMPAIGN FREE ZONES

Amends the Election Code. Provides that the campaign free zone at any polling place located within any forest preserve district or conservation district shall extend 100 horizontal feet from each entrance to the room used by voters to engage in voting and shall also extend 500 horizontal feet from each entrance to the room used by voters to engage in voting to the boundaries of the district.

ECONOMIC STABILITY COMMISSION

Reinserts the provisions of the introduced bill with the following changes. Provides that the Economic Stabilization and Resilience Commission is created subject to appropriation. Provides that the Department of Commerce and Economic Opportunity shall provide administrative support to the Commission. Effective immediately.

VID GM&CRIM CD-GAMBLING DEVICE

Amends the Criminal Code of 2012. Changes the definition of "gambling device" to include any vending or other electronic machine or device, including, without limitation, a machine or device that awards credits and contains a circuit, meter, or switch capable of removing and recording the removal of credits that offers a person entry into any contest, competition, sweepstakes, scheme, plan, or other selection process that involves or is dependent upon an element of chance for which the person may receive a gift, award, or other item or service of value if that offer is incidental to or results from: (A) the purchase of an item or service of value; or (B) the purchase or gratuitous receipt of a coupon, voucher, certificate, or other similar credit that can be redeemed for or applied towards an item or service of value from such machine or device or elsewhere. Provides that a person shall not be convicted of gambling if the person participates in a game of skill or chance where money or other things of value can be won but no payment or purchase is required to participate, except where conducted through the use of a gambling device or by means of the Internet. Provides that a gambling offense involving such a gambling device is a Class 4 felony. Amends the Video Gaming Act. Removes a provision allowing for the use of a game device without a license if the game device is used in an activity that is not gambling under the Criminal Code of 2012. Effective immediately.

FIREARM OWNERS ID-FEES

Amends the Firearm Owners Identification Card Act concerning the Firearm Transfer Inquiry Program. Provides that the Illinois State Police may charge a fee not to exceed $10 and any processing fee. Provides that the processing fees shall be limited to charges by the State Treasurer for using the electronic online payment system. Provides that $4 from each fee collected under this provision shall be deposited into the State Police Firearm Enforcement Fund. Currently, the Illinois State Police may utilize existing technology which allows the caller to be charged a fee not to exceed $2.

PROCUREMENT-CONSTRUCTION

Amends the Illinois Procurement Code. Provides that the chief procurement officer having jurisdiction over construction-related services for the Department of Central Management Services also has jurisdiction over construction procurements for the Department of Central Management Services. Amends the Design-Build Procurement Act. Extends the repeal of the Act until January 1, 2030 (currently, January 1, 2027). Effective immediately.

LOCAL GOVERNMENT-TECH

Amends the Public Officer Prohibited Activities Act and the Illinois Municipal Code. Provides that an alderperson may serve as an emergency worker and receive compensation for that service.

ALL-PAYER HEALTH CARE PAYMENT

Creates the Illinois All-Payer Health Care Payment and Global Budget Act. Creates the Illinois Health Care Cost and Payment Board as an independent body within the Department of Healthcare and Family Services and sets forth its membership and powers. Defines "commercial payer" as any health insurance issuer, health maintenance organization, or third-party administrator subject to regulation by the Illinois Department of Insurance, excluding self-funded plans governed solely by ERISA. Provides that all commercial payers shall reimburse hospitals for covered services at standardized rates established by the Board. Defines "global hospital budget" as a prospective, fixed annual operating revenue amount established for a hospital to cover all inpatient and outpatient hospital services. Provides that the Board shall establish prospective annual global hospital budgets for Illinois hospitals. Provides that the Board shall establish a unified health care data system in coordination with State agencies. Creates the Health Care Payment Reform Advisory Council to advise the Board. Provides that the Governor, in consultation with the Board, shall seek all necessary federal approvals, including Medicare demonstrations and Medicaid waivers, to implement the Act. Amends the Illinois Administrative Procedure Act, Hospital Licensing Act, Illinois Insurance Code, Health Maintenance Organization Act, and Illinois Public Aid Code with regard to the new Act. Contains a severability clause. Effective immediately.

DHS-EVICTION RESOLUTION GRANTS

Amends the Department of Human Services Act. Provides that all moneys payable from funds appropriated to the Department of Human Services in State Fiscal Year 2027 for grants to counties with court-based eviction early resolution programs and associated legal assistance, mediation, and other services shall be distributed by the Department in proportion to the volume of eviction filings by judicial circuit and prioritizing support for counties that are providing at least 50% in matching funds. Effective July 1, 2026.

FISH/HUNT-GOLD STAR FAMILY

Amends the Fish and Aquatic Life Code and the Wildlife Code. Provides that there is no fee for an annual or 3-year fishing license, sportsmen's combination license, or hunting license for resident Gold Star Family members. Directs the Department of Natural Resources to adopt rules establishing who qualifies for Gold Star Family member status and what constitutes suitable verification of that status. Effective immediately.

RURAL BROADBAND DEPLOY STUDY

Amends the Broadband Advisory Council Act. Requires the Broadband Advisory Council to identify and evaluate the costs and benefits that may materialize pursuant to the installation and deployment of rural broadband in all areas served by broadband cooperatives in Illinois. Provides that the study shall consider all material social and economic costs and benefits of the installation and deployment, including, but not limited to, the effects of expanded access to telehealth, remote job opportunities, and educational materials.

DEPT AGR-WEBSITE

Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Requires the Department of Agriculture to establish an online portal on the Department's website with links to certain federal and State agencies for the purposes of, among other things, providing assistance to users in navigating regulations, avoiding punitive enforcement actions, collaborating with experts, and obtaining information regarding funding opportunities. Requires the Department of Agriculture, in each year in which the National Agricultural Statistics Service of the United States Department of Agriculture releases its Census of Agriculture, to issue a report to the General Assembly regarding lost Illinois farmland.

PROP TX-ENERGY SYSTEMS

Amends the Property Tax Code. In provisions concerning the valuation of wind energy devices, provides that, for taxable year 2026 and thereafter, the real property cost basis is $588,000 per megawatt of nameplate capacity (currently, $360,000 per megawatt of nameplate capacity). In provisions concerning the valuation of solar energy systems, provides that, for taxable year 2026 and thereafter, the real property cost basis is $446,000 per megawatt of nameplate capacity (currently, $218,000 per megawatt of nameplate capacity). Effective immediately.

COURT OF CLAIMS-PROCEDURE

Amends the Court of Claims Act. Creates an administrative process for uncontested claims for vendors arising from contracts with the State. Requires a State agency to confirm or reject an uncontested claim that is from a lapsed appropriation and valued at less than $2,500 within 30 days after being notified in writing by the Attorney General. Provides that if the State agency does not confirm or reject the claim within that 30-day period, then the State agency forfeits the right to reject or contest the claim. Requires the Comptroller, subject to appropriation, then issue payment to the vendor within 30 days of the court entering such an award. Provides that if the court determines that it is unable to process such an uncontested claim because the bill or invoice contains a defect, the court must notify the vendor in writing of the defect no later than 30 days after the bill or invoice was first submitted. Provides that if one or more items on a bill or invoice are disapproved, but not the entire bill or invoice, then the portion that is not disapproved must be transmitted to the Comptroller for payment. Changes the filing fees required under the Act as follows: a fee of $15 for a petition seeking more than $500 but less than $10,000; and $35 for a petition seeking more than $10,000 or more. Requires that the court must allow claimants to submit documentation to amend and cure defects. Makes other changes. Authorizes the Court of Claims to adopt rules to implement the Act.

DHFS-PACE-RATE REFORM

Amends the Program of All-Inclusive Care for the Elderly Act. Provides that to ensure that organizations contracted to implement the Program of All-Inclusive Care for the Elderly (PACE) program meet the needs of PACE participants, the Department of Healthcare and Family Services shall reform the rate-setting methodology for the PACE program by establishing a blended rate structure based on a 30% Home and Community-Based Services and 70% Skilled Nursing Facility case-mix which is a more accurate proportion of the comparable population expected to reside in an institution or the community if not enrolled in PACE. Requires the blended rate structure to more accurately reflect the comprehensive nature of care provided by PACE organizations and address the unique needs of PACE participants as a higher risk/acuity population with expected higher costs and frailty than comparable populations. Provides that when developing rates under the blended rate structure, the Department must consider not only the standard cost experiences of PACE participants but also the unique characteristics and specific care needs of the PACE population as well as any additional State plan services or populations that are not included in the State's Medicaid managed care contracts but are required under the PACE program.

CRIM CD-BRIBERY&LEG MISCONDUCT

Amends the Criminal Code of 2012. Provides that bribery and legislative misconduct include the receipt of property or personal advantage after the improper act has been performed (rather than just the intent to influence the improper act). Provides that the provisions do not apply to the promise, tender, acceptance, or receipt of any campaign contributions that are permissible under the Election Code.

DPH-NEURO DISEASE PROGRESS ACT

Creates the Neurodegenerative Disease Patient Protection and Progress Act. Requires the Department of Public Health to convene a Neurodegenerative Disease Advisory Council within the Department. Sets forth provisions concerning the membership of the Advisory Council, terms of the members, meetings of the Advisory Council, and administrative support, and duties of the Advisory Council Provides that the Director of Public Health shall designate or hire a full-time Neurodegenerative Disease Coordinator within the Department to implement and administer the Act. Requires the Coordinator, acting through and under the supervision of the Director, and with input from the Advisory Council, to develop and publish a State plan to address neurodegenerative diseases. Sets forth required components of the Plan. Establishes a voluntary statewide clinical and population registry to collect de-identified information and, with the patient's informed consent, limited identifying information, to (i) improve understanding of burden imposed by neurodegenerative diseases, natural history, and outcomes, (ii) facilitate public health planning and service delivery, and (iii) support research consistent with applicable privacy protections. Establishes the Neurodegenerative Disease Research Support And Grant Fund to make grants to public or private not-for-profit entities for the purpose of conducting neurodegenerative disease research. Sets forth provisions concerning equity and rural access; coordination with federal programs, academic centers, and private partners; reporting; limitations; and rulemaking. Amends the State Finance Act to make a conforming change. Effective immediately.

ELEC CD-VOTE BY MAIL TRACKER

Amends the Election Code. Requires the State Board of Elections, in conjunction with election authorities, to implement a secure, free access system available to voters by January 1, 2026. Provides that the system shall allow a voter to track receipt of the voter's vote by mail ballot and check the ballot's status with the election authority. Requires the election authority to make the system available to vote by mail voters from the first day that vote by mail ballots are accepted until 30 days after completion of the official canvass. Effective immediately.

WARN ACT-AI LAYOFFS

Amends the Illinois Worker Adjustment and Retraining Notification Act. Provides that, when required to report the reason for a mass layoff or closing, the employer shall disclose any artificial intelligence-related job impacts, including the number of employees laid off substantially due to the replacement or automation by artificial intelligence of the functions performed by the employees. Provides that, if the Department of Commerce and Economic Opportunity issues any public report disclosing mass layoffs or closings, the Department shall include the reason for the mass layoff or closing in the report, including whether the mass layoff or closing is substantially due to artificial intelligence. Makes other changes.

DNR-STATE MUSEUM TRUST FUND

Amends the Department of Natural Resources Act. Creates the Illinois State Museum Collection Trust Fund as a nonappropriated trust fund in the State treasury. Provides that the Illinois State Museum Collection Trust Fund shall receive all moneys from the deaccession of objects of scientific, historic, and artistic value in the possession of the State Museum and may receive moneys from other sources. Provides that the moneys in the Fund shall be used by the Department of Natural Resources for the State Museum to purchase and maintain objects for the State Museum. Amends the Illinois Procurement Code. Exempts from specified requirements of the Code expenditures from the Illinois State Museum Collection Trust Fund that are authorized by the Department. Makes other changes.

ISP RADIO INTEROPERABILITY

Amends the Illinois State Police Radio Act. Provides that the Statewide Interoperability Executive Committee (SIEC) shall oversee governance, interoperability, and land mobile radio standards for Illinois' land mobile radio communications system and shall collaborate with the Office of the Statewide 9-1-1 Administrator and the Office of the Statewide Interoperability Coordinator to strengthen Illinois' emergency communications ecosystem. Provides that the SIEC may designate subcommittees necessary to effectuate its responsibilities. Provides that the voting membership of the SIEC must, at a minimum, include the Statewide Interoperability Coordinator, the Statewide 9-1-1 Administrator, the Director of the Secretary of the State Police or the Director's designee, and at least one representative from each of the following, appointed by the Governor: an association representing Illinois fire chiefs, an association representing Illinois fire protection districts, the Office of the State Fire Marshal, an association representing Illinois chiefs of police, an association representing Illinois sheriffs, the Illinois State Police, the Illinois Emergency Management Agency and Office of Homeland Security, the Department of Public Health, the Department of Innovation and Technology, and the Department of Military Affairs. Removes references to the STARCOM21 Oversight Committee. Requires the SIEC to, no later than July 1, 2027, establish standards necessary to ensure land mobile radio equipment interoperates throughout Illinois; planning, training, and evaluation standards necessary to enhance public safety communications operational readiness; and standards necessary for the unification of the Integrated Public Alert and Warning System statewide. Requires the SIEC to annually review existing statutory law and make recommendations for legislative changes to ensure efficient, effective, reliable, and sustainable communications interoperability statewide (rather than make recommendations concerning better integration of the Integrated Public Alert and Warning System statewide and develop a plan to sustainably fund radio infrastructure, radio equipment, and interoperability statewide). Effective July 1, 2026.

TIF SPRING VALLEY

Amends the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. Extends the estimated date of completion of a redevelopment project and the retirement of obligations issued to finance redevelopment project costs for an ordinance adopted on July, 31 2006 by the City of Spring Valley. Effective immediately.

DATA CENTERS-VARIOUS

Amends the Illinois Power Agency Act. Establishes the data center self-direct program to allow for customers taking service under the data center tariff to receive a reduction in the charges collected for the procurement of renewable energy resources. Provides that the reduction in charges available to the customer shall increase based on the energy or capacity value of the new additive clean energy generation's contribution pursuant to the specified requirements. Provides that the Illinois Power Agency may require that participating customers provide annual reports related to facility operation and performance, customer electricity consumption and load profiles, and other information as necessary. Amends the Public Utilities Act. Provides that, on or after January 1, 2027, at least 180 days prior to commencing any construction activities, the data center operator of a proposed data center shall submit a data center disclosure to the Illinois Commerce Commission. Establishes publication and open meeting requirements concerning the data center disclosures. On and after January 1, 2027, requires all data centers operating within the State to maintain water consumption data to submit annual disclosures of the data center's water usage to the Department of Natural Resources. Requires the Department of Natural Resources to make an aggregated and anonymized form of data disclosed to it available on a publicly accessible website. Provides that data centers that fail to comply with any disclosure requirements under the Act may be subject to fines of up to $10,000 per violation. Requires the Department of Natural Resources and the Illinois Commerce Commission to adopt implementing rules. Requires a specified electric utility to, no later than 90 days after the effective date of the amendatory Act, make a filing with the Commission that proposes revenue-neutral tariff changes, which shall present the Commission with an opportunity to suspend the tariffs and consider revenue-neutral tariff changes related to rate design. Makes other changes. Effective immediately.

TASK FORCE-FED IMPACT-VETS

Amends the Department of Veterans Affairs Act. Provides that the Task Force on Federal Impact to Illinois Veterans is created within the Department of Veterans Affairs to include the feedback, experiences, and guidance from veterans throughout Illinois on the state of existing veteran programming, resources, housing, and healthcare. Provides that the Task Force shall also analyze the current state of staff and funding changes to the U.S. Department of Veterans' Affairs, in conjunction with the impact federal funding cuts to social services enacted by the Department of Government Efficiency and through the One Big Beautiful Bill Act have on the over 500,000 veterans living in Illinois. Provides that the Task Force shall also assess ways that the State of Illinois can assist Illinois veterans expected to lose their jobs within the U.S. Department of Veterans' Affairs, as well as veterans impacted by cuts to entitlement programs, including, but not limited to, SNAP, Medicaid, and federal tax credits. Contains provisions on Task Force membership and meetings. Provides that the Task Force may allow testimony from the public regarding the impact of federal cuts on veterans. Requires the Task Force to report its findings and recommendations to the Governor and General Assembly by December December 15, 2027. Provides that the Task Force is dissolved on January 31, 2028. Effective immediately.
