Bills
Amends the Administration Article of the Illinois Public Aid Code. Requires the Department of Human Services to, subject to available funding, establish a Families Receiving Emergency Support for Hunger (FRESH) Program to provide FRESH benefits to households subject to termination of the household's Supplemental Nutrition Assistance Program (SNAP) benefits, or a reduction in the household's monthly SNAP benefit allotment, if the termination or reduction in SNAP benefits occurred as a result of one or more members of the household failing to meet federal SNAP work requirements. Provides that, for eligible households whose SNAP benefits were reduced or terminated, FRESH benefits shall be provided as a one-time lump sum payment distributed via an Electronic Benefits Transfer card. Requires the Department to make FRESH program applications available online and at local Family and Community Resource Centers immediately upon the first of the month following the effective date of the amendatory Act. Provides that an application for FRESH benefits shall not be deemed an application for any other public aid provided under the Code. Requires the Department to provide within a specified time frame FRESH benefits to households' that experience a reduction or termination of SNAP benefits prior to or after the first month following the effective date of the amendatory Act, if certain application submission deadlines are met. Requires the Department to publish monthly data reports on the FRESH program and to include such data in the Department's annual report to the General Assembly. Prohibits the Department and local governmental units from considering a household's receipt of FRESH benefits when determining the household's eligibility for other assistance provided under the Code. Provides that the provisions of the amendatory Act are inoperative on and after January 1, 2028. Effective immediately.

Provides that property that is used as a qualified residence by the surviving spouse of a law enforcement officer who was killed in the line of duty at any time prior to the expiration of the application period in effect for the exemption for the taxable year for which the exemption is sought is exempt. Effective immediately.

Provides that, beginning July 1, 2026, and continuing as long as funds are available, a person may apply for a rebate in specified amounts following the purchase of an electric bicycle in Illinois. Prohibits the rebate amount from exceeding the purchase price of the electric bicycle. Contains eligibility requirements. Requires a person who is awarded a rebate to retain ownership of the electric bicycle for a minimum of 12 consecutive months. Provides that a person may apply for and receive a rebate only once in a 10-year period and that only one rebate may be awarded per person per electric bicycle. Contains other provisions.

Provides that no member, officer, or employee of the Illinois Finance Authority may be in any manner financially interested in any contract or agreement upon which that person may be called to act or vote. Requires those members, officers, and employees to abstain from deliberating or voting on the award or material modification of any contract or agreement in which that person holds a financial interest. Provides that no member, officer, or employee of the Illinois Finance Authority may take or receive, or offer to take or receive, any money or other thing of value as a gift, bribe, or means of influencing that person's vote or action in that person's official capacity. Provides that the Attorney General may investigate alleged violations and initiate a civil action for an injunction and to assess civil penalties. Provides that the civil penalties shall be deposited into the Cyber Exploitation of Children Fund, which shall be expended for the investigation of cybercrimes involving the exploitation of children. Amends the State Finance Act to make a conforming change.

Amends the State Officials and Employees Ethics Act. In provisions regarding personnel policies and work time requirements, specifies that State employees of public institutions of higher education classified as faculty and those not eligible for overtime pay may satisfy the time sheets requirement by complying with the terms of their contract with the public institution of higher education. Amends the Protecting Household Privacy Act. Provides that "household electronic device" includes residential security and surveillance systems. In provisions regarding exceptions from the Act, provides that lawful consent shall be obtained in accordance with specified provisions. Provides that a private entity, including the manufacturer or distributor of a household electronic device, or third party which collects, processes, stores, uses, or shares data in partnership with the private entity, shall obtain lawful consent to share household electronic data pertaining only to a single crime investigation with a law enforcement agency through a written opt-in request to the owner of the household electronic device or person in actual or constructive possession of the household electronic device. Provides that nothing in the Act shall be construed to permit a law enforcement agency to disclose household electronic data for federal immigration purposes. Provides that any person or entity that collects, processes, stores, uses, or shares household electronic data shall take reasonable measures to ensure the confidentiality, integrity, and security of any household electronic data. Effective immediately.

Provides that the Pollution Control Board shall adopt rules implementing these provisions. Provides that the Environmental Protection Agency, as the noise control agency for the State, shall enforce these provisions, as well as the rules adopted under these provisions. Provides that the Agency may adopt rules to administer and implement these provisions, as applicable. Defines terms.

Provides that nothing in the Act prohibits a forest preserve district from prohibiting persons from carrying a firearm into any botanic garden, swimming pool, grounds of a swimming pool, athletic venue, picnic grove, nature center, grounds of a nature center, pavilion, grounds of a pavilion, golf course, driving range, adventure course, grounds of an adventure course, zipline building, grounds of a zipline, equestrian center, grounds of an equestrian center, exercise venue, grounds of an exercise venue, or any public or private gathering or special event conducted on property that requires the issuance of a permit. Exempts a forest preserve district from the posting of a sign that states that the carrying of firearms is prohibited. Deletes language providing that a licensee under the Act shall not knowingly carry a firearm on any real property under the control of the Cook County Forest Preserve District. Defines "grounds".

Amends the Property Tax Code. Provides that, for tax year 2027 and thereafter, the tax lien or certificate for all delinquent property subject to a tax sale shall be assigned to the county as trustee for all taxing districts having an interest in the property's taxes or special assessment for the nonpayment of which the property is sold. Provides that the county must attempt to sell the property acquired by tax deed at a public auction. Contains provisions concerning surplus funds. Contains provisions concerning notice. Contains other provisions. Amends the Counties Code and the Revised Uniform Unclaimed Property Act to make conforming changes.

Makes changes to provisions concerning the provision of paid leave; the responsibilities of the Department of Labor; and enforcement and penalties.

Provides that the Code does not apply to procurement expenditures that are necessary for the Illinois Emergency Management Agency and Office of Homeland Security to respond to a radiological incident, to monitor a nuclear power plant, or to use at a nuclear facility. Amends the Environmental Protection Act. Establishes the Renewable Fuels Infrastructure Program, administered by the Department of Agriculture. Allows grants to be awarded from the Renewable Fuels Infrastructure Fund, which is created as a special fund in the State treasury, for the installation of equipment for the storage and dispensing of fuels with higher blends of ethanol or biodiesel feedstock, according to the application and eligibility requirements established by rule by the Department of Agriculture. Requires the Comptroller and Treasurer to transfer, from June 1, 2026, to June 30, 2027, $3,000,000 each calendar quarter from the Underground Storage Tank Fund to the Renewable Fuels Infrastructure Fund. Provides for eligibility for grant funding and eligible expenditures from the fund. Makes conforming changes to the State Finance Act. Effective immediately.

Allows grants to be awarded from the Renewable Fuels Infrastructure Fund, which is created as a special fund in the State treasury, for the installation of equipment for the storage and dispensing of fuels with higher blends of ethanol or biodiesel feedstock, according to the application and eligibility requirements established by rule by the Department of Agriculture. Requires the Comptroller and Treasurer to transfer, from June 1, 2026, to June 30, 2027, $3,000,000 each calendar quarter from the Underground Storage Tank Fund to the Renewable Fuels Infrastructure Fund. Provides for eligibility for grant funding and eligible expenditures from the fund. Makes conforming changes to the State Finance Act. Effective immediately.
Amends the Illinois Funeral or Burial Funds Act. Defines the term "transportation protection agreement". Provides that the Illinois Insurance Code does not apply to any transportation protection agreement sold by any seller. Provides that nothing in the Act shall be deemed to apply to (1) merchandise that is delivered within 30 days of purchase, (2) a transportation protection agreement, or (3) pre-need cemetery sales (currently only pre-need cemetery sales) under the Illinois Pre-Need Cemetery Sales Act. Makes a change to a provision concerning payments under pre-need contracts.
