SB3097 amends the Firearm Owners Identification Card Act to require the Illinois State Police to approve or deny all Firearm Owner's Identification Card applications within 30 days, and renewal applications within 60 business days, provided they are submitted before the card expires. If a renewal application is submitted before expiration, the card remains valid during processing unless the applicant is subject to revocation.
