Amends the Secretary of State Act. Provides that, by January 1, 2027, the Secretary of State shall establish and maintain a secure database that is accessible to local election officials and that indicates whether the particular person to whom a driver's license or State identification card has been issued is a United States citizen. Amends the Election Code. Provides that, on and after January 1, 2027, before an applicant is registered to vote, the registration officer shall verify the applicant's citizenship status using the secure database maintained by the Secretary of State. Provides that, if the information in the database indicates that the applicant is not a United States citizen, then the applicant's card shall be marked with the word "incomplete", and the registration officer shall notify the applicant in writing that (i) the application is incomplete and (ii) the applicant may not vote unless the applicant appears before the county clerk to present evidence that the applicant is a United States citizen. Effective immediately.

In provisions exempting the practice of specified professionals and their prescribing of such drugs, medicines, or poisons as may seem appropriate to the professionals, provides that this exemption is without regard to whether such drugs, medicines, or poisons are not typically prescribed by such licensed individuals or by licensed individuals in a same or similar specialty or are self-prescribed, with the exception of controlled substances. Provides that a licensee does not act in good faith when the licensee refuses to compound, fill, or dispense prescriptions of physicians licensed to practice medicine in all its branches solely because the prescriptions are not typically issued by that physician or by physicians in the same or similar specialty or are self-prescribed, with the exception of controlled substances. Provides that it is a violation of specified provisions for any prescriber or dispenser to adopt a contrary policy. Effective immediately.

Amends the Wildlife Code. Provides that there shall be no fee for one Deer Hunting Permit to take one deer in one season with either bow and arrow or gun for a resident of the State who receives assistance under the Supplemental Nutrition Assistance Program (SNAP), formerly known as the Food Stamp Program.

Amends the Common Interest Community Association Act. Includes within the Act's coverage a "property owners' association". Provides that a property owners' association means any association, organized group of property owners, corporation, not-for-profit corporation, or other entity that is identified in a declaration, or other documents recorded by a developer in which (1) the entity owns property in the development over which unit owners possess an easement; and (2) the entity is provided the power to impose regulations on easement holders regarding the use of the property burdened with the easements. Provides that if these conditions are met, unit owners who possess easements rights have an obligation to pay for the maintenance, improvement, insurance premiums, or real estate taxes of the property burdened by their easements, unless the declaration or other documents recorded by the developer expressly state otherwise. Effective immediately.

Provides that upon verified petition by the State, the court shall hold a hearing and may deny a defendant pretrial release if the defendant is charged with any of the following offenses, and it is alleged that the defendant's pretrial release poses a real and present threat to the safety of any person or persons or the community, based on the specific articulable facts of the case: (1) aggravated driving under the influence for a third or subsequent time; (2) manufacture or delivery, or possession with intent to manufacture or deliver, an amount of a controlled or counterfeit substance, not otherwise specified in the statute, containing dihydrocodeine or classified in Schedule I or II, or an analog of those substances that is: (i) a narcotic drug, (ii) lysergic acid diethylamide (LSD) or an analog of those substances, (iii) any substance containing amphetamine or fentanyl or any salt or optical isomer of amphetamine or fentanyl, or an analog of those substances, or (iv) any substance containing N-Benzylpiperazine (BZP) or any salt or optical isomer of N-Benzylpiperazine (BZP), or an analog of those substances; or (3) possession of any amount of fentanyl.

Provides that the Environmental Protection Agency shall propose and the Pollution Control Board shall adopt rules to ensure mandatory minimum distances are maintained between sources of air pollution and homes, schools, hospitals, and other similar sites in all applicable Clean Air Act permits to protect the public health, except as prohibited by federal law.

Appropriates $8,620,000 from the General Revenue Fund to the Office of the Auditor General for its Fiscal Year 2027 ordinary and contingent expenses. Appropriates $37,401,560 from the Audit Expense Fund to the Office of the Auditor General for administrative and operations expenses and for audits, studies, investigations, and expenses related to actuarial services. Effective July 1, 2026.

Amends the Vital Records Act. In provisions regarding fetal death, deletes provisions referencing election in writing to arrange for burial or cremation under the Hospital Licensing Act. Requires a funeral director to file an Authorization for Disposition of Fetal Remains or a certificate of death (rather than only a certificate of death) before obtaining a permit for disposition of remains. Provides that, in the case of a fetal death that occurs after a gestation period of less than 20 weeks or in the case of an abortion, no fetal death certificate shall be required for the disposition of remains. Directs the Department of Public Health to create a form to be used by the funeral director to obtain a permit for burial, entombment, or cremation. Requires the local registrar to seal any form filed under these provisions, and prohibits a funeral director from retaining a copy. Amends the Hospital Licensing Act. In provisions regarding the disposition of a fetus, provides that no fetal death certificate shall be required in accordance with the Vital Records Act. Amends the Higher Education Student Assistance Act. With respect to special education teacher scholarships, provides that up to 50 additional scholarships may be awarded each year to persons who qualify, subject to appropriation to the Illinois Student Assistance Commission for this purpose.

Amends the Nursing Education Scholarship Law. Provides that beginning with the 2026-2027 academic year, subject to appropriation from the General Revenue Fund and in addition to any other funds available to the Department of Public Health for nursing education scholarships, the Department may award additional nursing education scholarships. Removes a provision regarding nursing education scholarships for the 2021-2022 academic year. Effective immediately.

Provides that a foreign national may not make, directly or indirectly, a contribution to a ballot initiative committee or an independent expenditure committee for the purpose of influencing any question of public policy to be submitted to the voters, and neither a ballot initiative committee nor an independent expenditure committee may knowingly solicit or accept a contribution from a foreign national for the purpose of influencing any question of public policy to be submitted to the voters. Provides that a foreign national may not make an independent expenditure for the purpose of influencing any question of public policy to be submitted to the voters. Effective immediately.

Effective July 1, 2026.

Provides that a sheriff in a county of the third class may receive a fee of $200 for serving or attempting to serve, without aid, an order or judgment either for the possession of real estate in an action of ejectment or any other action or for restitution in an eviction action if service of the order or judgment was rescheduled by the party seeking enforcement. Authorizes the sheriff to tax the actual costs of service of these judgments and orders when aid is necessary. Allows imposition of this fee if the party seeking enforcement previously sought enforcement on the same order or judgment and canceled or failed to appear at the scheduled time for the enforcement of the order or judgment without providing the sheriff with notice of the need to reschedule or cancel enforcement at least 8 hours before to the scheduled enforcement.
