DCEO-LIBRARIES

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity, in cooperation with the Illinois Arts Council, shall conduct statewide impact studies regarding the economic, educational, and social impact of Illinois' museums and cultural attractions.

MEDICAID-WHEELCHAIR REPAIRS

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that for dates of service beginning on and after January 1, 2027, the Department of Healthcare and Family Services shall, for healthcare common procedure coding system codes relating to complex rehabilitation technology wheelchair repair and accessories, apply a reimbursement rate under the Medical Assistance program equivalent to the maximum fee paid in Illinois under the federal Medicare program, including fees under the KU modifier, if applicable. Effective immediately.

FOIA-RESPONSE PERIODS

Amends the Freedom of Information Act. Provides that each public body shall, promptly, either comply with or deny a request for public records within 15 business days (rather than 5 business days) after its receipt of the request, unless extended for an additional 10 business days (rather than 5 business days) for specified reasons. Provides that commercial requests must be responded to within 30 business days (rather than 21 working days).

ELECTION DAY WAIVER

Amends the Employment of Teachers Article of the School Code. In provisions concerning holidays, provides that a school board or other entity eligible to apply for waivers and modifications under the Code is authorized to hold school or schedule teachers' institutes, parent-teacher conferences, or staff development on November 3, 2026 (2026 General Election Day) if certain conditions are met. Effective July 1, 2025.

INC TX-UNION DUES

Amends the Illinois Income Tax Act. Creates a deduction for the full amount of union dues paid by the taxpayer during the taxable year if the taxpayer was not allowed a federal deduction under the Internal Revenue Code. Provides that, if any amount of union dues representing federal miscellaneous itemized deductions was allowed as a federal deduction, then the amount allowed as an Illinois deduction shall be a percentage of the union dues disallowed under the Internal Revenue Code. Provides that the deduction is exempt from the Act's automatic sunset provision. Effective immediately.

CDB-PUBLIC-PRIVATE CONTRACTS

Amends the Capital Development Board Act. Provides that the Capital Development Board may enter into contracts and manage construction projects pursuant to a public-private partnership agreement on behalf of an institution of higher education or a State agency, excluding the Department of Corrections, if the State agency or institution of higher education is authorized by statute or otherwise permitted to enter into a public-private partnership agreement.

INS-LUNG CANCER & BIOMARKER

Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance or a managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2028 shall provide coverage for medically necessary lung cancer screenings, including any medically necessary tests for lung cancer biomarkers, including, but not limited to, anaplastic lymphoma kinase (ALK). Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, and the Illinois Public Aid Code to require coverage under the provisions of those Acts.

MUNI CD-TIF SURPLUS FUNDS

Amends the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. Provides that all surplus funds in the special tax allocation fund shall be distributed as soon as possible after they are calculated (rather than distributed annually within 180 days after the close of the municipality's fiscal year).

SENIOR DEFERRAL-LIENS

Amends the Senior Citizens Real Estate Tax Deferral Act. Provides that the real estate taxes deferred under the Act and taxes paid by the Department of Revenue under the Act, together with all interest and costs that may accrue on those amounts, shall be a prior and first lien on the property until the deferred taxes, interest, and costs are paid. Provides that the tax deferral and recovery agreement with the collector shall expressly state that those amounts are a prior and first lien. Effective immediately.

CLIMATE RISK & STRENGTHEN HOME

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Strengthen Illinois Homes Fund. On or before July 1, 2028, and depending on availability of funds, provides that the Department of Insurance shall identify areas of need to administer a pilot grant program known as the Strengthen Illinois Homes Program. Requires the Department of Commerce and Economic Opportunity, in conjunction with the Department of Insurance, to develop a standard application and grant award rubric for the eligible program grantees. Establishes program requirements for contractors. Amends the State Finance Act to make a conforming change. Amends the Illinois Insurance Code. Establishes notice requirements for companies providing flood coverage. Creates the Climate Risk Disclosure Article, which may be referred to as the Climate Risk Disclosure Law. Requires all companies, corporations, and organizations subject to the Article to, upon direction from the Department, participate in climate surveys issued by the National Association of Insurance Commissioners. Creates the Strengthen Illinois Homes Article, which may be referred to as the Strengthen Illinois Homes Act. Provides that, for homeowners insurance policies, an insurer shall provide an actuarially justified premium discount or insurance rate reduction to a specified owner. Provides that the Director of Insurance may adopt rules that establish standard discount amounts, targets, or benchmarks for the coverage of insurable property meeting the specified mitigation program standards. Provides that an insurer writing homeowners insurance policies that provide coverage of an insurable property that is a nonfortified insurable property shall offer an optional rider, endorsement, or supplemental policy provision that provides the insured a right to receive claim payments for the cost to upgrade an insurable property to mitigation program standards for a specified claim. Makes other changes. Amends the Dental Service Plan Act, the Health Maintenance Organization Act, and the Limited Health Service Organization Act to establish conforming requirements.

APPT-PUBLIC GUARDIAN

Amends the Illinois Power of Attorney Act. Provides that a power of attorney not otherwise invalidated or revoked is suspended on the appointment of the Office of State Guardian or public guardian as a temporary, limited, or plenary guardian of the principal. Provides that after the appointment the court may revoke a power of attorney only if the named agent or successor agent under the power of attorney received notice of a petition for guardianship of the principal in accordance with the Probate Act of 1975, and that the agent failed to assert authority as agent before appointment of the Office of State Guardian or public guardian. Provides that if an agent or successor agent under a power of attorney does not receive notice of the petition for guardianship of the principal or an individual does not know that the individual was named as an agent or successor agent under a power of attorney for the principal, that agent, successor agent, or individual may petition the court presiding over the guardianship to lift the suspension of the agency upon a showing by clear and convincing evidence that it is in the principal's best interests to reinstate the agency so that the agent, successor agent, or individual may act in accordance with the terms of the agency. Provides that notice of a petition to lift the suspension of the agency and a copy of the petition shall be given to the guardian, the person with a disability, to those persons whose names and addresses are listed in the petition for guardianship under the Probate Act of 1975, and any guardian ad litem not less than 14 days before the hearing.

USE/OCC TX-MODIFIED VEHICLES

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning on July 1, 2026, the 1% rate of tax on modifications to a motor vehicle for the purpose of rendering the motor vehicle usable by a person with a disability applies to tangible personal property that is installed in or on a motor vehicle before, during, or after the purchase of the motor vehicle for the purpose of rendering the motor vehicle usable by a person with a disability. Provides that the 1% rate of tax on that property applies only if the tangible personal property is separately itemized on the bill or invoice for the sale of the motor vehicle or if the tangible personal property is purchased separately from the motor vehicle and is separately itemized on a bill or invoice. Effective immediately.

CHILD ADVOCACY CENTER

Amends the Children's Advocacy Center Act. Provides that Multidisciplinary Team Members shall work together, share information, and maintain confidentiality throughout the investigative process. Provides that Multidisciplinary Team members shall coordinate, communicate, and keep nonoffending parents, caregivers, and their families aware of the status of child abuse investigations. Provides that Children's Advocacy Centers shall be (rather than may be) established to coordinate the activities of the various agencies involved in the investigation, prosecution, and treatment of child maltreatment. Provides that every Child Advocacy Center shall include a multidisciplinary systems approach that includes all Multidisciplinary Team members as equal partners in the investigation of child maltreatment. Provides that an investigation into child maltreatment shall include a comprehensive interagency notification procedure for all Multidisciplinary Team partners. Provides that the investigation shall also include a policy that mandates every Multidisciplinary Team member has access to records related to every child abuse investigation and that ensures all information is shared in a confidential manner. Provides that the Children's Advocacy Center of Illinois shall convene an annual meeting of statewide leadership from each MDT discipline to review data, discuss and analyze findings, and work collaboratively to identify service gaps and opportunities for process improvement. Provides the Children's Advocacy Center of Illinois shall create a report that summarizes the discussion at the annual meeting. Requires the Children's Advocacy Center of Illinois to share the report with the leadership of MDT partners and other agencies. Makes other changes.

SCH CD-FINANCIAL LITERACY

Amends the School Code. Requires, beginning with the 2029-2030 school year, for a pupil entering grade 9 to complete one semester of a stand-alone financial literacy course as a prerequisite to receiving a high school diploma, to be taken in grade 11 or 12. Requires the State Board of Education to establish a Financial Literacy Implementation Committee no later than June 30, 2027 to make recommendations to the State Superintendent of Education concerning the implementation of a stand-alone financial literacy course. Makes conforming and other changes. Effective immediately.

HUMAN RIGHTS-DISPARTE IMPACT

Amends the Illinois Human Rights Act. Provides that in the Articles governing employment, financial credit, and public accommodations it is a civil rights violation to use criteria or methods including practices, policies, and groups of practices or policies that has the effect of subjecting individuals to discrimination prohibited under the Act. Changes the definition of "unlawful discrimination" to mean discrimination against a person, whether by purpose or effect, because of his or her actual or perceived: race, color, religion, national origin, ancestry, age, sex, marital status, order of protection status, disability, military status, sexual orientation, pregnancy, reproductive health decisions, or unfavorable discharge from military service as those terms are defined in the Act.

SCH CD-SELECTIVE SERVICE INFO

Amends the School Code. Requires the school board of each school district maintaining a high school to ensure that the district's high school students receive information on how to register for Selective Service.

USE/OCC TAX-DELIVERY SALES

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the Department of Revenue may audit both the marketplace seller and the delivery network company for a qualified delivery network sale. Provides that, with respect to a qualified delivery network sale made on or after the effective date of the amendatory Act, a delivery network company may deduct or exclude from its tax liability the amount of tax that the delivery network company paid to the marketplace seller in connection with the qualified delivery network sale.

LONG-TERM CARE RATE LIMIT

Amends the Assisted Living and Shared Housing Act, the Nursing Home Care Act, the MC/DD Act, and the ID/DD Community Care Act. Provides that a service delivery contract or other contract between a facility and a resident shall not permit rate increases for a resident's room and board before the expiration of the residency period specified in the contract. Provides that, if there is a rate increase for a resident's room and board provided in a subsequent contract that is greater than the percentage increase in the consumer price index-u during the preceding residency period, the facility must provide justification for the increase.

WAREHOUSE WORKER PROTECT ACT

Creates the Warehouse Worker Protection Act. Requires each employer to provide to each worker, upon hire or within 30 days after the effective date of the Act, whichever is later, a written description of each quota to which the worker is subject, including the quantified number of tasks to be performed or materials to be produced or handled within the defined time period, and any potential adverse employment action that could result from failure to meet the quota. Provides that a worker shall not be required to meet a quota that prevents compliance with meal or rest periods or use of bathroom facilities, including reasonable travel time to and from bathroom facilities. Requires employers to post a notice of workers' rights under the Act and to comply with certain recordkeeping requirements. Sets forth a rebuttable presumption of unlawful retaliation if an employer takes an adverse employment action against a worker within 90 days of the worker requesting certain information or making a complaint alleging a violation of the Act to the Director of Labor, the Department of Labor, or the employer. Sets forth provisions concerning definitions; enforcement of the Act by the Department; civil penalties; workplace inspections; private rights of action; the Attorney General's powers to intervene or initiate a civil action; and severability. Effective January 1, 2027.

ELEC CD-ELECTIONEERING

Amends the Election Code. In provisions concerning electioneering or soliciting of votes within any polling place, removes a provision allowing a church or private school to prohibit electioneering on any of the property of that church or private school.

ASSISTED LIVING-VARIOUS

Amends the Assisted Living and Shared Housing Act. Provides that the comprehensive assessment of a patient prior to the patient's admission to an establishment shall be completed by a physician or a nurse practitioner or physician assistant. In provisions concerning licensure of an establishment, changes education requirements for the full-time director of an establishment. Makes changes to the definition of "medication administration" in provisions concerning service requirements. Provides that a licensed health care professional may be employed (instead of may not be employed) by the owner or operator of the establishment, its parent entity, or any other entity with ownership common to either the owner or operator of the establishment or parent entity, including, but not limited to, an affiliate of the owner or operator of the establishment, if the resident chooses to utilize the services of the licensed health care professional working within the scope of the professional's practice. Sets forth provisions concerning an emergency plan and disaster preparedness. Provides that incidents must be reported to the Department of Public Health within 24 hours after the incident or by the end of the next business day. Provides that staff in an establishment may be trained to assist in a nonemergency lift of a resident. Provides that repeated technical infractions by an establishment within a calendar year may result in a Type 3 violation.

PROP TX-LOW-INCOME SENIORS

Amends the Property Tax Code. Authorizes Chief County Assessment Officers in counties with 3,000,000 or more inhabitants to renew an individual's low-income senior citizen exemption under the Code without an annual application if the applicant has previously provided the full social security number or individual taxpayer identification numbers for all members of the applicant's household. Provides that, if a Chief County Assessment Officer is unable to verify that an applicant remains eligible for the low-income senior citizen exemption, then the Chief County Assessment Officer shall notify the applicant and provide the applicant with an opportunity to demonstrate the applicant's eligibility for the exemption. Amends the Freedom of Information Act. Exempts from disclosure under the Act information submitted to a Chief County Assessment Officer in applications for the low-income senior citizen exemption under the Property Tax Code.

CANNABIS REFORM

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning on July 1, 2026, "prescription and nonprescription medicines and drugs" includes cannabis purchased by a qualified registered patient, provisional patient, or designated caregiver from a dispensing organization registered under the Compassionate Use of Medical Cannabis Program Act or the Cannabis Regulation and Tax Act. Amends the Compassionate Use of Medical Cannabis Program Act. Adds, changes, and provides for the repeal of certain definitions. Makes conforming changes to terms in the Act. Repeals certain provisions on June 30, 2026. Adds references to the Cannabis Regulation and Tax Act, supplanting certain provisions in the Act on July 1, 2026. Provides for repeal of certain provisions on January 1, 2027, subjecting certain activities to the Cannabis Regulation and Tax Act. Repeals certain provisions. Amends the Cannabis Regulation and Tax Act. Adds and changes definitions. Makes conforming changes to terms in the Act. Removes certain references and provides for repeal of certain provisions related to the Compassionate Use of Medical Cannabis Program Act. Makes provisions regarding mergers of certain licenses and medical patient prioritization. Provides for Adult Use Dispensing Organization licensee relocation. Provides for rescission of a conditional license, with certain requirements. Makes changes to provisions regarding Adult Use Dispensing Organization Licenses. Adds to requirements for Responsible Vendor Program Training modules. Adds new prohibitions and exceptions to provisions regarding changes to a dispensing organization. Requires prioritizing qualifying patients, provisional patients, and dedicated caregivers, with certain requirements. Adds certain State agencies and local health officials to provisions regarding investigations. Makes changes to provisions regarding Cultivation Center Licenses. Makes other changes. Effective immediately.

VEH CD-NON-HIGHWAY VEHICLES

Amends the Illinois Vehicle Code. Provides that the operation of a non-highway vehicle is authorized if it is operated only on streets where the posted speed limit is 55 (rather than 35) miles per hour or less and the use of the non-highway vehicle is permitted by the unit of local government. Provides that a non-highway vehicle may cross a road or street at an intersection where the road or street has a posted speed limit of more than 55 (rather than 35) miles per hour. Provides that a county board located in a county that permits the use of a non-highway vehicle on its roadways shall not be deemed liable for crashes involving the use of a non-highway vehicle on its roadways.

MHDD CD-OUTPATIENT TREATMENT

Amends the Mental Health and Developmental Disabilities Code. In provisions concerning petitions for involuntary admissions on an outpatient basis, adds a nurse practitioner to the list of examiners who may certify that an individual is subject to involuntary admission on an outpatient basis. Adds provisions that a certificate must contain the clinical observations of the examining psychiatrist or nurse practitioner when applicable. Reduces the number of certificates (from 2 to one) needed for a court to set a hearing without additional examination of the individual.
