Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that the owner, licensee, or operator of a generative artificial intelligence system shall conspicuously display a warning on the system's user interface notifying users of the limitations of generative artificial intelligence systems. Provides that each day the required warning is not displayed by the owner, licensee, or operator of a generative artificial intelligence system constitutes a separate violation of the Act. Provides that a violation of the provision constitutes an unlawful practice within the meaning of the Act.

Amends the Illinois Finance Authority Act. Makes changes concerning the fire truck revolving loan program, the fire station revolving loan program, and the ambulance revolving loan program. Provides that those loans shall be paid out of certain locally held funds established by the Illinois Finance Authority. Provides that loans for the purchase of fire trucks may not exceed $750,000 per truck. Provides that loans for the purchase of ambulances may not exceed $350,000 to any fire department, fire protection district, or non-profit ambulance service. Makes other changes.

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that the Department of Revenue shall allow taxpayers to open an online tax account for the payment of the Illinois income tax liability regardless of whether the taxpayer has filed a return in Illinois.

Amends the Charitable Games Act. Provides that noncash prizes shall be of nominal value or be donated to the organization conducting the game. Provides that civil penalties imposed under the Act shall not exceed $500 for each separate violation committed during the first event and $1,500 for each separate violation committed at subsequent events. Prohibits a person from operating or causing to be operated on a highway in the course of the person's employment a vehicle owned by the person's employer: (1) with a cargo area loaded with construction material, when any portion of the load is falling, sifting, blowing, dropping or in any way escaping from the vehicle; or (2) with a tailgate transporting construction material unless the tailgate on the vehicle is in good working repair, good operating condition, and closes securely, with a cover or tarpaulin of sufficient size attached, so as to prevent any load, residue, or other material from escaping. Provides that if another person's vehicle is damaged due to a violation of the provision, the owner of the vehicle involved in the violation shall be responsible for compensating the other person in an amount equal to the amount needed to repair the other person's vehicle.

Provides that, notwithstanding any other provision of law, a park district police officer, code enforcement officer, or any official or employee of a park district with the authority to issue citations may not ticket an individual or group or arrest an individual for setting live traps to capture animals with the intention of rescuing those animals. Amends the Interest Act. Provides that, whenever the rate of interest exceeds an annual percentage rate of 8% on any written contract, agreement or bond for deed providing for the installment purchase of residential real estate made primarily for personal, family, or household purposes (rather than for the installment purchase of residential real estate), or on any loan secured by a mortgage on residential real estate made primarily for personal, family, or household purposes (rather than on any loan secured by a mortgage on residential real estate), it shall be unlawful to provide for a prepayment penalty or other charge for prepayment.
Amends the Interest Act. Amends the Water Use Act of 1983. Provides that the Department of Agriculture shall consider water quantity in its procedures for restricting groundwater withdrawal under the Act and rules adopted under the Act. Requires the Department to adopt rules. Amends the Illinois Groundwater Protection Act to direct the Interagency Coordinating Committee on Groundwater to submit a report to the Governor and the General Assembly on or before January 1, 2028, on the unsustainable depletion of aquifers in the State with a legislative proposal to remedy the problem.

Provides that the Department of Agriculture shall consider water quantity in its procedures for restricting groundwater withdrawal under the Act and rules adopted under the Act. Establishes the Illinois Psilocybin Advisory Board within the Department of Financial and Professional Regulation for the purpose of advising and making recommendations to the Department regarding the provision of psilocybin and psilocybin services. Provides that the Department shall begin receiving applications for the licensing of persons to manufacture or test psilocybin products, operate service centers, or facilitate psilocybin services. Contains licensure requirements and prohibitions. Provides that a licensee or licensee representative may manufacture, deliver, or possess a psilocybin product. Provides that a licensee or licensee representative may not sell or deliver a psilocybin product to a person under 21 years of age. Provides that a person may not sell, give, or otherwise make available a psilocybin product to a person who is visibly intoxicated. Creates the Psilocybin Control and Regulation Fund and the Illinois Psilocybin Fund and makes conforming changes in the State Finance Act. Requires the Department of Agriculture, the Department of Financial and Professional Regulation, and the Department of Revenue to perform specified duties. Contains provisions concerning rulemaking, taxes, fees, zoning, labeling, and penalties. Provides that beginning January 1, 2026, a tax is imposed upon purchasers for the privilege of using psilocybin at a rate of 15% of the purchase price. Preempts home rule powers. Provides that a person shall not drive or be in actual physical control of any vehicle within the State while there is any amount of a drug, substance, or compound in the person's breath, blood, other bodily substance, or urine resulting from the unlawful use or consumption of psilocybin as defined in the Compassionate Use and Research of Entheogens Act. Amends the Illinois Controlled Substances Act. Removes psilocybin and psilocin from the list of Schedule I controlled substances. Amends the Illinois Independent Tax Tribunal Act of 2012. Provides that the Tax Tribunal shall have original jurisdiction over all determinations of the Department of Revenue reflected on specified notices issued under the Compassionate Use and Research of Entheogens Act. Amends the Freedom of Information Act to exempt specific records from disclosure. Effective immediately.

Requires the Department of Healthcare and Family Services to authorize coverage for screening by low-dose mammography for the presence of occult breast cancer for individuals 25 (rather than 35) years of age or older who are otherwise eligible for medical assistance. Requires the Department to convene 2 separate expert panels to review quality standards for mammography and establish quality standards for breast cancer treatment. Provides that subject to Department approval, rate methodology for screening and diagnostic mammography shall be based on the quality standards established by the expert panels and State qualified ACR Designated Comprehensive Breast Imaging Centers (formerly known as Breast Imaging Centers of Excellence). Requires the expert panels to establish a comprehensive and clinical methodology to inform women who are age-appropriate for screening mammography, but who have not received a mammogram within the previous 18 months, of the importance and benefits of screening mammography. Provides that within 2 years after the completion of a pilot program providing case-managing or patient navigation services for women diagnosed with breast cancer, the Department shall establish as a permanent initiative the Patient Assistance for Beneficiaries Diagnosed with Breast Cancer. Requires the Department to submit annual reports to the General Assembly detailing program outcomes, financial expenditures, and any recommendations for adjustments to maintain or enhance the program's effectiveness. Requires the Department to establish or facilitate training and continuing education opportunities specific to breast health and mammography for radiologists. Makes other changes. Effective immediately.

Amends the Mortgage Foreclosure Law of the Code of Civil Procedure. Requires receivers of mortgaged real estate to use reasonable efforts to make repairs and improvements as necessary to comply with building, housing, or other similar codes that necessary for the safety, accessibility, and habitability of residential real estate. Creates the Residential Real Estate Ombudsperson Program of which the purpose is to ensure that tenants of residential real estate in receivership continue to have safe, habitable, and accessible homes throughout the receivership process and to facilitate communication between tenants, the receiver, and the court. Requires that in courts in counties of 50,000 or more residents must establish such a program, and in courts in counties of less than 50,000 residents may establish such a program. Provides for the powers of the Ombudsperson to include, but not be limited to, (i) taking, investigating, and making recommendations and reports of complaints of inadequate performance receivership duties relating to matters that may adversely affect the health, safety, welfare, or rights of tenants; (ii) entering the property under receivership at a reasonable time and with reasonable notice to the receiver or receiver's manager; (iii) communicating privately with tenants who consent to that communication; (iv) encouraging the facilitation of communication between receivers, tenants, and the court; (v) making recommendations to receivers regarding building conditions and court practices; (vi) submitting reports to the court regarding the status of the residential real estate, the receivership relationship, the use of the Ombudsperson services; and (vii) making recommendations to the court to improve the receivership relationship. Requires the Ombudsperson within 60 days of appointment to send a notice of contact information of the Ombudsperson to all known dwelling occupants of residential real estate through by posting a written notice on unit doors and in common areas. Effective January 1, 2026.

Removes the Review Committee created within the Board. Provides that the Certification Enforcement Unit shall be headed by the Deputy Director of the Certification Enforcement Unit. Provides that the Deputy Director of the Certification Enforcement Unit shall be appointed by the Board and must have (1) substantial experience in law enforcement, criminal law, civil-rights law, or government investigations and (2) demonstrated integrity, professionalism, sound judgment, and leadership. Provides that any investigator hired to serve in the Certification Enforcement Unit must have at least 2 years of prior investigative experience and may have previously served as a certified or licensed law enforcement officer. Changes the name of the Certification Review Panel to the Decertification Review Panel. In provisions concerning formal complaint hearings, provides that, at the hearing, the Certification Enforcement Unit bears the burden of proving that the officer committed the decertifying conduct by clear and convincing evidence. Provides that all hearings shall be open to the public. In provisions concerning certification review meetings, provides that the Panel shall vote to decertify the officer if a simple majority of the Panel finds that (1) any alleged decertification conduct has been proven by clear and convincing evidence; and (2) there is no mitigating factor or combination of mitigating factors that significantly outweigh the seriousness of the misconduct and the impact of the misconduct on the victim and the community. Provides that a law enforcement agency and the Illinois State Police shall notify the Board when an officer is discharged or dismissed because of a sustained violation of a department, agency, or Illinois State Police policy that includes assault, sexual assault, bribery, coercion, fraud, theft, untruthfulness, bias, excessive force, conduct that constitutes a significant abuse of the public trust, or reflects an unfitness to serve, or any other specified conduct. The agency shall provide information regarding the nature of the violation. The notification shall occur as soon as the officer is discharged or dismissed. Makes other changes. Effective immediately.

Requires places of entertainment to provide attendees with access to potable water while entertainment is occurring by: (1) providing bottled water at no cost; (2) allowing attendees to bring bottled water; or (3) allowing attendees to bring an empty bottle and providing free water for refilling. Requires the Attorney General to enforce the Act, and allows the Attorney General to provide information to owners and operators of places of entertainment. Amends the Election Code. Provides that the campaign free zone at any polling place located within any forest preserve district or conservation district shall extend 100 horizontal feet from each entrance to the room used by voters to engage in voting and shall also extend 500 horizontal feet from each entrance to the room used by voters to engage in voting to the boundaries of the district.

Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that beginning July 1, 2026, the Department of Human Services shall reissue the original cost and wage survey for costs associated with the administration of services to persons with intellectual and developmental disabilities in community day services that was contained in the Department's Guidehouse Rate Study. Provides that the cost and wage survey shall be used to effectuate rate increases in transportation funding for the administration of community day services to persons with intellectual and developmental disabilities and may include provider contact information, total costs of employee salaries and benefits, staff turnover, and other information. Requires the Department to adopt rules. Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to file an amendment to the Home and Community-Based Services Waiver Program for Adults with Developmental Disabilities that removes the 5 hour per day billing maximums at community day services. Provides that the amendment shall not modify monthly and yearly billing maximums for community day services. Provides that implementation is contingent on federal approval. Effective July 1, 2026.

Amends the Illinois Marriage and Dissolution of Marriage Act. Excludes from the definition of a parent's "gross income" income or value received by a parent as a gift that is the voluntary transfer of property, including, but not limited to, money that is completely free of repayment or obligation while both the giver and the parent are still alive.

Provides that the Act does not prohibit the practice of relevant nursing care by a legally responsible caregiver or a person designated by a legally responsible caregiver who has been certified as a certified family health aide for the specified services. Establishes requirements for the Department of Healthcare and Family Services to apply for a Home and Community-Based Services State Plan amendment and federal waiver amendment necessary to reimburse a legally responsible caregiver or a person designated by a legally responsible caregiver who has achieved certification as a certified family health aide to perform the specified services. Establishes certification requirements for a certified family health aide through the Department of Financial and Professional Regulation. Provides that a certified family health aides must be legally responsible caregiver and 18 years or older, have a relationship with a specified family member, and be certified to perform or assist in performing the specified nursing services. Amends the Home Health, Home Services, Home Nursing Act to include a certified family health aide under a home nursing agency and provides training and recordkeeping requirements for home nursing agencies. Amends the Alternative Health Care Delivery Act and the Hospital Licensing Act to require similar training and recordkeeping requirements in children's community-based health care center and in hospitals managing the care of an individual being discharged under the care of a home nursing agency.
