Illinois HB4959 amends the Illinois Vehicle Code to prohibit operating vehicles with escaping construction loads and requires secure tailgates with.

Illinois HB4959 amends the Illinois Vehicle Code by adding a new section that prohibits operating vehicles with cargo areas loaded with construction material if any part of the load is escaping. It also mandates that vehicles with tailgates transporting construction material must have secure, properly functioning tailgates with covers or tarpaulins to prevent material from escaping. If another vehicle is damaged due to a violation, the owner of the vehicle involved in the violation is responsible for compensating the other person for the repair costs.
