Amends the Illinois Freedom to Work Act. Provides that, on and after January 1, 2026, no employer shall enter into a covenant not to compete or a covenant not to solicit with any employee. Provides that a covenant not to compete or a covenant not to solicit entered into on or after January 1, 2026 is illegal and void regardless of where and when the covenant not to compete or a covenant not to solicit was entered into. Provides that an employer or former employer shall not attempt to enforce a contract that is void and unenforceable under the Act regardless of whether the contract was signed and the employment was maintained outside of the State. Repeals provisions concerning the legitimate business interest of the employer; ensuring employees are informed about their obligations; and reformation of covenants not to compete and covenants not to solicit. Makes changes to definitions. Makes conforming changes. Effective January 1, 2026.

Amends the Probate Act of 1975. Authorizes a petitioner, cross-petitioner, or respondent to request a one-time substitution of a guardian ad litem that must be granted if the motion to do so was made at any time before the guardian ad litem files an appearance or at the first court appearance, whichever is later.

Amends the Illinois Drainage Code. Provides that each commissioner of a drainage district shall receive for the commissioner's services either (i) a sum not to exceed $30 per day for each day the commissioner is actually engaged in the business of the commissioner's office or (ii) a fixed monthly payment in an amount that is set by the county board and that does not exceed $30 multiplied by the number of business days in the applicable month (rather than a sum not to exceed $30 per day for each day the commissioner is actually engaged in the business of the commissioner's office).

In provisions concerning county law libraries, provides that county law libraries shall be open whenever the court house is open, unless the law library is closed based on operational necessity or as determined by the county board. Authorizes other appropriate county offices (rather than only the county treasurer) to retain fees and charges of the clerk in a County Law Library Fund and disburse those funds when ordered to do so.

Removes references to the Department of Human Services' Division of Mental Health and Division of Substance Use Prevention and Recovery in various Acts, including, but not limited to, the Substance Use Disorder Act, the Mental Health and Developmental Disabilities Code, the Overdose Prevention and Harm Reduction Act, the Illinois Public Aid Code, the Illinois Controlled Substances Act, and the County Jail Act. Amends the Mental Health and Developmental Disabilities Administrative Act and other acts to reference the Department of Human Services' Division of Behavioral Health and Recovery (rather than by the Division of Mental Health). Makes other conforming changes. Repeals the Behavioral Health Workforce Education Center Task Force Act, the Advisory Council on Early Identification and Treatment of Mental Health Conditions Act, and the Strengthening and Transforming Behavioral Health Crisis Care in Illinois Act. Repeals a provision in the Medical Assistance Article of the Illinois Public Aid Code concerning the COVID-19 public health emergency. Repeals a provision in the Health Care Workplace Violence Prevention Act requiring the Department of Human Services and the Department of Public Health to initially implement the Act as a 2-year pilot program. Repeals provisions in the Health Inpatient Facility Access Act requiring the Department of Human Services to develop and implement a strategic plan on improving access to inpatient psychiatric beds.

Provides that a building inspector who performs inspections or examinations under the provisions may be credentialed through a nationally or state-recognized inspection certification or apprenticeship program approved by the United States Department of Labor in the discipline the inspector is inspecting or examining (rather than through an nationally or state-recognized building certification or apprenticeship program that is equivalent to the International Code Council approved by the United States Department of Labor in the area the building inspector is inspecting or examining). In the Counties Code, provides that a "building inspector" does not include an employee of the Office of the State Fire Marshal acting in the employee's capacity as an employee of the Office of the State Fire Marshal.

Amends the Unemployment Insurance Act. Provides that, if an employer employing 75 or more employees in the State conducts a layoff, furlough, or temporary shutdown resulting in the separation of one or more employees, the employer shall submit required claim-initiation information to the Department of Employment Security on behalf of each affected employee. Provides that the Department shall provide written or electronic confirmation to the affected employee that the claim-initiation information has been submitted on their behalf by the employer. Sets forth additional requirements. Provides for civil penalties for a violation of the provision.

Creates the Emergency Digital Communication Pilot Permits Act. Allows the Department of Transportation to issue pilot permits for digital public safety communication devices on State highway rights-of-way. Provides that digital public safety communication devices shall be operated solely by a unit of local government, shall not display commercial advertising, and must be installed on municipally owned infrastructure with emergency override functionality. Requires the Department to adopt rules to implement the Act. Effective immediately.

Makes changes in provisions concerning the definitions of "day care center", "part day child care facility", and "day care agency"; the prohibition of unlicensed practice; criminal background investigations; and advertisements. Repeals provisions concerning an exemption from licensure for day care homes and group day care homes serving children of military personnel and a child from a foreign state or country. Effective July 1, 2026.

Amends the Business Corporation Act of 1983, the General Not For Profit Corporation Act of 1986, and the Limited Liability Company Act. Provides that an entity may use the registered office of its appointed registered agent as the entity's principal office if: (1) the entity attests that it has no physical location other than a residential address; (2) the registered agent maintaining the registered office consents to the use of the address as the entity's principal office; and (3) the entity provides the Secretary of State with the physical address of at least one officer or director, which shall not be made available to the public.

Amends the Recyclable Metal Purchase Registration Law. Provides that it is a violation of the Act for any person to possess, purchase, attempt to purchase, sell, or attempt to sell, or for any recyclable metal dealer to purchase or attempt to purchase, telecommunications wire in any amount unless the seller is an authorized agent, a representative or employee of a licensed contractor of a public utility, a provider of telecommunications services, as described in the Public Utilities Act, or a provider of broadband service, interconnected VoIP services, or wireless services, as described in the Public Utilities Act. Provides that the Recyclable Metal Theft Task Force shall review the effectiveness of its efforts in deterring and investigating the problem of recyclable metal theft specific to telecommunications wires, burned wire, and any other equipment used to provide (i) telecommunications services, as described in the Public Utilities Act, or (ii) broadband service, interconnected VoIP services, or wireless services, as described in the Public Utilities Act. Provides that the Task Force shall consider and develop long-term solutions, both legislative and enforcement-driven, for the rising problem of theft of these wires and equipment in this State. Provides that the Task Force shall be composed of one representative of a wireless telecommunications carrier. Provides that the Task Force shall, by October 31 of each year, report its findings and recommendations to the General Assembly and the Governor. Changes the definition of the term "recyclable metal". Defines the terms "burned wire" and "telecommunications wire". Effective July 1, 2027.
