Amends the Code of Criminal Procedure of 1963. Provides that any person may file a petition to vacate a conviction or sentence, regardless of criminal custody status or citizenship or immigration status, as defined in the Illinois TRUST Act, if the person asserts that: (1) the conviction or sentence is legally invalid due to prejudicial error damaging the petitioner's ability to meaningfully understand, defend against, or knowingly accept the actual or potential adverse immigration consequences of a conviction or sentence; or (2) newly discovered evidence of actual innocence exists that requires vacation of the conviction or sentence as a matter of law or in the interests of justice. Provides that such a petition shall be deemed timely filed at any time notwithstanding any other provision of law. Provides that the time limitations for petitions filed in the trial court under the Post-Conviction Hearing Article of the Code do not apply to a petition filed under this provision. Amends the Code of Civil Procedure. Provides that a provision granting relief from a final order or judgment entered based on a plea of guilty or nolo contendere and that has potential consequences under federal immigration law applies to orders or judgments entered before, on, or after the effective date of the amendatory Act.

Amends the Crime Victims Compensation Act. Removes the requirements to report the crime within 72 hours of its occurrence or within 7 days for other specified crimes. Removes language that requires certification from a mental health provider to come from a provider who has not before and will not again provide care to the victim or applicant. Provides that confidentiality is not waived between a health care provider and the victim or applicant if a mental health provider, medical provider, or other third party provides documentation of the crime for the purposes of compensation eligibility. Requires the Attorney General to make and publish on its website the form the mental health provider must use to certify the evaluation of the victim or applicant. Requires the Comptroller to issue payment within 2 business days of approval of an emergency award by the Court of Claims. Provides that emergency awards may be issued to the applicant for the purpose of paying funeral and burial expenses directly to a funeral home for expenses that have been incurred or that the applicant has been quoted and for relocation expenses incurred or due to be incurred by an applicant. Provides that if the amount of emergency compensation exceeds the actual amount the applicant incurs, the difference shall be repaid to the State. Makes other changes.

Reinserts the provisions of the introduced bill with the following changes. Requires that the notice of death to the owner of property include the exact language of the beneficiary designation except that the names of any other beneficiaries that are not charitable organizations may be redacted. Provides that nothing in the Act alters the duties of the holder of the property under the Revised Uniform Unclaimed Property Act or the Unclaimed Life Insurance Benefits Act. Requires that the holder of the property must provide notice to each charitable organization listed under the beneficiary designation that the charitable organization may have a right to the property within 45 business days of the death of the owner of the property. Deletes provisions that provide that (i) any right or title acquired from the charitable organization in consideration of the provision of property or information under the Act is not invalid because of an inadvertent misapplication by the charitable organization; and (ii) a transaction and a lien created by a transaction entered into by the charitable organization and anyone acting in reliance on the affidavit under the Act is enforceable against the property. Provides that if the holder of the property fails or refuses to provide the requested property or information within 60 business days after receiving the affidavit, the charitable organization may bring an action against the holder of the property to receive the information about the property or recover the property or compel the delivery of the property. Provides that the court may award reasonable attorney's fees based on the time expended by the attorney to obtain the requested information or payment, delivery, or transfer of the property without regard to the amount of the recovery on behalf of the charitable organization. Deletes the requirement that verification of a charitable organization's authority may not exceed 30 days from the date of delivery of the affidavit.

Describes the information required to be reported. Sets forth provisions concerning the standardization of data and exemptions to the provision.

Provides that the Illinois Emergency Management Agency and Office of Homeland Security has the right to enter on public and private property in order to take environmental samples in response to a disaster that causes radioactive contamination. Amends the Military Code of Illinois. Provides that the Department of Military Affairs has the authority to make grants from the Military Affairs Trust Fund for the purpose of incentivizing recruitment into the Illinois National Guard. Provides that the Joint Enlistment Enhancement Program (JEEP) is established for the purpose of increasing recruitment through peer-to-peer referrals, fostering esprit de corps, and promoting cross-component cooperation between the Illinois Army National Guard and the Illinois Air National Guard. Permits the Department to provide grants under the JEEP program to current members of the Illinois National Guard who are not assigned as recruiters, are in good standing, and serve as JEEP lead generators by supporting or facilitating the enlistment or accession of soldiers or airmen into the Illinois National Guard. Requires the State Treasurer to accept and deposit into the Military Affairs Trust Fund all gifts, grants, transfers, appropriations, and other funds from any lawful public or private source that are designated for deposit into the Fund. Requires the Department to establish eligibility criteria, grant conditions, and administrative requirements for the JEEP program by rule.

Provides that no health care provider shall charge, bill, or collect a facility fee, except for: (i) services provided on a hospital's campus; (ii) services provided at a facility that includes a licensed hospital emergency department; or (iii) emergency services provided at a freestanding emergency center. Provides that, except as specified, no health care provider shall charge, bill, or collect a facility fee for: (i) outpatient evaluation and management services; or (ii) any other outpatient, diagnostic, or imaging services identified by the Department of Public Health. Requires the Department to annually identify services subject to the limitations on specified facility fees that may reliably be provided safely and effectively in settings other than hospitals. Sets forth provisions concerning reporting, rulemaking, and enforcement of the Act. Amends the Fair Patient Billing Act to make a conforming change. Provides that, beginning January 1, 2026, the Department of Central Management Services shall provide for the recovery of its expenses for administering the State Employees Deferred Compensation Plan pursuant to a provision concerning the Department's administration of the State Employees Deferred Compensation Plan by charging fees equitably prorated among the participating employers. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Provides that the following information for a customer premises shall not be deemed customer-specific information for the purpose of a request for information from a municipality conducting an audit of a public utility: (i) the premises address and zip code; (ii) the classification of the premises as designated by the public utility, such as residential, commercial, or industrial; (iii) monthly usage information sufficient to calculate taxes due, in therms, kilowatts, minutes, or other such other unit of measurement used to calculate the taxes; (iv) the taxes actually assessed, collected, and remitted to the municipality; (v) the first date of service for the premises, if that date occurred within the period being audited; and (vi) any tax exemption claimed for the premises and any additional information that supports a specific tax exemption, if the municipality requests that information, including the customer name and other relevant data. Provides that a municipality may request certain customer-specific information from a utility for the purpose of conducting an audit of the utility's taxes and the enforcement of any related tax claim.
