Establishes a licensing system for medical cannabis cultivation. Facilitates the transport of medical cannabis. Expands the scope of authorized actions for medical cannabis patients. Provides that qualifying out-of-state patients need not register with the Department of Health. Protects medical cannabis patients and cultivation licensees from undue discrimination.

Requires five days of paid family leave annually for certain state and county employees. Ensures the protection of wage, seniority, and other employment benefits of employees who take paid family leave. Effective 7/1/2050. (SD1)

Prohibits the denial of a school meal to a student based on the student's ability to pay. Requires the Department of Education and department schools to certify that all students eligible for certain programs receive free or reduced-price meals. Prohibits a department school from publicly identifying or stigmatizing a student. Requires the school to directly inform a parent or guardian regarding a student's unpaid meal fund account balance.

Appropriates moneys to the county police departments to enforce applicable fireworks laws, subject to certain conditions.

Allows state and county law enforcement agencies to collaborate with the federal government for immigration purposes in only limited, specific circumstances.

Appropriates funds for the establishment of five full-time equivalent (5.0 FTE) positions within the Civil Rights Compliance Branch of the Department of Education. Effective 7/1/2050. (SD1)

Adopts the Psychology Interjurisdictional Compact to regulate the practice of telepsychology and temporary in-person, face-to-face practice of psychology by psychologists across state boundaries in the performance of their psychological practice. Requires the Department of Commerce and Consumer Affairs to adopt rules to implement and administer the Compact.

Establishes an Advisory Commission in the Department of Accounting and General Services to propose names or a change of names for state buildings, parks, facilities, and events.

Establishes the Aerospace and Aeronautics Development Program within the Department of Business, Economic Development, and Tourism. Appropriates funds.

Deletes the term "agent of the contractor" in sections 28-17 and 846-2.7, HRS. Clarifies that contractors, contractor's employees, and subcontractors who have access to federal tax information held by the Department of the Attorney General may be subject to fingerprint-based background checks. Clarifies the definition of "covered employer" under the Hawaii Retirement Savings Act. Requires covered employers to automatically enroll covered employees into the Hawaii Retirement Savings Program unless the employee chooses to opt out. Limits moving violations arising from the operation of a motor vehicle that appear on traffic abstracts to those that resulted in convictions. Requires the Traffic and Emergency Period Violations Bureaus to remove all dismissed moving violations not resulting in a conviction from certified abstracts. Appropriates funds. Effective 7/1/2050. Requires the Department of Business, Economic Development, and Tourism to exercise its power of eminent domain to acquire certain parcels. Appropriates funds for the acquisition of those parcels.

Increases the cap for awards to assist businesses applying for the Small Business Innovation Research Grant Program and the Small Business Technology Transfer Grant Program of the Hawaii Technology Development Corporation. Adds purchasing of renewable energy systems as an eligible expense and clarifies that training on both new and existing manufacturing equipment is an eligible expense for the Manufacturing Development Grant Program. Clarifies that no tax credit is available for renewable energy systems purchased with a grant received under the Manufacturing Development Grant Program.

Appropriates funds for the Office of the Governor, in collaboration with the Insurance Division of the Department of Commerce and Consumer Affairs, to oversee and administer grants to low-income residents, and condominium associations on behalf of low-income condominium owners, to fortify residential real property against hurricanes.

Appropriates funds for capital improvement projects in the 16th senatorial district.

Reenacts the Historic Preservation Income Tax Credit. Establishes an annual cap amount on the tax credit of $1,000,000. Effective 7/1/3000. Sunsets 12/31/2030. (HD1)

Establishes a new gift card fraud law, under the scope of unfair and deceptive practices law, which requires merchants and third-party gift card resellers to take certain steps to prevent gift card scams. Requires the conspicuous provision of information regarding terms and conditions of gift certificates, regardless of whether the cards are sold in person, electronically, or telephonically. Extends the minimum redemption period for paper gift certificates to four years. Effective 7/1/2050. (SD1)
