Prohibits members of the legislature from holding any position of employment in the private sector during their term. Authorizes members to serve in the United States military reserves, National Guard, or hold any lawful position of government employment, subject to certain current ethical limitations. Establishes salaries of the members of the Legislature pursuant to recommendations by the Commission on Salaries submitted during the 2028 regular session, unless those recommendations are amended by law.

Repeals the prohibition placed on certain employees exempt from civil service law from grieving a suspension or discharge. Allows any employee who is a member of an appropriate bargaining unit and their excluded counterparts to grieve a suspension or discharge. Effective 7/1/3000. (HD1)

Establishes what constitutes transit-oriented development and incentivizes development in county-designated transit-oriented development areas or zones. Prioritizes the allocation of a minimum percentage of the Rental Housing Revolving Fund for certain mixed-income rental housing projects or units. Effective 7/1/2050. (SD1)

Increases the number of voter service centers in the State. Requiring all voter services centers to operate during the same days and hours statewide. Clarifies that during each day of operation, during all hours of operation, each voter service center is to provide in-person voter registration, receive absentee and election-by-mail ballots, allow voters to vote in person, and provide voting machine services for persons with disabilities. Appropriates moneys to the counties for the administrative costs of voter service centers.

Requires any state or county department pursuing any major plan or work effort that is likely to significantly affect members of any community to: (1) Conduct a public hearing on the issue, and post notices on the department's website; and (2) Send direct notices of the public hearing to state and county elected officials who have constituents in the community.

Establishes a paid family leave program for state and county employees. Authorizes a qualifying employee to take up to 12 weeks of paid leave for the birth or placement of a child or to care for a family member who has a serious health condition. Requires the employee to agree to subsequently work for the employer for at least 12 weeks upon return to service except under certain conditions.

Requires the Public Utilities Commission to establish interim goals for electricity use reduction to be achieved by 2025, 2035, and 2040. Authorizes the Public Utilities Commission to adjust the 2030 and 2045 standard and interim standards.

Establishes heightened penalties for the offense of bribery, under certain circumstances. (SD1)

Establishes the Community Readiness Centers Program to be implemented and administered by the Hawaii Emergency Management Agency. Establishes the Community Readiness Centers Special Fund to fund the Community Readiness Centers Program. Renames the Environmental Response, Energy, and Food Security Tax to the Environmental Response, Energy, Food Security, and Resilience Tax and directs a portion of the tax into the Community Readiness Centers Special Fund. Requires the Board of Psychology to accept applications for prescriptive authority privilege beginning 7/1/2026. Requires the Board of Psychology to report to the Legislature.

Repeals staff of the legislative branch of the State from the list of individuals not included in any appropriate bargaining unit. Specifies that the President of the Senate and the Speaker of the House of Representatives shall each have one vote if they have employees in a particular bargaining unit for the purposes of negotiating a collective bargaining agreement.

Allows the Department of Land and Natural Resources to transfer certain public lands for agricultural use to the Department of Agriculture without approval from the Board of Land and Natural Resources and Board of Agriculture. Requires the Department of Agriculture, upon approval of the Board of Agriculture, to accept the transfer of and manage certain qualifying non-agricultural park lands. Effective 7/1/3000. (HD1)
