Authorizes the Chairperson of the Board to quarantine an area under certain conditions. Broadens the objectives and general actions of the Biosecurity Program. Part V: Requires the Department to establish and regularly update an invasive species dashboard. Authorizes pest management plans to address, contain, or eradicate pests. Increases the minimum age for use of low-speed electric bicycles. Prohibits the selling or offering for sale of bicycles equipped with motors except low-speed electric bicycles. Requires sellers of low-speed electric bicycles to provide purchasers with educational materials.

Makes the Safe Spaces for Youth Pilot Program permanent within the Office of Youth Services. Requires the program to collaborate with all state and county departments that offer services for youth and young adults to coordinate the identification of youth and young adults who are experiencing homelessness and placement of these youth at a shelter for homeless youth or young adults. Authorizes the Office of Youth Services to contract with nonprofit organizations to provide shelters for homeless youth or young adults. Requires the Office of Youth Services to submit a report twenty days prior to the regular session of the Legislature.

Amends the prohibition against contributions to a candidate committee or noncandidate committee by state and county contractors to include state and county grantees and the owners, officers, consultants, and joint account holders of a state or county contractor or state or county grantee.

Establishes and implements the Catastrophic Wildfire Securitization Act, to allow public utilities to securitize rates in order to raise capital that can be used to pay for costs and expenses arising out of catastrophic wildfires.

Establishes a Vacant Homes Special Fund under the Hawaii Housing Finance and Development Corporation for rental assistance programs. Establishes a general excise tax surcharge on an owner that allows a residential real property to remain vacant for 180 days or more a year. Requires persons who own residential real property, but do not live there, to obtain a general excise tax license. Requires the counties to disclose to the Department of Taxation a list of properties classified as not being occupied by an owner of that property. Requires the Department of Business, Economic Development, and Tourism to calculate average annual rental value for the basis for the surcharge amount.

Establishes the Family Resilience Pilot Program within the Office of Wellness and Resilience and appropriates funds to execute the program, including the contracting of services. Appropriates funds. Effective 12/31/2050. Repeals 6/30/2030. (SD1)

Authorizes each county that has established a surcharge on state tax before 7/1/2015 to extend the surcharge until 12/31/2045, at the same rates, if the county does so before 1/1/2028; Provides that no county surcharge on state tax authorized for a county that has not established a surcharge on state tax before 7/1/2015, shall be levied before 1/1/2019, or after 12/31/2045; and Repeals certain conditions on the use of surcharges received from the State for counties having a population equal to or less than 500,000 that adopt a county surcharge on state tax.

Amends the offense of negligent injury in the first degree to include injuries negligently inflicted by intoxicated drivers.

Increases the liquor manufacturing limits for Class 18 small craft producer pub license holders.

Exempts the shipment of large cigars in fulfillment of a sale by mail order from the offense of unlawful shipment of tobacco products.

Defines "reported hate crime". Requires reporting of all possible reported hate crimes to appropriate authorities, including consistent documentation and analysis of such incidents. Requires law enforcement officers to receive annual training to identify, investigate, and document hate crimes and possible hate crimes. Requires the Attorney General to establish or update guidelines, protocols, and training materials for the reporting and investigation of hate crimes and possible hate crimes. Effective 7/1/2077. Includes agricultural businesses as a qualified high technology business to receive tax credits for certain research activities. Effective 7/1/3000. (HD2)

Amends covered offender registration laws to include offenders who, while acting in a professional capacity, commit the offense of sexual assault in the fourth degree against a minor who is at least sixteen years old. Provides that the exception to public access requirements does not apply when the covered offense was committed against a minor.

Amends section 302L-1.6(b), HRS, to add the head start state collaboration office director as an ex officio, non-voting member of the early learning board, and to require the board to invite the president of the Head Start Association of Hawaii, or the president's designee, to serve as an ex officio, non-voting member of the board.

Requires the Office of Elections to establish three additional voting centers in a county with a population of five hundred thousand or more. Requires a report to the Legislature.

Amends the definition of "farming operation" by including customary and traditional subsistence farming conducted by native Hawaiian cultural practitioners and excluding concentrated animal feeding operations and business entities with unclear or non-transparent ownership or beneficiary structures. Establishes additional criteria for farming operations to meet in order to be protected against nuisance claims. Clarifies the purpose and intent of the Hawaii Right to Farm Act.
