Establishes provisions regarding the administration of certain medications by a volunteer at Department of Education schools. Clarifies labeling requirements for bronchodilator prescriptions issued to the Department of Education for a stock supply of bronchodilators.

Establishes the Nuclear Energy Task Force within the Hawaii State Energy Office. Requires reports to the Legislature.

Authorizes the use of the Hawaii electricity reliability surcharge for cost recovery of certain expenses of the Hawaii electricity reliability administrator associated with the grid-ready homes interconnection process. Establishes a comprehensive regulatory framework for prior authorization process in the State, including disclosure and notice requirements for utilization review entities regarding their prior authorization requirements and restrictions; qualifications and criteria for prior authorization review and appeals personnel; prior authorization process for non-urgent and urgent health care services, including the time frame by which utilization review entities must render a decision; adverse determination and appeal processes; prohibition of prior authorization for emergency health care services and medication for opioid use disorder; payments to health care providers; length and duration of prior authorizations; and exemptions for certain health care providers. Requires health insurers to utilize NCPDP SCRIPT Standard electronic prior authorization transactions by 1/1/2026. Requires utilization review entities to submit annual reports to the Insurance Commissioner each year. Requires the Insurance Commissioner to submit annual reports to the Legislature. Requires the Insurance Commissioner to adopt rules by 1/1/2026.

Clarifies that the monthly needs allowance afforded to individuals living in certain long-term care facilities is not intended to replace or affect funds received as a state supplemental payment for domiciliary care and shall be supplemental to any funds provided to a recipient as a state supplemental payment for domiciliary care.

Repeals language in the State's Code of Ethics that exempts the legislative and judicial branches from prohibitions against nepotism in public employment. Effective 7/1/3000. (HD1)

Requires the Hawaii Health Authority to develop a comprehensive plan for the establishment of a universal, single payer health care system to replace all other health care coverage in the State, including Medicare, Medicaid, and the Prepaid Health Care Act. Establishes a universal, single payer health care system to be known as the Malama Care program under the Hawaii Health Authority to take effect one hundred eighty days after the approval of waivers from certain provisions of the Patient Protection and Affordable Care Act of 2010 and the State's Medicaid plan. Appropriates funds.

Establishes the Hawaii Lottery and Gaming Corporation for the purpose of conducting and regulating wagering and gaming in the State. Establishes the Lottery and Gaming Special Fund and allocates certain percentages of the fund to various community betterment purposes.

Appropriates moneys to the Office of Veterans' Services to perform its statutory duties, including maintaining a center that provides information, counsel, aid, and assistance to veterans, their families, and their dependents; and cooperating with federal agencies responsible for the administration of rights and benefits granted to veterans, their families, and their dependents. Repeals the tenant selection preferences for disabled veterans and the spouses of deceased veterans in the State Low-Income Housing Program.

Renames the Hawaii Renewable Hydrogen Program to the Hawaii Renewable Hydrogen and Long Duration Clean Energy Storage Program (Program). Amends the required activities of the Program, including conducting engineering and economic evaluations of potential locations for long duration clean energy storage and pumped storage hydroelectric projects. Renames the Hydrogen Investment Special Fund to the Hydrogen and Long Duration Clean Energy Storage Investment Capital Special Fund. Effective 5/13/2040. (SD1)

Requires a landowner in possession of ten thousand or more acres in the State to be liable for damages and fines arising from runoff originating on the land and entering into state waters. Requires the Department of Health to prioritize enforcement of water pollution control regulations in rural areas where there are existing reports of runoff and other terms of water pollution. Transfers the Hawaii Child Nutrition Programs Agency from the Department of Education to the Department of Agriculture and codifies its establishment. For taxable years beginning after December 31, 2024, (1) repeals the maximum tax rate that may be considered in determining the amount of income tax that must be withheld and the requirement that a standard deduction allowance be treated as if it was denominated as a withholding exemption, and (2) for the purpose of income tax withholding, permits the Director of Taxation to prescribe a standard deduction allowance in an amount more or less than one whole exemption.
