Hawaii SB1293 amends Chapter 521 of the Hawaii Revised Statutes by adding a new section that increases tenant protections in federally declared disaster areas. If a landlord violates the Residential Landlord-tenant Code and is located in an area that was a federally declared disaster area as of August 8, 2023, the landlord shall be liable for damages to any affected tenant. The court may award a sum not less than $1,000 or threefold the tenant's sustained damages, whichever is greater, along with reasonable attorney fees and the cost of the civil suit.
