Prohibits condominium associations and planned community associations from requiring a unit owner to pay a filing fee, application fee, or other similar fee, when applying to improve, alter, repair, or renovate a portion of the unit owner's unit or other real property, including an exterior portion of the unit.

Requires the independent medical examination and permanent impairment rating examination of an injured employee under the Workers' Compensation Law to be conducted by a qualified physician selected by the mutual agreement of the parties and paid for by the employer. In absence of a mutual agreement, requires the Director of Labor and Industrial Relations to appoint a duly qualified impartial physician to be paid by the employer.

Establishes the Office of Entrepreneurship. Authorizes the use of the Hawaii Film and Creative Industries Development Special Fund to fund a program in partnership with the Office that creates opportunities in film, media, electronic sports, and creative industries for new businesses. Prohibits officers, senior employees, consultants, and immediate family members of state or county contractors from contributing to candidate committees or noncandidate committees for the duration of the contract. Provides that if any unlawful contribution is not returned to the contributor within 30 days, the unlawful contribution shall escheat to the Hawaii Election Campaign Fund.

Requires the Developmental Disabilities Division of the Department of Health to amend its eligibility criteria for the home and community-based services Medicaid waiver to include individuals having an intellectual or a developmental disability and a comorbid mental illness. Appropriates funds.

Establishes a regulatory framework specifically for pet insurance based on the National Association of Insurance Commissioners' Pet Insurance Model Act.

Requires an applicant of a broadband-related permit seeking a state-granted or county-granted right to attach small cell or other broadband wireless communication devices to utility poles to comply with certain practices.

Appropriates funds to the Department of Human Services to increase the funding of certain Medicaid home- and community-based services, including adult day programs and residential services offered in community care foster family homes and expanded adult residential care homes. Establishes within the Department of Land and Natural Resources the environmental stewardship fee program to collect a fee from visitors through an environmental stewardship license and allocate the revenue to protect, restore, and manage natural and cultural resources through grants to nonprofit organizations. Establishes the Environmental Stewardship Commission to make recommendations to the Board of Land and Natural Resources regarding the use of revenues in the special fund. Requires the Department of Land and Natural Resources to conduct rulemaking. Requires a report to the legislature, including an environmental stewardship fee strategic plan. Creates civil or administrative penalties to be imposed after July 1, 2030. Appropriates funds.
