Establishes the strengthen Hawaii homes program within the Department of Business, Economic Development, and Tourism to administer grants to retrofit residential properties located in historically vulnerable areas to enhance resilience against disaster impacts and reduce potential insurance liabilities. Establishes the strengthen Hawaii homes program special fund. Appropriates moneys from the special fund.

Beginning 1/1/2026, legalizes the personal adult use of cannabis. Establishes taxes on the retail sale of adult-use cannabis and the sale of medical cannabis. Adds new traffic offenses relating to the consumption or possession of marijuana or marijuana concentrate. Makes conforming amendments related to the legalization of personal adult use of cannabis. Beginning 1/1/2026, decriminalizes certain drug offenses related to marijuana and marijuana concentrate. Transfers the personnel and assets of the Department of Health and assets of the Department of Agriculture relating to cannabis to the Hawaii Cannabis and Hemp Office. Establishes various positions within state entities to regulate the personal adult use of cannabis. Appropriates funds. Effective 12/31/2050. (SD1)

Beginning January 1, 2026, prohibits an insurer of property, homeowner's, or renter's insurance from increasing the premium for a policyholder's insurance policy upon renewal unless the insurer submits a report to the policyholder and Insurance Commissioner and receives approval from the Insurance Commissioner. Establishes penalties. Sunsets 1/1/2029.

Repeals the exemption to the general excise tax for agricultural businesses engaged in the production of genetically engineered agricultural products.

Appropriates funds for the Hawaii Housing Finance and Development Corporation to allocate to housing counseling agencies certified by the United States Department of Housing and Urban Development to provide housing counseling services. Requires a report to the Legislature regarding services provided by the housing counseling agencies.

Establishes recordkeeping requirements for secondhand dealers, requiring records to be retained for 2 years from the date of sale. Amends and standardizes recordkeeping requirements for pawnbrokers, requiring records to be retained for 2 years from the date of maturity.

Repeals the requirement to transfer the Oahu Regional Health Care System from the Hawaii Health Systems Corporation to the Department of Health. Repeals certain changes to the Hawaii Revised Statutes that were made by Act 212, SLH 2021. Requires the Oahu Regional Health Care System to enter into an agreement with the Department of Health regarding Oahu Regional Health Care System taking care of low acuity patients in the Department's custody by December 31, 2025.

Prohibits rental agreements from prohibiting tenants from keeping pet animals in dwelling units, subject to certain conditions. Effective 7/1/2050. (SD1)

Requires, for any project developed or administered by the HHFDC under chapter 201, HRS, the HHFDC to set aside as a matter of preference an undetermined per cent of available units for state or county employees, when feasible. Requires HHFDC to determine the order of preferences and rank applicants accordingly, select applicants based on application date within the pool of similarly ranked applicants, and validate the preference status of applicants before occupancy of a unit. Authorizes HHFDC to adopt rules to establish additional eligibility criteria.

Authorizes and decriminalizes the sale of raw milk, raw milk products, and raw milk dairy products directly from producers to consumers for human consumption, subject to certain restrictions. Authorizes the direct sale of raw goat milk for pet consumption. Establishes labeling requirements. Requires the Board of Agriculture and Department of Health to adopt rules no later than 7/1/2026.

Increases the penalties imposed on individuals convicted for violation of a temporary restraining order and order for protection. Clarifies that the court shall not sentence a defendant to pay a fine for violating a temporary restraining order or order for protection if, after conducting a financial review, the court determines the defendant is or will be unable to pay the fine. Specifies that the court may suspend certain jail sentence for violation of a temporary restraining order or order for protection upon condition that the defendant remain alcohol- and drug-free, conviction-free, and complete court-ordered assessments or intervention.

Appropriates funds to the Department of Land and Natural

Proposes a constitutional amendment that would establish a school board comprised of five members appointed by the governor and four members elected by the voters and representing each county. Prohibits board members from serving more than twelve years as a member.

Pursuant to a collective bargaining agreement negotiated for Bargaining Unit (5) and subject to the availability of funds, provides annual salary step increases for public school teachers who have completed a year's satisfactory service and comply with specified requirements. Effective 7/1/3000. (HD1)

Prohibits civil asset forfeiture unless the covered offense is a felony for which the property owner has been convicted. Excludes the forfeiture proceedings for an animal pending criminal charges. Requires the Attorney General to deposit the net proceeds of the forfeited property to the credit of the state general fund.

Establishes a basic housing allowance for legislators whose legal residence is on an island other than the island of Oahu during session. Appropriates funds.

Amends Act 205, SLH 2024, by: reducing undue burdens on charitable fundraising platforms and platform charities, including requirements related to good standing, reporting complaints, waivers of certain requirements, solicitation campaign records, and contracts; and extending its effective date until 6/30/2026.
