Requires the Department of Land and Natural Resources to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the University of Hawaii to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the Department of Health to amend its rules related to hazardous waste and hazardous waste management for consistency with federal regulations to specify that certain waste products generated by geological subsurface characterization activity are exempt from hazardous waste management requirements. Requires that the first site where a borehole or test hole is drilled shall be on lands owned by DHHL. Establishes the Hawaii Groundwater and Geothermal Resources Center within the School of Ocean and Earth Science and Technology of UH Manoa. Appropriates funds.

Requires the Hawaii Community Development Authority to establish a Community Action Center in Chinatown. Expenditure contingent upon the City and County of Honolulu providing matching funds. Appropriation.

Requires the Department of Education to implement a process to allow students to use preferred names to strengthen inclusivity in public schools.

Establishes an independent complaint and investigation process by requiring that all complaints brought by employees, officers, and trustees of the office of Hawaiian affairs be referred directly to an appropriate independent state agency, including the department of the attorney general, the state ethics commission, or the Hawaii civil rights commission. Establishes penalties.

Beginning 11/1/2026, requires landlords to accept comprehensive reusable tenant screening reports, if made available by an applicant, and prohibits application fees in such case.

Requires, rather than authorizes, schools to provide an exemption from required immunizations. Specifies that for purposes of the Department of Health's rulemaking authority and authority regarding infectious and communicable diseases, no child shall be subjected to medical examination, vaccination, revaccination, or immunization if a parent or legal guardian objects based on bona fide religious tenets and practices.

Appropriates funds to the Alcohol and Drug Abuse Division of the Department of Health to contract with community-based organizations for a behavioral health complex patient model. Requires a report to the Legislature.

Establishes the Hawaii CARES Fund Long-term Services and Supports Trust Program within the Department of Human Services to be implemented in collaboration with the Department of Labor and Industrial Relations and the Insurance Commissioner, provide eligible beneficiaries with a lifetime benefit for approved long-term services and supports funded through payroll-based premium assessed on wages, with exemptions and optional participation for self-employed persons and certain outofstate participants. Establishes a trust fund commission and council. Establishes premium assessment and collection requirements. Provides cancellation procedures under certain circumstances. Establishes a supplemental private coverage framework and consumer education requirements. Establishes the Hawaii CARES trust fund and investment requirements. Requires the Department of Land and Natural Resources to establish and enforce vegetation management requirements to prevent wildfires caused by electric utilities.

Part I: Effective 1/1/2027, requires corporations to include in their income the income of all foreign subsidiaries to the State; applies the State's apportionment formula to determine the share of reported profits subject to the appropriate tax, which shall be deposited into the state general fund; and requires corporations to report all profits, losses, revenues, and inter-company transactions made and all taxes paid in other states. Part II: Establishes within DOTAX a Corporate Tax Law Task Force to annually review the State's corporate tax laws and recommend updates to close tax loopholes.

Requires the Department of Health to develop and publish a state plan on hearing loss. Requires reports to the Legislature prior to the 2027 and 2028 Regular Sessions.

Establishes one permanent full-time equivalent (1.0 FTE) permanent position for the State Building Code Council to support statewide building code coordination, permitting transparency, and modernization initiatives. Requires county reporting on building permitting performance. Requires the State Building Code Council to develop a standardized statewide permitting data system or public dashboard. Requires the development of a state building code modernization and transparency initiative. Requires the State Building Code Council to develop standardized credentials and training requirements for permitting officials. Requires a report. Appropriates funds.

Clarifies that the Department of Health is to presume both the recommendations by the American Academy of Pediatrics and the recommendations by the Advisory Committee on Immunization Practices of the United States Department of Health and Human Services constitute the prevailing medical standard for child health supervision services for purposes of health insurance coverage.

Requires board members of a condominium association to complete a board training and education course approved by an accredited third party organization, to be selected by the Real Estate Commission and paid for through funds in the Condominium Education Trust Fund.

Requires sellers or providers of emotional support animals, as well as those issuing verifications of a disability-related need for an emotional support animal, to provide written notice of certain laws relating to emotional support animals. Requires persons or businesses that sell or provide certificates, vests, or identification tags that identify an animal as an emotional support animal to provide to the buyer or recipient written notice of certain laws relating to emotional support animals. Establishes penalties.

Specifies that the county annual vehicle registration fee is equal to the state annual motor vehicle registration fee.

Prohibits the acquisition of state land involving moneys from the Land Conservation Fund by a nonprofit organization without prior approval of the Legislature.

Requires the Director of Law Enforcement to adopt rules establishing training and certification standards and procedures for crisis intervention officers. Clarifies the scope of treatment allowable under orders for assisted community treatment. Requires the Department of the Attorney general to assist with the preparation, filing, and presentation of any request for a court or administrative order authorizing treatment over the objection of certain patients.
