Designates all records relating to United States Immigration and Customs Enforcement access to detained individuals provided by a state or local law enforcement agency as public records. Requires state and county law enforcement agencies that have provided the United States Immigration and Customs Enforcement access to a detained individual within the previous year to hold two public forums per year.

Repeals the requirement that a certain amount received from the cigarette tax on the wholesale price of each article or item of certain tobacco products deposited into the Hawaii Cancer Research Special Fund must be used for debt service of capital expenditures and building maintenance. Allows the Board of Trustees of the Employees' Retirement System, through its Executive Director, to appoint specified executive personnel positions of the Employees' Retirement System of the State of Hawaii and exempts these positions from the State's civil service requirements.

Increases the maximum term for leases of public lands to ninety-nine years. Prohibits commercial leases and government use agreements of public lands at rates below market rate, with exceptions.

Subjects legislative and judicial employees to the same ethical standards prohibiting nepotism that are applicable to other state employees.

Prohibits digital navigation applications from providing an alert, indication, or other type of notice to users of the presence of law enforcement personnel or a law enforcement operation at any specific location.

Establishes uniform statewide requirements for policies and processes for the issuance of U and T visa certifications for noncitizen victims of crime that are consistent with federal laws and regulations governing U and T visas. Requires each state and county certifying entity to adopt a policy and process for the issuance of U and T visa certifications, consistent with those statewide requirements. Appropriate funds for the Department of the Attorney General to provide training to state and county certifying entities so that the policies and processes comply with all federal requirements. Adds law enforcement officers to covered public servants who may request any government agency, person, or organization to not make publicly available on the Internet certain covered personal information.

Amends the Emergency Medical Services Special Fund by authorizing the deposit of revenues from billable emergency medical services. Amends the composition, allowable uses, and establishes a cap on the special fund.

Requires law enforcement agencies and police oversight agencies to collect and report certain data regarding law enforcement stops, uses of force, and complaints to the Hawaii Crime Lab affiliated with the University of Hawaii. Requires the Hawaii Crime Lab to collect and publish incident-level information and an annual report on the data collected. Requires the Department of the Attorney General to adopt rules, in coordination with the Hawaii Crime Lab.

Requires businesses or restaurants open to the public to post a color-coded placard indicating whether the business or restaurant allows firearms or large knives to be brought onto the premises. By January 1, 2027, requires the Department of Law Enforcement to provide businesses and restaurants with free and easily downloadable placards. Effective 1/1/2027.

Amends the Healthcare Preceptor Tax Credit to remove language limiting access only to those practicing in primary care, to add licensed dietitians, physician assistants, and social workers as eligible preceptors and students, and to include residency and followship programs. Adds the Director of Health and a representative of residency programs with eligible students to the Preceptor Credit Assurance Committee. Applies to taxable years beginning after 12/31/2026.

Changes the allowed absence by a primary caregiver at a community care foster family home to 48 hours in calendar week with no absence longer than 24 consecutive hours.

Authorizes the use of conservation banks for compensatory mitigation in a habitat conservation plan and associated incidental take license. Amends the membership and scope of authority for the Endangered Species Recovery Committee.

Specifies that the driver of a vehicle must wait until a pedestrian has crossed half of the crosswalk plus an additional lane of the roadway before the driver can proceed.

Prohibits health care facilities, health care providers, and emergency medical services from furnishing medical debt to a consumer credit reporting agency. Prohibits consumer credit reporting agencies from reporting or maintaining medical debt information in the file on a consumer.

Implements certain recommendations of the SPEED Task Force. Requires the State Building Code Council to provide annual training to state and county permitting agency employees. Appropriates funds for the training, subject to a matching funds requirement from the counties.
