Citing this act as the "Safe Students and Survivors Act"; requiring school districts to appoint a districtwide sexual assault response liaison for specified purposes; establishing the Safe Students and Survivors Grant Program to be administered by the Department of Health; revising the required health instruction for students in grades 7 through 12 to include instruction on sexual assault prevention and consent, etc.

Revises & provides provisions relating to increasing minimum perception-reaction time for steady yellow signals, seaports, speed detection systems in school zones, automated license plate recognition systems, private school bus contractors, school bus infraction detection systems, lowering maximum speed limits, flashing beacons, school zones, radar & LiDAR units, disabled parking permits, golf carts, prevention of excessive or unusual noise, motor vehicle registration, license plate frames or decorative border devices, digital driver licenses & electronic credentialing system, digital imaged licenses, use of data by identity verification service providers, direct payments to subcontractors, metropolitan planning organizations, & takeover agreements; provides various penalties.

Prohibiting the use of an autonomous vehicle to deliver commercial goods directly to a residence or business for use or retail sale unless a licensed human operator is physically present in the autonomous vehicle; requiring the Department of Highway Safety and Motor Vehicles to submit to the Legislature a report evaluating the use of certain autonomous vehicle technology and its impacts on public safety and employment in the transportation sector by a certain date, etc.

Requires copy of complaint, signed by complainant under oath, to be provided to law enforcement officers & correctional officers who are under investigation before any interrogation begins; provides exception if complaint is accompanied by corroborating evidence; prohibits certain personnel actions from being taken against law enforcement officer or correctional officer unless such officer receives copy of complaint signed by complainant under oath unless certain exception applies; requires certain investigative files to be included in officer's personnel file; prohibits investigation that does not result in imposition of disciplinary action from affecting officer's ability to receive promotion, raise, or any other commendation; requires complaint against law enforcement officer or correctional officer to be in writing & signed under oath by person filing complaint unless certain exception applies; provides penalties for making false complaint.

Repealing a provision relating to penalties and violations related to illegal gambling; authorizing a person who is ineligible for employment with the commission to submit a waiver request to the commission asking to be considered eligible for employment if the person possesses certain expertise or experience; revising the standards of conduct for current and former commissioners and employees of the commission; authorizing a slot machine licensee to apply to the commission to change the location of its designated slot machine gaming area under certain circumstances; providing criminal penalties for persons who stake, bet, or wager any money or other thing of value upon the result of certain games, contests, matches, races, or sports if such persons have knowledge that the outcome of the games, contests, matches, races, or sports is prearranged or predetermined; revising the criminal penalties for persons who rent or lease a house for gambling purposes, etc.
