Prohibits drug manufacturers from engaging in certain acts against acquisitions of 340B drugs by & delivery of such drugs to specified pharmacies & from interfering with pharmacies' rights to contract with 340B entities; prohibits health insurance issuers, PBMs & other third-party payors, & agents, from engaging in discriminatory acts relating to reimbursement to 340B entities for 340B drugs; prohibits health insurers & HMOs from engaging in discriminatory acts relating to reimbursement to 340B entities for 340B drugs; provides that each commission of certain acts constitutes violation of Florida Deceptive & Unfair Trade Practices Act & subjects violator to certain actions & penalties.

Directs DHSMV to develop Miami Northwestern Alumni Association license plate; specifies design elements; provides for distribution & use of fees collected.

Requires materials used in instruction of reproductive health & specified diseases to be annually approved at district school board meeting.

Specifying certain rights of inmates in the correctional system; requiring that a written copy of the rights be provided to each inmate upon his or her entry into the correctional system; revising the definition of the term "permanently incapacitated inmate" for purposes of conditional medical release, etc.

Expanding an existing public records exemption to include sealed criminal history records of persons adjudicated guilty of certain acts or nonviolent misdemeanor offenses; authorizing disclosure of criminal history records to a state attorney for a specified purpose; providing for future review and repeal of the expanded exemption; providing a statement of public necessity, etc.

Citing this act as the "Marine and Aquatic Native Threatened Animal Protection Act"; prohibiting the taking, possession, transportation, or exportation of endangered, threatened, or vulnerable aquatic animal species from state waters for certain purposes; prohibiting the Fish and Wildlife Conservation Commission from issuing, renewing, or approving certain licenses; providing penalties, etc.

Requiring each Florida College System institution and state university to waive tuition and fees for members of the Florida State Guard if certain conditions are met; requiring entities that offer fee-based services to individuals who are blind or visually impaired to disclose in writing whether the service may be obtained elsewhere at no cost; authorizing school district career centers to use alternative methods adopted by the board in lieu of common placement tests to assess students in basic communication and computation skills; providing that a fee waiver only applies to a full-time undergraduate student, beginning with a specified academic year, etc.

Provides for five-member city commission, including mayor; provides that mayor is voting member of city commission; revises mayoral duties; provides for transition; requires referendum.

Requiring the Department of Law Enforcement to provide certain candidates with a protective security detail for a specified time period, etc.

Proposing amendments to the State Constitution to provide that the assessed value of homestead property may not increase after 20 years of ownership and residency, to provide an additional homestead tax exemption equal to 50 percent of the assessed value of property, other than school district levies, for persons who have owned and resided on the property as their permanent residence for 30 years or more, and to provide an effective date, etc.

Citing act as "HIV Prevention Justice Act"; reduces degree of criminal penalty for certain persons who are infected with human immunodeficiency virus (HIV) & who donate blood, plasma, organs, skin, or other human tissue for use in another person; revises prohibitions relating to intentional transmission of certain diseases through sexual conduct; provides that person's failure to comply with behavioral recommendations does not de facto establish intent to transmit a disease; revises requirements for HIV testing in cases involving criminal transmission of HIV.

Creating the "Online Media Transparency Act"; requiring certain content creators to clearly and conspicuously disclose any sponsorship within any related media content; providing that failure to disclose a sponsorship constitutes an unfair or deceptive act or practice; requiring a content creator who receives sponsorship from a foreign principal of a foreign country to file a certain disclosure with the Department of State, etc.

Revises definition of term "qualifying project"; provides that DEP has exclusive authority to execute coastal resiliency projects through public-private partnerships; authorizes DEP to take certain actions to encourage investment from private sector in coastal resiliency projects; requires DEP to publish certain information on its website.

Citing this act as the "Safe Students and Survivors Act"; requiring school districts to appoint a districtwide sexual assault response liaison for specified purposes; establishing the Safe Students and Survivors Grant Program to be administered by the Department of Health; revising the required health instruction for students in grades 7 through 12 to include instruction on sexual assault prevention and consent, etc.

Revises & provides provisions relating to increasing minimum perception-reaction time for steady yellow signals, seaports, speed detection systems in school zones, automated license plate recognition systems, private school bus contractors, school bus infraction detection systems, lowering maximum speed limits, flashing beacons, school zones, radar & LiDAR units, disabled parking permits, golf carts, prevention of excessive or unusual noise, motor vehicle registration, license plate frames or decorative border devices, digital driver licenses & electronic credentialing system, digital imaged licenses, use of data by identity verification service providers, direct payments to subcontractors, metropolitan planning organizations, & takeover agreements; provides various penalties.

Prohibiting the use of an autonomous vehicle to deliver commercial goods directly to a residence or business for use or retail sale unless a licensed human operator is physically present in the autonomous vehicle; requiring the Department of Highway Safety and Motor Vehicles to submit to the Legislature a report evaluating the use of certain autonomous vehicle technology and its impacts on public safety and employment in the transportation sector by a certain date, etc.

Authorizing the Department of Corrections to award gain time for an inmate who completes specified education programs; revising the purpose of the Florida Virtual School to provide for the development and delivery of blended learning; requiring the Florida Virtual School to establish the Florida Virtual School Justice Education Program, beginning with a specified school year; requiring the Department of Education, with assistance from specified entities, to select a common student assessment instrument and protocol for measuring student learning gains and progression, etc.

Requires copy of complaint, signed by complainant under oath, to be provided to law enforcement officers & correctional officers who are under investigation before any interrogation begins; provides exception if complaint is accompanied by corroborating evidence; prohibits certain personnel actions from being taken against law enforcement officer or correctional officer unless such officer receives copy of complaint signed by complainant under oath unless certain exception applies; requires certain investigative files to be included in officer's personnel file; prohibits investigation that does not result in imposition of disciplinary action from affecting officer's ability to receive promotion, raise, or any other commendation; requires complaint against law enforcement officer or correctional officer to be in writing & signed under oath by person filing complaint unless certain exception applies; provides penalties for making false complaint.

Repealing a provision relating to penalties and violations related to illegal gambling; authorizing a person who is ineligible for employment with the commission to submit a waiver request to the commission asking to be considered eligible for employment if the person possesses certain expertise or experience; revising the standards of conduct for current and former commissioners and employees of the commission; authorizing a slot machine licensee to apply to the commission to change the location of its designated slot machine gaming area under certain circumstances; providing criminal penalties for persons who stake, bet, or wager any money or other thing of value upon the result of certain games, contests, matches, races, or sports if such persons have knowledge that the outcome of the games, contests, matches, races, or sports is prearranged or predetermined; revising the criminal penalties for persons who rent or lease a house for gambling purposes, etc.

Requiring schools to establish sexual violence policies and supportive measures; specifying requirements for the policies and measures; requiring schools to notify specified persons of the policies and measures; specifying requirements for such notifications; requiring the policies and measures to be published in specified places and on certain websites, etc.
