Requires health plan to participate in filed claim dispute; provides penalties for failure to respond to claim; requires AHCA to notify certain entity within specified timeframe when health plan fails to pay provider; requires health plan to pay provider within specified timeframe after agency's order; provides credentialing requirements for managed care plan; requires each managed care plan to identify to agency & OIR any ownership interest of affiliation of any kind with certain entities; provides requirements for identification of such information; removes provision requiring results of certain audit reports to be dispositive; requires managed care contracts to include provider notifications regarding certain denials of coverage; prohibits insurer from denying certain claims; provides notification requirements & penalties.

Provides minimum standards community rehabilitation program must meet to qualify to enter into cooperative agreements with Division of Blind Services to provide certain services; authorizes director of division to temporarily waive certain requirements for certain purposes; provides that community rehabilitation programs that meet specified requirements are considered priority service providers for program funding; authorizes division to enter into cooperative agreements with noncommunity rehabilitation program private vendor; provides requirements for such cooperative agreements; requires Florida Association of Agencies Serving Blind, Inc., to coordinate with division to ensure annual cooperative agreements meet certain needs.

Citing this act as the "Hunger-Free Campus Act"; establishing, subject to legislative appropriation, the pilot program within the Department of Agriculture and Consumer Services for a specified period; requiring the Commissioner of Agriculture to identify the three state universities or Florida College System institutions with the highest percentage of Pell Grant-eligible students for participation in the pilot program; providing requirements for participating universities and institutions, etc.

Provides criminal penalties for specified acts involving self-murder.

Revising the definition of the term "authorized inspector" to include certain roof consultants and roof observers; prohibiting an insurer from refusing to issue or renew a property insurance policy, rather than a homeowner's policy, insuring a residential structure that has a roof less than a specified age solely because of the roof's age; prohibiting an insurer from refusing to issue or renew a property insurance policy under certain circumstances, etc.

Prohibiting health insurance policies from imposing a cost-sharing requirement exceeding a certain amount for a 30-day supply of insulin or any diabetes device or diabetic ketoacidosis device, etc.

Authorizes county or municipality to issue fine for certain violations detected through use of traffic infraction detector; requires fine to be accompanied by certain photograph or image.

Requiring the Department of Transportation to conduct a statewide study on the use of advanced detection and monitoring systems at public railroad-highway grade crossings; authorizing the department to consult with certain persons and entities in conducting the study, etc.

Creates advisory council within OIR to analyze & compile available data & evaluate relevant & applicable information relating to Florida's property & automobile insurance market; provides for membership of advisory council; provides for per diem & travel expenses; provides for meetings of council; requires office to provide advisory council with staffing & administrative assistance; requires advisory council to submit specified report annually; provides for future legislative review & expiration of advisory council.

Citing this act as the "Creating a Respectful and Open World for Natural Hair Act" or "CROWN Act"; prohibiting discrimination based on protected hairstyle against a student in the K-20 public education system; defining the terms "race" and "protected hairstyle" for purposes of public K-12 nondiscrimination requirements; defining the terms "race" and "protected hairstyle" for purposes of antidiscrimination requirements for private schools participating in the state school choice scholarship program, etc.

Provides that participation in Senior Management Service Class of Florida Retirement System is compulsory for each region's assistant regional counsel supervisors.

Providing requirements for coordination mechanisms that are required for certain agreements required as part of the intergovernmental coordination element of a comprehensive plan; requiring that certain interlocal agreements use a plan-based methodology for a certain purpose; requiring that certain capacity standards be specified in a certain impact fee study; requiring that a demonstrated-need study be accompanied by a certain declaration; prohibiting local governments, school districts, and special districts from using certain data for a specified purpose, etc.

Revises petition for injunction for protection against domestic violence; requires clerk of court to electronically transmit certain documentation to State Board of Immigration Enforcement within specified time period; requires representative of State Board of Immigration Enforcement to initiate contact with petitioner within specified time period.

Proposes amendment to State Constitution to exempt homestead property from all ad valorem taxation other than school district levies, prohibit counties and municipalities from reducing total funding for law enforcement, and provide an effective date.

Proposes amendment to State Constitution to make homestead property exempt from all ad valorem taxation other than school district levies beginning in a specified year, to prohibit local governments from reducing total funding for services provided by law enforcement, firefighters, and other first responders, and provide an effective date.

Provides exemption from public records requirements for certain information held by DOH or Board of Podiatric Medicine pursuant to Interstate Podiatric Medical Licensure Compact; authorizes disclosure of such information; provides exemption from public meetings requirements for certain meetings or portions of certain meetings of Interstate Podiatric Medical Licensure Compact Commission or its executive committee or other committees; provides exemption from public records requirements for recordings, minutes, & records generated during exempt meetings or portions of such meetings; provides for future legislative review & repeal of exemptions; provides statements of public necessity.

Requiring each county, and every public agency within such county, to provide specified 911, emergency call, and dispatch services from a centralized 911 call center operated by the county or a regional entity as decided by specified boards; requiring the board of county commissioners of each county to convene a specified board within a certain time period; requiring the board to decide by a unanimous vote the entity for the county which will operate its centralized 911 call center and the funding for such entity; providing that the sheriff is deemed the entity to provide 911, emergency call, and dispatch services in a county under certain circumstances, etc.

Requiring certain community associations to contract with a community association management firm or a community association manager certified by the Community Association Managers International Certification Board as a Certified Manager of Community Associations or by the Community Associations Institute as an Association Management Specialist or a Professional Community Association Manager; requiring the community association management firm or certified community association manager to possess all applicable licenses, etc.

Requiring a school district to complete an evaluation to determine if a student is eligible for an individualized education plan (IEP) within a specified timeframe; providing that a parent or guardian has the right to request provider logs or notes within a specified timeframe; requiring each school district to provide an individualized orientation to each parent or guardian of a student newly identified to be eligible for exceptional student education services, etc.

Creates Neurofibromatosis Disease Grant Program within DOH; provides purpose program; requires, subject to appropriation, program to award certain grants; provides requirements for grant applications; requires Rare Disease Advisory Council & peer review panels to establish & follow specified guidelines; prohibits members of council & panels from participating in certain discussions & decisions; authorizes certain appropriation funds to be carried forward.

Creates Financial Crimes Intelligence Center within DLA; specifies purposes of center; authorizes certain agreements; requires agreement relating to appointment of director of center; specifies qualifications of director; provides that certain information is intellectual property of department; specifies powers & duties of center; authorizes center to take certain actions; requires annual report by certain date; requires that such report contain certain information; requires department to adopt rules.

Creating the Task Force on Payment Scams adjunct to the Department of Financial Services; defining the terms "payment" and "task force"; requiring the Chief Financial Officer to establish the task force by a specified date; providing for future repeal and legislative review of the task force, etc.

Increases penalties & driver license or driving privilege revocation periods for driving under influence.

Requiring, rather than authorizing, the Governor to call a special primary election and a special election under a certain circumstance; requiring the Governor to fix the dates of a special election within a specified timeframe after the vacancy occurs; authorizing qualified electors to file a petition in the circuit court seeking judicial determination of an election date under specified conditions; deleting the authority of the Governor, the President of the Senate, and the Speaker of the House of Representatives to waive specified timeframes if all parties concur, etc.
