To require the Secretary of the Office of Policy and Management to conduct reviews of the level of services and reporting requirements of nonprofit human services providers and to require prompt payment of private provider organizations.

To amend a prior conveyance of land to the town of Somers to (1) specify that the conveyance shall be for administrative costs, (2) require a deed restriction concerning the use of said land for public safety purposes, and (3) make technical corrections to the property description.

To (1) require the Public Utilities Regulatory Authority to develop successor programs for the RRES, NRES and SCEF programs, (2) require a study of consumer protections for solar photovoltaic system leasing and sales, (3) allow the use of portable solar photovoltaic systems, (4) require the Commissioner of Energy and Environmental Protection to implement an agrivoltaics program, and (5) require the Commissioner of Energy and Environmental Protection to establish a pilot program concerning the installation of solar photovoltaic systems in environmental justice communities.

To restrict private equity ownership of nursing homes.

To require the Labor Commissioner to create a central repository of information, resources and materials regarding workforce development organizations and opportunities.

To make various revisions to statutes concerning municipal property tax assessment.

To authorize the sale and distribution of sterile cultivars of certain plant species and provide for the review of certain energy-related facilities regardless of their use for sterile cultivar propagation.

To establish a working group to study roadside safety concerns associated with wreckers and towing and recovery professionals.

To require the Commissioner of Public Health to evaluate whether the Attorney General should be authorized to appoint a receiver to manage hospitals in financial distress or operational crisis.

To (1) amend the membership of the Governor's Workforce Council in order to comply with federal law, and (2) make other technical and conforming changes.

To establish and provide reading instruction and supports to all students in grades four to nine who are below proficient in reading.

To make minor revisions to various statutes under the authority of the Department of Energy and Environmental Protection.

To increase cost thresholds relating to certain actions required to be undertaken consistent with the state plan of conservation and development, eliminate a requirement that certain acquisitions by state agencies be consistent with such plan and eliminate priority funding areas.
