Connecticut SB00220 establishes a competitive grant program to assist local and regional boards of education in providing high-dosage literacy tutoring to students in grades four to nine who are below proficient in reading. The bill requires each local and regional board of education to develop an individual reading plan for each student in grades four to nine whose score on the English Language Arts portion of the mastery examination is a level 1 or 2 achievement level for the prior school year, or who did not meet such student's growth target score in the English Language Arts portion of.
