Declaring certain claims against WV to be moral obligations

The purpose of this bill is to declare certain claims against the state to be moral obligations of the state and to authorize payments therefor from the following funds:GENERAL REVENUE FUND: $160,655.07 STATE ROAD FUND: $259,506.46 TOTAL: $420,161.53

Banking and Financial Services Provider Protections for Eligible Adults from Financial Exploitation

The purpose of this bill is to provide banking protections for eligible adults from financial exploitation by permitting depository institutions to delay, refuse, or prevent certain activities and financial transactions when an entity or employer suspects financial exploitation of an elder adult or incapacitated adult may be at issue. This bill further permits disclosure of such activity or financial transaction to an eligible adults' authorized third-party as well as a designated state agency.

Reforming State Personnel System

The purpose of this bill is to streamline and simplify the state hiring system of the Division of Personnel. The bill terminates the State Personnel Board, defines the role of the director and the Division of Personnel, transfers to the Division all State Personnel Board responsibilities, eliminate Division of Personnel exemptions for the Department of Transportation, State Tax Division, and Bureau of Social Services, transferring new hires and promoted employees within the Department of Transportation into the classified-exempt system and exempting these employees from the grievance board. This bill right-sizes state government and refocuses the Division of Personnel to broadly categorize employees, provide training to our agencies, and to act as an advocate for attracting and retaining employees.

Coal Co-tenancy Modernization and Miners Protection Act

The purpose of this bill is to provide an exception to waste and trespass for certain coal estates to encourage the safe and efficient mining, extraction, and production of coal.

Relating to military interpersonal violence

The purpose of this bill is to provide that military protection orders may be considered as evidence of need for an emergency protective order or personal safety order and to require law enforcement to make certain notifications when arresting someone who has a military protective order entered against them in the Federal Bureau of Investigation's National Crime Information Center database.

Creating crime of attempting to smuggle contraband into federal correctional institutions within the state

The purpose of this bill is to add federal correctional institutions to the list of correctional facilities in which is a criminal offense to deliver any thing unlawfully to a person in custody or confined therein.

Relating to bank merger by interstate branching

The purpose of this bill is to provide clarity regarding the attestation submitted in response to an interstate bank merger.

Relating to requirements for licensure as mortgage lender or broker

The purpose of this bill is to allow another acceptable form of financial statement from mortgage brokers to show adequate net worth in compliance with the licensing statute.

The purpose of this bill is to discontinue the West Virginia Supreme Court of Appeals Public Campaign Financing Program.

Relating to industrial access roads

The purpose of this bill is to provide that funding may be used as part of the West Virginia Business Ready Sites Program, raising the funding limits, and requiring a response deadline when a formal use request is submitted.

Increasing criminal penalties and fines for assault on certain public service workers, law-enforcement officers, and police animals

The purpose of this bill is to make it unlawful to harm, attempt to harm, or kill a police dog that is under the control of a law-enforcement or corrections officer who is acting in his or her official capacity. The bill also defines the term "police dog" and sets forth penalties.

Relating to the Board of Sanitarians

The purpose of this bill is to modify rules related to the Board of Sanitarians.

The purpose of this bill is to modify the type of writing required to be maintained by a licensed residential mortgage lender, broker, or servicer regarding loan fees or points

Relating to statute of limitations for asbestos and silica litigation

The purpose of this bill is to amend the procedures for the handling of asbestos and silica litigation and to enhance the ability of the judicial system to manage such litigation.

The purpose of this bill is to establish specific protocol for preserving records and evidence in missing persons cases that are unresolved after one year.

The purpose of this bill is to create the Sustaining Opportunities for Academics in Rural ("SOAR") Schools Act.

The purpose of this bill is to enact the Tax Efficiency Act of 2026, allowing municipal business and occupation or privilege taxes to be paid utilizing the statewide electronic data processing system network.

The purpose of this bill is to authorize certain transfers of a contractor's license to a license holder's immediate family member.

The purpose of this bill is to eliminate the requirement that the commissioner of financial institutions approve forms used by financial institutions.

The purpose of this bill is to change "precinct" to "polling location" for voting places.

Amend section providing for waiver of tuition and fees for senior citizens auditing certain college classes

The purpose of this bill is to expand tuition and fee waivers or adjustments for senior citizens by including in the statute certain nonresident students and by decreasing the eligibility age from 65 years to 60 years of age or older.
