The purpose of this bill is reform of state board and commissions system by eliminating unnecessary, expired, or outdated board, shifting essential functions of several boards or commissions to various agencies or entities, reducing the number of members on several continuing boards and commissions, modifying or eliminating several reports of various boards or commissions, and technical cleanup throughout.

Relating to concurrent juvenile jurisdiction on military installations

The purpose of this bill is to address concurrent juvenile jurisdiction and to allow the transfer of exclusive federal legislative jurisdiction back to the state with respect to juveniles.

Exempting certain employees from the classified civil service system

The purpose of this bill is to exempt new hires and promoted employees within the Departments of Health Facilities, Department of Human Services, and Department of Health from the classified civil service system and the state grievance process starting on July 1, 2026.

Relating to hotel occupancy tax.

Relating to driving under the influence

The purpose of this bill is to make the West Virginia State Police Forensic Laboratory the entity responsible for the certification, standards, and administration of secondary chemical tests. The bill also makes the West Virginia State Police Forensic Laboratory responsible for approval of the devices and methods of preliminary breath analysis. The bill transfers rule-making authority from the Bureau of Public Health to the State Police.

The purpose of this bill is to modify the criminal and administrative penalties for assault or battery on athletic officials or participants.

The purpose of this bill is to permit teachers with 15 years of experience at the elementary, high school, or middle school level to be certified to be principals at the levels they have taught in for the minimum of 15 years.

The purpose of this bill is to allow for partial disability benefits under the Emergency Medical Services Retirement System.
