Allowing 18 to 20-year-olds to carry concealed weapon without permit

The purpose of this bill is to allow those persons 18-20 years of age to be permitted to carry a deadly weapon as those persons 21 and over are currently permitted to do.

Allotting counties $5,000 per deputy position to only be used for deputy pay raises

The purpose of this bill is to provide funding to counties in the amount of $5,000 per deputy position in that county to be used exclusively for deputy pay raises.

Expanding digital mapping of unimproved public roads

The purpose of this bill is to enable and encourage tourism and outdoor recreation on unimproved public roads using existing resources.

Setting new maximum annual interest rate for regulated consumer lenders on certain loans

The purpose of this bill is to set a maximum interest rate which licensed regulated consumer lenders may charge on installment loans and remove a cap on nonrevolving loans when determining a finance charge.

Allow anyone with a master’s degree to sit for WV Bar exam and become licensed attorney

The purpose of this bill is to permit persons with master's degrees, regardless of the course of study, to take an examination for admission to practice law in the courts of this state.

Relating to providing a civil remedy when a federal officer or employee violates a constitutional right.

The purpose of this bill is to create a civil cause of action under West Virginia law allowing a person to seek relief against a federal officer or employee when that individual acts outside the scope of federal employment and violates rights secured by the Constitution of the United States. This bill does not authorize suits against the United States, does not waive federal sovereign immunity, and is intended to operate within the framework established by federal law.

Accessory dwelling units

The purpose of this bill is to prohibit municipalities from adopting certain regulations in relation to accessory dwelling units.

Federally Approved Project Delivery Methods for Airport Capital Improvement Projects

The purpose of this bill is to expressly authorize airport authorities under state law to utilize project delivery methods approved or authorized by the Federal Aviation Administration in order to efficiently and safely plan, procure, and construct airport infrastructure projects funded through the Federal Aviation Administration's Airport Improvement Program, including the Federal Aviation Administration Integrated Project Delivery Pilot Program established under 49 U.S.C. §47123 and any successor programs.

To increase the Deputy Sheriff retirement multiplier from 2.75 to 3.0

The purpose of this bill is to increase the multiplier for the deputy sheriff retirement accrued benefit from two and a half percent to three percent.

The purpose of this bill relates to federal immigration enforcement. The bill supplements and expands existing cooperation requirements. The bill mandates participation by state-supported law enforcement agencies in the federal 287(g) program. The bill requires detention facilities of a specified operational capacity to seek and maintain the Jail Enforcement Model. The bill authorizes use of the Warrant Service Officer Model only upon written federal denial. The bill establishes minimum operational standards. The bill provides for reporting and audits. The bill authorizes enforcement by the Attorney General. The bill requires withholding of certain state funds for noncompliance. The bill provides immunity. The bill provides for rulemaking. Finally, the bill provides for severability and an effective date.

The purpose of this bill is to restore utility affordability and reliability.

The purpose of this bill is to update and clarify the laws on auctioneering.

Providing WV certified thoroughbred eligibility

The purpose of this bill is to provide West Virginia certified Thoroughbred eligibility, reallocate interstate simulcasts by licensed racetracks, increase West Virginia Restricted race caps, provide an inflation adjustment to the net terminal income at a licensed racetrack deposited in the state Excess Lottery Revenue Fund and reallocate a certain amount of said income to the thoroughbred and greyhound development funds at the licensed racetracks of origin.

Relating to in-state production of value-added forest products

The purpose of this bill is to provide tax credits to encourage in-state production of value-added forest products.

To ban ultraprocessed foods (exempt drinks) from schools in WV

The purpose of this bill is to prohibit the use of ultra-processed foods in meals provided by school nutrition programs.

Expanding the reasons that an executive director may create, merge, or dissolve a public defender corporation

The purpose of this bill is to provide for the creation of a second public defender corporation when a public defender corporation employs six or more assistant public defenders inclusive of the chief public defender.

Creating Guaranteeing Rights Against Novel International Tyranny and Extortion Act

The purpose of this bill is to create the West Virginia "Guaranteeing Rights Against Novel International Tyranny and Extortion (GRANITE) Act."

Relating to requiring certain information with an absentee ballot

The purpose of this bill is to protect absentee voters' personal information from being displayed on the outside of an absentee ballot envelope sent through the mail, and to require personally identifiable information to be provided with an absentee ballot, which information is to be reviewed by county election officials and verified against official registration records to confirm the identity of absentee voters.

Ensure State Road Construction Account funds are in addition to general highways funds provided to the DOT districts

The purpose of this bill is to ensure that funding to counties named in this section from the State Road Construction Account does not affect any funding received by those counties from the State Road Fund.

Extending Alzheimer's Disease and Other Dementia Advisory Council sunset date

The purpose of this bill is to extend the Alzheimer's Disease and Other Dementia Advisory Council sunset date.

Creating the “Financial Accountability Stable Token Act,” for financing and state payments

The purpose of this bill is to create the "Financial Accountability Stable Token Act," or "FAST Act," for finance and state payments; authorize the use of qualifying stable tokens for payments to state vendors and contractors; establish eligibility and reserve requirements; provide for administration and oversight by the State Treasurer; provide for rulemaking and reporting; and provide for severability.

Creating WV River Access and Bridge Modernization Act

The purpose of this bill is to encourage safe, voluntary, and fiscally responsible public river access without the use of eminent domain, without interference with private property rights, and without expanding the authority of the Division of Highways beyond that expressly provided by this article.
