West Virginia Federal Constitutional Authority Clarification Act

The purpose of this bill is to reaffirm the constitutional sovereignty of the State of West Virginia; establish constitutional review and nullification mechanisms for unconstitutional judicial dictates; bind interpretive standards to the text, structure, and original public meaning of the state and federal constitutions; to declare certain federal judicial dictates outside their jurisdiction null within West Virginia; authorize legislative and executive review; create the Joint Committee on Constitutional Review; coordinate with the Legislative Rule-Making Review Committee to suspend dependent executive rules on nullified federal dictates; to direct the Attorney General to defend state sovereignty; and create penalties for enforcement of unconstitutional judicial actions in West Virginia.

To require drones used by state and county personnel to be produced in the United States

The purpose of this bill is create the Act to Prohibit the Purchase of Small Unmanned Aircrafts Manufactured or Assembled by a Covered Foreign Entity. The bill provides for definitions. The bill prohibits the purchase of small, unmanned aircraft from covered foreign entities. Finally, the bill provides for the drone replacement grant program.

The purpose of this bill is to define residence for purposes of registration and voting.

The purpose of this bill is to shall establish and administer a program to provide a one-time matching contribution to the Trump Account of each eligible child born in West Virginia.

Federal Court Decision Striking Down Certificate of Need Moratorium.

The purpose of this bill is to provide an end date for the moratorium on the licensure of new opioid treatment programs which do not have a certificate of need.

Establishing the “Stay in State” tax credit

The purpose of this bill is to establish the "Stay in State Tax Credit" that allows residents of this state who remain in state after graduating with an undergraduate or associate degree from a state institution to be granted a tax credit for the total cost of tuition and interest for student loans used to obtain their degree. The bill provides this tax credit against personal income tax in West Virginia and is awarded over a 10-year period. The bill provides that employers are also allowed to claim the credit for employees that qualify for the credit. The bill provides that in-state high schools, colleges, and universities are required to inform and assist students with obtaining the tax credit.

Stop Non-Consensual Distribution of Intimate Deep Fake Media Act

The purpose of this bill is to create the Stop Non-Consensual Distribution of Intimate Deep Fake Media Act.

Relating to public drinking water storage tanks

The purpose of this bill is to create the Public Water Supply Reform Act of 2026. The bill provides for definitions. The bill creates a water level status plan for aboveground water storage tanks. The bill provides for transparency. Finally, the bill ensures public service district communication.

The purpose of this bill is to require reporting of sexual abuse, sexual assault, or physical abuse to local or county law enforcement agencies.

The purpose of this bill is to provide immunity for local emergency telephone systems for referral to the national mental health hotline known as "988" and removing acts gross negligence from immunity protection.

Repealing data collection code section relating to Juvenile Reform Oversight Committee

The purpose of this bill is to repeal a section dealing with data collection for the Juvenile Reform Oversight Committee, which terms have expired due to a sunset provision.

Amending the Human Rights Act to allow regulation of traits associated with a person’s race only for nondiscriminatory purposes

The purpose of this bill is to provide a definition of "race" under the Human Rights Act to allow regulation of hairstyles or other traits historically associated with a persons race if done for a nondiscriminatory basis and to assure workplace safety.

Fair State Aid Formula Act of 2026

The purpose of this bill is to establish the Fair State Aid Formula Act of 2026. The bill provides an equitable method of distributing state aid to county boards of education. The bill recognizes the additional costs associated with rural, small, and high-need schools. Finally, the bill promotes fairness, transparency, and adequacy in education funding.
