As introduced, adds to the definition of a dependent and neglected child a child whose parent or guardian is unable to provide care and control of the child due to circumstances beyond the parent's or guardian's control; requires this finding to be made by a court at an adjudicatory hearing. - Amends TCA Title 36 and Title 37.

AN ACT to amend Tennessee Code Annotated, Title 37, Chapter 1, Part 1; Title 49, Chapter 1; Title 49, Chapter 2 and Title 49, Chapter 6, relative to attendance.

As introduced, requires director of schools to report a student who was formally truant and now enrolled in a home school to juvenile court; establishes that unexcused absences accumulated by a transfer student at their former school or LEA during the school year in which they transfer follow the student to the receiving school or LEA to determine habitual truancy, to implement a progressive truancy plan, and to identify cases of educational neglect. - Amends TCA Title 37, Chapter 1, Part 1; Title 49, Chapter 1; Title 49, Chapter 2 and Title 49, Chapter 6.

As introduced, authorizes a local board of education and public charter school governing body to employ or accept as a volunteer a school chaplain to provide support, services, and programs for students, school staff, and students' parents. - Amends TCA Title 49.

As introduced, requires, with certain exceptions, each LEA and public charter school to implement a computer-based system that must be used by its teachers and school staff to collect data of early warning signs demonstrated by students enrolled in the LEA or public charter school. - Amends TCA Title 16; Title 37 and Title 49.

As introduced, requires the department of education, by July 31 each year, to list on its website each LEA designated as a high performing school district for the upcoming school year and how long the LEA will be designated a high performing school district before having to meet the criteria for re-designation. - Amends TCA Title 49.

As introduced, broadens the definition of alternative livestock under the Tennessee Livestock Dealer Act to include non-traditional livestock without hooves. - Amends TCA Title 44, Chapter 10.

As introduced, expands existing statutory authority of a masonic lodge to take real property by deed by extending the same authority to a masonic lodge-sponsored corporation or limited liability company that is created for such purpose; authorizes a masonic lodge-sponsored corporation or limited liability company to lease or rent real or personal property to a masonic lodge or other entity. - Amends TCA Title 48, Chapter 102.

AN ACT to amend Tennessee Code Annotated, Title 36 and Title 39, relative to protective orders.

As introduced, removes from the offense of violation of a protective order or restraining order the requirement that the person violating the order must have had an opportunity to appear and be heard in connection with the order of protection or restraining order and that the court must have made specific findings of fact in the order that the person committed a certain offense. - Amends TCA Title 36 and Title 39.

AN ACT to amend Tennessee Code Annotated, Title 66, relative to residential landlord registries.

As introduced, authorizes a municipality to create and require the use of a landlord registry for a real estate investment trust that owns, operates, or finances 10 or more dwelling units located within the municipality. - Amends TCA Title 66.

AN ACT to amend Chapter 142 of the Private Acts of 1990; and any other acts amendatory thereto, relative to the charter of the Town of Stanton.

Subject to local approval, revises the general powers of the town; revises provisions related to the town judge. - Amends Chapter 142 of the Private Acts of 1990.

AN ACT to amend Tennessee Code Annotated, Title 17, Chapter 5 and Title 36, relative to marriage.

As introduced, states that private citizens and organizations are not bound by the Fourteenth Amendment or the Supreme Court’s decision in Obergefell v. Hodges to recognize a marriage between individuals of the same sex; prohibits the board of professional responsibility from disciplining or sanctioning an attorney for declining to officiate a marriage between two persons of the same sex. - Amends TCA Title 17, Chapter 5 and Title 36.
