CRIMINAL OFFENSES -- WEAPONS - Allows a person over 18 to purchase a stun gun or electronic dart gun and prohibits the sale of a stun gun or electronic dart gun to a person under 18 and criminalizes using a stun gun or electronic dart gun in a crime or against a police officer.

TOWNS AND CITIES -- STATE AID - Provides that any facility operated by the federal Department of Defense would be eligible for payment in lieu of taxes.

LIBRARIES -- STATE AID TO LIBRARIES - Requires that the state's share to public libraries be fixed at twenty-five percent (25%) of the amount appropriated by the city or town in their budgets for fiscal year 2027.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Removes the fee for registration and plate transfer for a Distinguished Service Cross registration plate.

TAXATION -- SITUS AND OWNERSHIP OF TAXABLE PROPERTY - Clarifies that buildings on leased land in the town of South Kingstown shall be taxed as real estate whether or not the leases are in writing or recorded.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Eliminates the registration and service charge fees for National Guard plates.

TAXATION -- PERSONAL INCOME TAX - Provides proper authority for the division of taxation to provide HSRI with contact information for Rhode Islanders who report they were uninsured on their RI state income tax return.

STATE AFFAIRS AND GOVERNMENT -- ARTIFICIAL INTELLIGENCE ACCOUNTABILITY ACT - Requires DOA provide inventory of all state agencies using artificial intelligence (AI); establishes a 13 member permanent commission to monitor the use of AI in state government and makes recommendations for state government policy and other decisions.

TAXATION -- RHODE ISLAND LOCAL INVESTMENT TAX CREDIT ACT - Provides a tax credit to a taxpayer that makes a qualified investment in a qualified business.

INSURANCE -- LIABILITY INSURANCE - Requires individuals who own firearms to obtain and continuously maintain a policy of liability insurance in an amount of not less than $1,000,000 dollars and exempts active duty law enforcement and military from this requirement.

STATE AFFAIRS AND GOVERNMENT -- RHODE ISLAND COMMERCE CORPORATION - Limits the authority of the Rhode Island commerce corporation to finance any transaction to five million dollars ($5,000,000) for any one individual, business entity or project.

PUBLIC PROPERTY AND WORKS -- STATE PURCHASES - Prohibits state agencies from entering into software contracts that limit the agency's ability to install or run the software of the agency's choosing on their hardware.

HIGHWAYS -- SIDEWALKS - Requires that all maintenance of sidewalks along state highways, with the exception of snow and ice removal, be the responsibility of the state.

CRIMINAL OFFENSES -- WEAPONS - Provides that any person eighteen (18) years of age who is issued a license or permit may carry a stun gun. It would impose criminal penalties for a person to sell or transfer a stun gun to a person under the age of eighteen (18).

PUBLIC OFFICERS AND EMPLOYEES -- ORGAN-DONATION LEAVE ACT - Provides for paid leave for a state employee who donates an organ and duration of the leave is dependent on the type of donation and notice should be provided to the employer at least thirty (30) days prior to the leave.

MILITARY AFFAIRS AND DEFENSE -- EMERGENCY MANAGEMENT - Provides the general assembly make an annual appropriation of not less than eighty thousand dollars ($80,000) to the Rhode Island emergency management agency to assist with emergency communications during major or multiple emergency incidents.

CRIMINAL OFFENSES -- WEAPONS - Specifies that it is unlawful for any person under the age of eighteen (18) to possess a firearm.

CRIMINAL OFFENSES -- UNLAWFUL SALE OF PROHIBITED FIREARMS - Restricts the possession of prohibited firearms.

HEALTH AND SAFETY -- THE RHODE ISLAND FIREARM INDUSTRY ACCOUNTABILITY ACT OF 2026 - Establishes the Rhode Island firearm industry accountability act of 2026.

TAXATION -- STATE TAX OFFICIALS - Caps delinquent tax interest rate at 12%. Prohibits audits beyond 3 years from date of tax filing, 7 years for fraudulent filings, and in no event beyond 10 years from date of filing or required filing date, whichever is later.

STATE AFFAIRS AND GOVERNMENT -- OPEN MEETINGS - Authorizes the committees of the general assembly to allow members of the public to provide testimony remotely.

TOWNS AND CITIES -- PAYMENTS TO FIRE COMPANIES - Requires the state to reimburse the Exeter fire and rescue departments for seventy-five percent (75%) of the cost of any call made to state property
