TAXATION -- ESTATE AND TRANSFER TAXES -- LIABILITY AND COMPUTATION - Eliminates the estate tax in Rhode Island.

COURTS AND CIVIL PROCEDURE -- PROCEDURE GENERALLY -- WRITS, SUMMONS AND PROCESS - Restricts service of process of any writs, executions or summonses to the division of sheriff or a certified constable authorized pursuant to statutory law.

CRIMINAL OFFENSES -- LAW ENFORCEMENT SEXUAL MISCONDUCT - Makes sexual contact or penetration between any law enforcement officer that is on duty and a person that is a detainee, arrestee, in custody or a suspect a felony.

ELECTIONS -- GENERAL STATE OFFICES-NON-PARTISAN ELECTION OF ATTORNEY GENERAL - Provides for the non-partisan election of the attorney general, commencing with the 2030 election.

HEALTH AND SAFETY -- LILA MANFIELD SAPINSLEY COMPASSIONATE CARE ACT - Establishes the process to provide a legal mechanism whereby a terminally ill patient may choose to end their life using medications prescribed by a physician.

WATERS AND NAVIGATION -- COASTAL RESOURCES MANAGEMENT COUNCIL - Requires the coastal resources management council to conduct a review of certain water classifications and existing policies and regulations to properly account for sea level rise.

ELECTIONS -- AGREEMENT AMONG THE STATES TO ELECT THE PRESIDENT BY NATIONAL POPULAR VOTE - Repeals authorizing Rhode Island to join an interstate compact, which would allow Presidents and Vice Presidents to be elected by a national popular vote rather than the electoral college.

TAXATION -- PERSONAL INCOME TAX - Allows a modification to federal adjusted gross income for all social security income for tax years beginning on or after January 1, 2027.

HEALTH AND SAFETY -- THE MEDICAL PRIMARY CARE SCHOLARSHIP PROGRAM - Establishes the medical primary care scholarship program to be administered by the commissioner of postsecondary education.

PROPERTY -- RESIDENTIAL LANDLORD AND TENANT ACT - Requires landlords of residential properties built before 1978 to register lead hazard mitigation information with the department of health and the information would remain private and only accessible by specific entities.

DOMESTIC RELATIONS -- ADOPTION OF CHILDREN - Establishes the rights of adoptive/foster children or those in guardianship, to have post-separation visitation with their sibling(s).

PUBLIC PROPERTY AND WORKS -- LABOR AND PAYMENT OF DEBTS BY CONTRACTORS - Raises the minimum threshold contract price before public works contractors are required to pay prevailing wages to their employees, from $1,000 to $100,000.

STATE AFFAIRS AND GOVERNMENT -- DEPARTMENT OF ENVIRONMENTAL MANAGEMENT - Reorganizes the coastal resources management council under the department of environmental management and create the bureau of coastal resources management.

HUMAN SERVICES -- THUNDERMIST FAMILY MEDICINE RESIDENCY PROGRAM - Appropriates the sum of five hundred thousand dollars ($500,000) to fund the Thundermist family medicine residency program during fiscal year 2027 and every fiscal year thereafter.

CRIMINAL OFFENSES -- SEXUAL ASSAULT - Increases minimum sentence for first degree sexual assault and provides first 10 years of a sentence for first degree sexual assault not be subject to a suspension or deferment of sentence.

HEALTH AND SAFETY -- PRIMARY CARE TRAINING SITES PROGRAM - Appropriates two million seven hundred thousand dollars ($2,700,000) to fund the primary care training sites program to provide training for physicians, nurse practitioners and physician assistants within the department of health.

EDUCATION -- UNIVERSITY OF RHODE ISLAND - Establishes the framework to create a medical school at the University of Rhode Island and provides an initial appropriation of five million dollars ($5,000,000) as the first phase of a multi-year investment for the development of a medical school.

TAXATION -- PERSONAL INCOME TAX - Creates an additional tax rate of 3% on taxable income over $640,000 in 2026 dollars. Applies to tax years 2027 and thereafter and not retroactively.

CRIMINAL OFFENSES -- ASSAULTS - Makes assault on a railroad worker resulting in personal injury a felony.

STATE AFFAIRS AND GOVERNMENT -- LEAD HAZARD MITIGATION - Substitutes "housing resources commission" with "department of health" for lead hazard mitigation purposes. It also makes it easier for a property owner to release funds put into an escrow account, if needed to make required repairs or improvements.

BUSINESSES AND PROFESSIONS -- PHARMACIES - Sets conditions for pharmacists to prescribe tobacco cessation drug therapies, including education approved by the state board of pharmacy.
