Rhode Island

TAXATION -- LEVY AND ASSESSMENT OF LOCAL TAXES - Places a cap of twenty percent (20%) on increases in consecutive revaluations of real property in all cities and towns conducting revaluations commencing December 31, 2026, and every December 31 thereafter.

HEALTH AND SAFETY -- REFUSE DISPOSAL - Authorizes the department of environmental management to issue and enforce rules and regulations to implement and enforce the provisions of the food waste ban.

STATE AFFAIRS AND GOVERNMENT -- DEPARTMENT OF ADMINISTRATION - Requires the division of statewide planning coordinate a wastewater capacity study to evaluate the capacity, flows, physical conditions, regulatory compliance and vulnerabilities to natural hazards of publicly/privately owned wastewater infrastructure.

COURTS AND CIVIL PROCEDURE -- PROCEDURE IN PARTICULAR ACTIONS -- CLIMATE DISASTER ACTIONS - Creates legal cause of action for persons/insurers to recover losses resulting from climate disaster against petroleum product producers based upon strict liability for deceptive/false statements as to climate impacts.

HEALTH AND SAFETY -- THE RHODE ISLAND CLEAN AIR PRESERVATION ACT - Creates "the Rhode Island clean air preservation act."

PROPERTY -- HOMELESS BILL OF RIGHTS - Updates the Homeless Bill of Rights law to add rules governing the interaction with encampments and includes the right to access clean and sanitary conditions.

HEALTH AND SAFETY -- MICROPLASTICS REDUCTION ACT - Creates the Microplastics Reduction Act to prohibit the sale or distribution of products containing synthetic polymer micro particles.

STATE AFFAIRS AND GOVERNMENT -- ENERGY FACILITY SITING ACT - Increases the membership of the energy facility siting board from 3 to 5 members and would revise the process of energy facility siting to mandate inclusion/participation of the host community of the facility as well as of the public and cities and towns.

STATE AFFAIRS AND GOVERNMENT -- THE MEDICAID REENTRY ACT - Requires that Medicaid enrollment be maintained or provided to all inmates in the first 30 days of incarceration at the adult correctional institutions within the department of corrections and the last 30 days of incarceration when possible.

EDUCATION -- CURRICULUM - Provides that any school teaching sexual education to students shall provide the sexual education curriculum to every parent or guardian of a student, and the parent or legal guardian shall consent to the teaching of such sexual education curriculum.

BUSINESSES AND PROFESSIONS -- "THE RHODE ISLAND INFORMED CONSENT PROTECTION ACT" - Requires written consent by recipient or parent before vaccine and prohibits discrimination against those who don't vaccinate and fines up to $25,000 for violation. Also prohibits DCYF from investigating their for failure to vaccinate their child.

PUBLIC RECORDS -- PUBLIC RECORDS ADMINISTRATION - Directs the administrator of the public records management program to adopt a uniform statewide access to public records request form.

EDUCATION -- CURRICULUM - Repeals the establishment of statewide academic standards for core subjects and the implementation into the curriculum of all public schools.

HUMAN SERVICES -- HOMELESSNESS EMPLOYMENT PROGRAM - Creates a state-run pilot program in Rhode Island that provides paid, low-barrier employment to individuals experiencing homelessness for community beautification and cleanup projects while connecting participants to supportive services.

HEALTH AND SAFETY -- RHODE ISLAND'S CHILDREN DESERVE HELP NOT HARM ACT -- MINOR'S GENDER TRANSITION - Prohibits gender transition procedures for all minors, uses of public funds, discipline for health care providers, a 30 year statute of limitation, after reaching age of majority, and right to a civil action for damages.

FINANCIAL INSTITUTIONS -- SMALL LOAN LENDERS - Establishes a maximum per annum rate of interest on small loans at ninety-nine percent (99%) and limit the amounts of origination and closing fees. Also requires that late fees and returned payment fees be agreed to in writing between borrower and lender.

TAXATION -- PUBLIC SERVICE CORPORATION TAX - Suspends the gross earnings tax on electric and gas companies until January 1, 2036.

TAXATION -- PROPERTY SUBJECT TO TAXATION - Exempts a single-family, primary residence, owned by a taxpayer, who is at least sixty-five (65) years old, and has been a Rhode Island resident for at least forty (40) years. It also excludes multi-family and income-producing properties.

EDUCATION -- THE RHODE ISLAND PREKINDERGARTEN EDUCATION ACT - Establishes guidelines for continued implementation and expansion of public, high-quality prekindergarten education programs.

TOWNS AND CITIES -- RETIREMENT OF MUNICIPAL EMPLOYEES - Increases the number of days a retired municipal employee could work in a calendar year without interruption of pension benefits to ninety (90) days or its equivalent of six hundred thirty (630) hours.

PROPERTY -- FIRST TIME HOME BUYER SAVINGS PROGRAM ACT - Establishes the first time home buyer savings program act. Allows modifications to federal adjusted gross income for $50,000 in contributions and $150,000 of interest and dividends included in federal adjusted gross income.

FOOD AND DRUGS -- FORCE-FED POULTRY PRODUCTS - Prohibits force-feeding to create a force-fed poultry product or the hiring of another to engage in force-feeding of a poultry product. It also prohibits the sale of a force-fed poultry product or food containing a force-fed poultry product.
