TAXATION -- CITY OF PROVIDENCE: TRANSFER OF PORTION OF STATE INCOME TAXES OF NEW EMPLOYEES OF NOT-FOR-PROFIT HEALTH CARE INSTITUTIONS AND EDUCATIONAL INSTITUTIONS - Provides that a portion of state income taxes from employees working at not-for-profit healthcare institutions, health service institutions, and educational institutions be allocated to the city of Providence.

CORPORATIONS, ASSOCIATIONS AND PARTNERSHIPS -- RHODE ISLAND BUSINESS CORPORATION ACT -- THE RHODE ISLAND BUSINESS CLIMATE REFORM ACT - Adopts several concepts from other jurisdictions with the goal of promoting a stronger climate for business growth in Rhode Island, including a "Franchise Fee" in lieu of the corporation tax.

EDUCATION -- THE EDUCATION EQUITY AND PROPERTY TAX RELIEF ACT - Provides that a student's enrollment in Medicaid would be included in calculating and determining the student success factor for use in the foundation education-aid formula.

STATE AFFAIRS AND GOVERNMENT -- COMPOSTING AND ORGANIC WASTE DIVERSION - Establishes Compost Fund to award grants related to reducing the amount of solid waste generated in the state.

EDUCATION -- HEALTH AND SAFETY OF PUPILS - Requires inspections and evaluations of the indoor air quality of each school building, including heating, ventilation and air conditioning systems.

WATERS AND NAVIGATION -- COASTAL RESOURCES MANAGEMENT COUNCIL - Authorizes a property owner to pursue reasonable actions to protect their property from coastal hazards that affect life, infrastructure, or essential land uses without prior approval.

PROPERTY -- PUBLIC AUCTIONS OF REAL ESTATE - Requires public auctions by any city or town of real estate or an interest therein to only be done in person and not by electronic or remote procedures unless authorized by court order.

EDUCATION -- SCHOOL COMMITTEES AND SUPERINTENDENTS - Establishes stabilization fund for Central Falls and for Davies and Met schools for student education funding.

INSURANCE -- MOTOR VEHICLE INSURANCE -- MANDATORY ARBITRATION PROVISION - Increases the minimum claim amount necessary to require a matter involving motor vehicle liability be submitted to mandatory arbitration.

PUBLIC UTILITIES AND CARRIERS -- PUBLIC UTILITIES COMMISSION - Requires the PUC to produce report on comprehensive study by April 30, 2027.

CRIMINAL PROCEDURE -- SEARCH WARRANTS - Authorizes judges to issue electronic warrants for DUI offenses under certain conditions.

EDUCATION -- FEDERAL AID - Establishes a statewide "healthy school meals for all" universal school breakfast and lunch program in Rhode Island public schools phased in over 3 years.

EDUCATION -- THE PAUL W. CROWLEY RHODE ISLAND STUDENT INVESTMENT INITIATIVE - Establishes a new high-cost special education fund to pool resources and generates income to support excess costs associated with providing services to special education students.

PROPERTY -- TITLE FRAUD PREVENTION ACT - Provides measures to prevent title fraud by authorizing the recorder of deeds to require the production of a government-issued photographic identification card before recording a deed or certain other instruments.

PROPERTY -- RESIDENTIAL LANDLORD AND TENANT ACT - Provides that landlords would pay interest on security deposits in residential landlord-tenant matters.

HEALTH AND SAFETY -- ASSISTED LIVING RESIDENCE LICENSING ACT - Establishes, encourages and supports the establishment of family councils and resident councils in managed residential communities providing assisted living services.

PROPERTY -- RESIDENTIAL LANDLORD AND TENANT ACT -- JUST CAUSE EVICTIONS - Provides for just cause evictions for residential landlord tenancies.
