Establishes a compost fund to award grants for reducing solid waste and advancing composting in Rhode Island.

This bill establishes the compost fund to provide grants for compost production, food waste prevention, and minimizing illegal dumping. It creates a solid waste disposal surcharge to fund the compost fund, which will be used to award grants to eligible entities. The bill also establishes a municipal waste diversion grant fund to provide grants to municipalities for food waste prevention and composting. The surcharge will be assessed at $2.00 per ton of solid waste processed by a refuse disposal system.
