MOTOR AND OTHER VEHICLES -- CERTIFICATES OF TITLE AND SECURITY INTERESTS - Allows, on and after September 1, 2026, an owner of motor vehicle(s) to transfer ownership and registration of said vehicle on their death, by a certificate of title designation and requires DMV to amend title forms, to include transfer-on-death language.

STATE AFFAIRS AND GOVERNMENT -- THE HEALTHCARE SERVICES FUNDING PLAN ACT - Includes both the MomsPRN and PediPRN teleconsultation lines in the healthcare services funding contributions payable by health insurers.

INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES - Requires the state, and private insurers that cover prescription hormone therapy, to dispense twelve (12) months’ worth of the prescription as a single prescription.

EDUCATION -- RHODE ISLAND PROMISE SCHOLARSHIP - Makes students in workforce-ready certificate programs at the community college of Rhode Island eligible to receive the Rhode Island Promise Scholarship.

STATE AFFAIRS AND GOVERNMENT -- DEPARTMENT OF HUMAN SERVICES - Transfers responsibility for implementation of services for persons with traumatic brain injuries from the director of the department of human services to the EOHHS.

HEALTH AND SAFETY -- THE MEDICAL PRIMARY CARE SCHOLARSHIP PROGRAM - Establishes the medical primary care scholarship program to be administered by the commissioner of postsecondary education.

HIGHWAYS -- CROOK POINT BRIDGE AUTHORITY ACT - Creates the Crook Point Bridge Authority for the purpose of maintain the Crook Point Bascule Bridge and any property related thereto.

STATE AFFAIRS AND GOVERNMENT -- VIDEO LOTTERY, GAMES, TABLE GAMES AND SPORTS WAGERING - Redefines sports wagering sections specifically change the percent the host facilities receive on sports wagering.

COURTS AND CIVIL PROCEDURE -- COURTS -- SUPERIOR COURT - Permits retired superior court magistrates to be assigned to perform service pursuant to §§ 8-2-11.1, 8-2-39, 8-2-39.1 or 8-2-39.2 and be reemployed by the superior court without any forfeiture or reduction of any retirement benefits.

TAXATION -- HISTORIC PRESERVATION TAX CREDITS 2013 - Increases historic tax credit to 30%, and up to 35%, depending on the amount of rental area available for multi-family housing, affordable rental units and units sold as affordable housing.

TOWNS AND CITIES -- LOW AND MODERATE INCOME HOUSING - Prohibits contractors from submitting a single application to a local review board seeking a comprehensive permit for housing projects in certain circumstances.

EDUCATION -- RHODE ISLAND PREKINDERGARTEN EDUCATION ACT - Allows municipalities participating in the state prekindergarten program to accept students from outside the municipality under certain conditions and establishes a lottery for enrollment in the program.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Allows any city, town, state and/or agency of a municipality or the state to report unpaid fines of two hundred dollars ($200) or more to the division of motor vehicles as grounds for refusal of registration.

PROPERTY -- RESIDENTIAL LANDLORD AND TENANT ACT - Requires landlords to provide a receipt upon receiving a cash payment for rent from a tenant.

BUSINESSES AND PROFESSIONS -- DENTISTS AND DENTAL HYGIENISTS - Allows foreign-trained dentists and dental hygienists to obtain limited licenses if they graduate from reputable dental colleges or universities, work under a supervising dentist, and pass a board-approved exam.

PUBLIC UTILITIES AND CARRIERS -- REGULATORY POWERS OF ADMINISTRATION - Provides that every gas distribution company that charges for the distribution of gas to any house or building would need to include certain information on any bill or statement provided to the consumer.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Authorizes the administration of the division of motor vehicles to make available special license plates for the Rhode Island Manufacture Association.

MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES - Authorizes the division of motor vehicles to issue special license plates in recognition and support of the Lime Rock Foundation, Inc.
