Rhode Island S2329 amends the state's motor vehicle laws to allow vehicle owners to designate beneficiaries for transfer-on-death ownership and registration, effective September 1, 2026. Owners can designate beneficiaries by including transfer-on-death language in their vehicle's certificate of title. The Department of Motor Vehicles must amend title forms to include this language. Upon the owner's death, the designated beneficiary or beneficiaries will receive the vehicle, subject to any lien holder's rights.
