CA: Authorize bonds to refund school debt; create education fund

Proposing to enact Section 12 of Article VIII of the Constitution of the State of Ohio to conditionally authorize the issuance of state obligations to refund pending school district obligations, to conditionally waive, beginning in 2027, the requirement that schools levy property taxes to pay debt charges on their obligations, and to conditionally authorize a treasury fund that is restricted exclusively to educational purposes.

To amend section 6117.02 of the Revised Code to expand eligibility for county sewer discounted rates or charges.

Enact Creating a Respectful and Open World for Natural Hair Act

To amend sections 3314.03, 3326.11, 3328.24, and 4112.01 and to enact section 3313.6612 of the Revised Code to enact the Creating a Respectful and Open World for Natural Hair (CROWN) Act to prohibit discrimination against an individual based on hair texture and protective hair styles.

Require DAS conduct a study of the state's real property holdings

To enact section 123.14 of the Revised Code to require the Department of Administrative Services to conduct a biennial comprehensive study of the state's real property holdings.

Define antisemitism for certain purposes

To amend section 4112.01 and to enact sections 124.92, 2701.21, and 4112.20 of the Revised Code to define antisemitism for the purpose of investigations and proceedings in courts and state agencies and for state employee anti-bias training.

Enact the Ohio Fairness Act

To amend sections 4112.01 and 4112.05 of the Revised Code to enact the Ohio Fairness Act to prohibit discrimination on the basis of sexual orientation or gender identity or expression, to add mediation as an informal method that the Ohio Civil Rights Commission may use, and to uphold existing religious exemptions under Ohio's Civil Rights Law.

Regards underage possession or consumption of alcohol

To amend section 4301.69 of the Revised Code to reduce the mental state, from knowingly to recklessly, that applies to the prohibition against allowing an underage person to possess or consume alcohol in a private or public place.

Enact the Ohio Bitcoin Reserve Act

To amend sections 9.16, 113.40, and 2981.12 and to enact sections 135.146 and 5703.83 of the Revised Code to authorize investment of state funds in bitcoin, to require state entities to accept payment in cryptocurrency, and to name this act the Ohio Bitcoin Reserve Act.
