To amend sections 111.31, 2101.16, 2303.20, 3109.14, 3333.31, 3375.011, 3501.01, 3503.02, 3503.13, 3503.153, 3503.16, 3505.19, 3509.03, 3509.04, 3509.05, 3509.051, 3509.06, 3509.07, 3509.08, 3509.10, 3511.011, 3511.02, 3511.021, 3705.24, 3705.242, 4507.01, 4507.50, 4507.51, and 4507.52; to amend, for the purpose of adopting a new section number as indicated in parentheses, section 3511.011 (3511.01); to enact sections 9.011, 2101.166, 2303.202, 3509.031, 3509.032, 3509.11, 3705.243, and 3705.50; and to repeal section 3511.01 of the Revised Code to require photo identification to cast absent voter's ballots, with certain exceptions, to allow electors to apply for those ballots through a secure online portal, and to waive fees for an identification card or vital statistics record and permit the storage of documents for individuals experiencing homelessness.

Revise the law governing oil and gas wells

To amend sections 127.14, 155.33, 155.34, 1509.01, 1509.02, 1509.03, 1509.06, 1509.07, 1509.071, 1509.13, 1509.22, 1509.221, 1509.224, 1509.23, 1509.31, 1509.36, 1509.37, 2305.041, 2305.06, 5577.02, and 5727.02 of the Revised Code and to amend Section 343.30 of H.B. 96 of the 136th General Assembly to make changes to the law governing oil and gas wells.

Verify veteran status of imprisoned individuals

To amend sections 341.02 and 5901.03 and to enact section 341.43 of the Revised Code to require incarcerating institutions to verify the veteran status of incarcerated individuals.

Regards professional employer organizations and Unemployment Law

To amend section 4141.24 of the Revised Code to make changes regarding the treatment of professional employer organizations and alternate employer organizations under the Unemployment Compensation Law.

Regards filing for certificate of qualification for employment

To amend section 2953.25 of the Revised Code to modify when a person may file a petition for a certificate of qualification for employment.

Regulate the ownership of electric vehicle charging stations

To amend sections 4909.042, 4909.15, 4909.173, 4909.174, 4928.01, 4928.03, and 4928.041 of the Revised Code regarding electric vehicle charging stations and to make corrections to provisions of Senate Bill 103 of the 136th General Assembly.

Require construction contracts note variation from standard form

To amend sections 9.334, 153.12, 153.501, 153.503, and 153.693 of the Revised Code to require a public authority or other party to a construction contract to note variations from an industry standard form.

Make capital appropriations for the biennium ending June 30, 2028

To amend sections 151.01, 151.08, 164.03, 164.08, 3318.042, 3318.49, 3343.05, 5751.02, and 5751.20 and to enact sections 3318.33 and 3343.11 of the Revised Code and to amend Sections 357.09, 357.15, 357.16, 357.24, 357.28, 357.34, 357.36, 371.10, 371.20, 373.10, 373.15, 387.10, and 387.13 of H.B. 730 of the 136th General Assembly and Section 200.30 of H.B. 2 of the 135th General Assembly as subsequently amended to make capital appropriations for the biennium ending June 30, 2028, and to declare an emergency.

To amend sections 9.66, 122.84, 303.12, 306.43, 319.301, 323.152, 519.12, 1901.186, 3318.36, 3318.363, 4503.065, 4773.10, 4774.08, 4774.10, 5502.75, 5705.31, 5705.316, 5713.08, 5715.23, and 5715.27; to amend, for the purpose of adopting a new section number as indicated in parentheses, section 5502.75 (5119.74); to enact sections 4723.37, 4773.062, 4774.101, 5119.75, 5119.76, 5119.77, and 5119.78; and to repeal section 503.54 of the Revised Code; to amend Sections 223.20, 259.10, 259.20, 337.10, 337.90, 423.106, and 513.10 of H.B. 96 of the 136th General Assembly, Section 359.10 of H.B. 730 of the 136th General Assembly, and Section 223.10 of S.B. 450 of the 136th General Assembly; and to amend Section 223.10 of S.B. 450 of the 136th General Assembly contingent on S.B. 450 of the 136th General Assembly becoming law to make appropriations and to provide authorization and conditions for the operation of state programs.

Regards entities providing behind-the-meter utility services

To amend sections 4905.02, 4905.10, and 5321.04 and to enact sections 4933.51, 4933.52, 4933.53, 4933.54, 4933.55, 4933.552, 4933.553, 4933.554, 4933.555, 4933.56, 4933.57, 4933.58, 4933.59, 4933.60, 4933.62, 4933.65, and 4933.66 of the Revised Code regarding submetered utility services.

Regards emergency Joshua Alert system for certain missing kids

To amend section 5502.522 of the Revised Code to clarify the statewide emergency alert system in cases of missing autistic or developmentally disabled children and to name the alert the Joshua Alert.

Establish process to regulate carbon capture, storage technology

To amend sections 1509.01, 1509.33, and 1509.99 and to enact sections 1509.71, 1509.72, 1509.73, 1509.75, 1509.76, 1509.77, 1509.78, 1509.79, 5301.57, 5301.58, 5301.59, and 5301.60 of the Revised Code to establish a process to regulate carbon capture and storage technologies and the geologic sequestration of carbon dioxide for long-term storage.

Allow wild animal rehab facility to get euthanasia drug permit

To amend sections 4729.01, 4729.36, 4729.531, 4729.532, 4729.54, and 4729.55 of the Revised Code to allow wild animal rehabilitation facilities to receive a limited license to administer euthanasia drugs and to modify the law regarding the use of terms that are limited to pharmacies and pharmacists.

Enact the Keep Them Safe Act

To amend sections 4501.11 and 5503.02 and to enact section 2923.26 of the Revised Code to enact the Keep Them Safe Act and to make an appropriation.

Prohibit certain clauses from conservancy district contracts

To enact section 6101.162 of the Revised Code to prohibit a conservancy district's board of directors from including certain provisions, such as an indemnification clause, in a contract for the procurement of goods or services.

Regards DoDD authority re: community capital assistance funds

To amend section 5123.351 of the Revised Code regarding the authority of the Department of Developmental Disabilities to adopt rules regarding the use of community capital assistance funds.

Require appointed police chief to complete officer basic training

To amend sections 109.77 and 737.15 and to enact sections 505.496 and 737.053 of the Revised Code to require an individual appointed as a chief of police to complete a peace officer basic training program.

Limit certain public record requests; allow contractor response

To amend section 149.43 of the Revised Code to restrict harassing or disruptive public records requests and permit private contractors to respond to voluminous public records requests.

Enact the Reagan Tokes and Patrick Heringer Act

To amend sections 2929.141, 2929.34, 2935.10, 2935.11, 5120.021, 5120.038, 5589.21, and 5589.211 of the Revised Code to enact the Reagan Tokes and Patrick Heringer Act to require certain warrants to be entered into LEADS, to require GPS monitoring of offenders released from prison, and to modify T-CAP requirements.

Urge Congress to implement a zero-based budgeting process

To urge the United States Congress to implement a zero-based budgeting process.

Require the use of zero-based budgeting every ten years

To amend sections 107.03, 126.02, 126.13, and 126.27 and to enact sections 126.025 and 126.026 of the Revised Code to require the use of zero-based budgeting in the development of the state budget.

Regards registered veterinary technician authority

To amend section 4741.19 and to enact section 4741.191 of the Revised Code to establish procedures that allow a registered veterinary technician to establish an assess and treat relationship on behalf of a veterinarian to dispense and administer vaccines and antiparasitic medication to a shelter dog or cat.

Urge Congress to enact the Ohio River Restoration Program Act

To urge the Congress of the United States to enact the Ohio River Restoration Program Act to bring clean water, enhanced fish and aquatic wildlife, economic benefits, expanded recreation opportunities, and public health protections to Ohio.

Issue medical marijuana processor cultivation, dispensary license

To amend sections 3796.01 and 3796.21 and to enact section 3796.25 of the Revised Code to issue paired cultivator and dispensary licenses to certain medical marijuana processors.

Enact V.J.'s Law

To amend sections 2151.421 and 2151.99 of the Revised Code to enact V.J.'s Law to require health care professionals to report child abuse or neglect to both a peace officer and the public children services agency.
