Enacts the oversight of health programs act to allow for certain members of the legislature to request records related to any vendor contracted with the state to facilitate in the administration or delivery of any publicly subsidized health program.
Authorizes the city of New York to grant, convey and release to abutting upland owners certain lands now or formerly under the waters of Whale Creek otherwise known as Wyckoff Creek, which was a tributary of Newtown Creek.

Authorizes the department of motor vehicles to accept a certificate of release or discharge from active duty issued by the United States department of defense (DD form 214), a veteran identification card issued by the United States department of veterans affairs, or a veterans health identification card issued by the United States department of veterans affairs from veterans of the military as acceptable proofs of identity when applying for a driver license or state identification card.
Provides that when a drug is designated or rescheduled by the federal government, it shall be deemed scheduled under NYS law automatically, without further action by the commissioner.
Includes certain cooperative or limited-profit housing companies for purposes of conversions to cooperative or condominium ownership in the city of New York.
Establishes the New York innovative learning models act to provide grants to eligible entities for the planning, development, implementation, replication and scaling of innovative learning models.
Includes consumption-based solutions, which may utilize any combination of software, hardware or equipment, data, and labor or services that provides a capability that is metered and billed based on actual usage at fixed price units, to the definition of fixed assets.
Relates to monopoly and anti-trust whistleblower incentives and protections including receipt of a portion of monetary sanctions for original information provided.
Enacts the "just energy transition act"; requires a study of competitive options to facilitate the phase-out, replacement and redevelopment of New York state's oldest and most-polluting fossil fueled generation facilities and their sites by the year 2030.
Relates to payments in lieu of taxes; provides that the tax base growth factor or quantity change factor includes the change in assessed value for each property on the exempt side of the tax rolls under a payment in lieu of tax agreement; allows a local government or school district to elect to include the equivalent taxable value of property subject to a payment in lieu of taxes agreement in the calculation of its quantity change factor.
Relates to parole eligibility for certain incarcerated persons age fifty-five or older if they have served at least fifteen years of their sentence or sentences.
Establishes the incentive evaluation act; creates the incentive evaluation commission to at least once every four years evaluate each incentive provided by the state and report to the governor and the legislature on their effectiveness and provide recommendations relating thereto.
Extends provisions related to certified school psychologists and special education services and programs for preschool children with handicapping conditions until June 30, 2028.

Directs the metropolitan transportation authority and the New York city transit authority to rename the Chambers St 1/2/3 subway station to the Chambers St-Borough of Manhattan Community College station.
