Repealing a requirement that certain motor fuel tax rates be adjusted in future years based on growth in the Consumer Price Index for All Urban Consumers; prohibiting the State or a local jurisdiction from imposing or levying a vehicle-miles-traveled tax or certain other similar fees, tolls, or taxes; requiring that the Maryland Transit Administration achieve a certain farebox recovery requirement for certain transit services; etc.

Increasing the fine for violating the prohibition against taking and breaking open a letter addressed to another without the other's permission from $15 to $500.

Establishing the taxable assessment to be used for the calculation of the homestead property tax credit for first-time homebuyers in the State.

Authorizing pharmacists, under certain circumstances, to prescribe, administer, and dispense certain drugs or devices and perform and interpret certain laboratory tests; repealing provisions establishing and governing the Nonoccupational Postexposure Prophylaxis (nPEP)Standing Order Program; and authorizing the Maryland Department of Health to establish certain statewide written protocols relating to the treatment of minor conditions and the prevention and treatment of human immunodeficiency virus.

Altering the education requirements an individual must meet to practice funeral direction or as a licensed apprentice; and prohibiting the practical examination qualification required for a license to practice funeral direction from including a practical examination demonstrating competency in the preparation of dead human bodies for final disposition and sanitary science.

Altering the drugs that may be prescribed, provided, or administered or for which a starter dose may be dispensed by a naturopathic doctor; altering the methods by which a naturopathic doctor may administer medication; altering the requirements for renewal of a naturopathic doctor license; altering the grounds for discipline of naturopathic doctors; requiring the State Board of Physicians to include certain information regarding professional liability insurance on a naturopathic doctor's licensee profile; etc.

Prohibiting a governmental authority, under certain circumstances, from burdening a person's exercise of religion; and authorizing a person aggrieved by a violation of the Act to obtain certain relief in a civil action.

Clarifying the type of proposals and plans that require the approval of the State Superintendent of Schools; requiring a county board of education to request and receive approval from the State Superintendent before a county board may proceed with certain actions; authorizing the Interagency Commission on School Construction to adopt requirements for eligibility for certain State funding; repealing the requirement for the Commission to approve 75% of the preliminary school construction allocation by a certain date; etc.

Prohibiting a person from possessing or claiming a right to possess residential real property the person does not lawfully possess or own with the intent to defraud another; authorizing the owner of certain residential real property to file a certain sworn affidavit and requiring a law enforcement officer to remove a certain person from residential real property under certain circumstances; and providing that the Act does not prohibit the owner of residential real property from filing a wrongful detainer action.

Repealing the prohibition on a public school employer negotiating the maximum number of students assigned to a class.

Prohibiting the theft of mail or packages; requiring the prosecutor of a violation of the Act to notify the victim or the victim's representative about each court proceeding, the right of the victim to submit a victim impact statement, any posttrial court proceeding, any appeal, and any sentence review related to the court proceedings; and providing that a person who violates the Act by depriving an owner of mail or a package is guilty of a felony and is subject to imprisonment of up to 5 years.

Requiring certain home builders that construct model homes to make certain information about the model home available to prospective home buyers in a certain manner; requiring a home builder to provide certain information about model home upgrades to a home buyer at the time of signing a certain contract; providing that a home buyer has a right to rescind a contract for the intent to purchase a new home for any reason within a certain period of time; etc.

Applying certain provisions of law regarding the adoption of dogs and cats used for scientific research purposes to testing facilities; requiring certain research facilities and testing facilities to submit to the Department of Agriculture certain information regarding dogs and cats on or before January 31 each year; and requiring a school or an institution of higher education that uses animals for certain purposes to submit a report on the results of certain inspections to the General Assembly on or before December 31 each year.

Requiring the Public Service Commission to conduct an analysis of the full costs and benefits of sources of electricity generation in the State; and requiring the Commission to report its findings and recommendations to the Senate Committee on Education, Energy, and the Environment and the House Environment and Transportation Committee by December 1, 2027.

Prohibiting the release of a defendant pending sentencing or exhaustion of appellate review after conviction of a specified crime resulting in the death of a victim under the age of 14 years.

Prohibiting a person from charging an annual interest rate above 6% per year on a certain obligation held by an active service member or jointly by an active service member and the active service member's spouse; requiring that the active service member or the active service member's spouse provide the creditor with certain notice and documentation not later than 180 days after termination or discharge from active duty; and authorizing a court to grant a creditor relief from application of the Act after a certain finding.

Establishing the Green and Renewable Energy Efficiency for Nonprofits Loan Program in the Maryland Clean Energy Center to provide financial assistance in the form of no-interest loans to nonprofit organizations for the planning, purchase, and installation of qualifying energy systems and for actions that improve energy efficiency; establishing the Green and Renewable Energy Efficiency for Nonprofits Loan Fund; authorizing the Governor to include $5,000,000 in the fiscal year 2028 budget for the Fund; etc.

Authorizing a person to file a petition for expungement of any misdemeanor or felony conviction a certain period of time after the completion of the sentence, parole, probation, and any other form of mandatory treatment associated with the conviction; authorizing a court to grant a petition on a showing of good cause; and providing that a denial of a petition may not be appealed and a subsequent petition may not be filed for a certain period of time.

Prohibiting the State, a unit of local government, a county sheriff, or any agency, officer, employee, or agent of the State or a unit of local government from entering into an immigration enforcement agreement; and requiring the termination of an existing immigration enforcement agreement immediately on the taking effect of the Act.

Requiring the Maryland Energy Administration to conduct a study on the potential for land-based wind energy generation in the State and the siting of land-based wind energy generating systems in the State; authorizing the Administration to use available funds in the Maryland Strategic Energy Investment Fund to conduct the study; and requiring by December 1, 2026, the Administration to report its findings and recommendations to the Governor and certain committees of the General Assembly.

Requiring each electric company to report to the Public Service Commission, on or before April 1 each year, geographic and demographic data on all customers impacted by certain service outages and rate increases within the immediately preceding year.

Prohibiting a person from possessing more than 100 images of certain child pornography or possessing or viewing images of certain child pornography depicting a minor or an individual indistinguishable from an actual and identifiable child under the age of 13 years; providing that a violation of the Act is a felony and on conviction a violator is subject to imprisonment not exceeding 10 years; and providing that a sentence under the Act may be separate from and consecutive to or concurrent with a sentence imposed for certain other crimes.

Requiring the prosecuting attorney of thefts of property or services with a value of less than $1,500 to notify the victim or the victim's representative about each court proceeding, the right of the victim to submit a victim impact statement, any posttrial court proceedings, any appeal, and any sentence review related to the case.

Establishing the Insufficient Condominium Reserve Account Grant Fund to provide grants to low-income unit owners of condominiums with insufficient reserve accounts to enable a low-income unit owner to pay increased assessments necessary for a condominium association to meet reserve account funding requirements; requiring that the Fund prioritize certain older adults; requiring the Secretary of the Department of Housing and Community Development to establish certain procedures, publicize the Fund and prioritize older owners; etc.
