Altering the definition of "sporting event" for purposes of provisions of law governing sports wagering to include historical horse races; authorizing certain sports wagering facility licensees to accept wagers on historical horse races that are made by an individual physically present and subject to certain limitations; providing for the distribution of proceeds from sports wagering on historical horse races; submitting the Act to a referendum of the qualified voters of the State; etc.

Authorizing a county board of education to adopt an open enrollment policy to authorize certain students to attend, free of charge, a public school in a county other than the county where the student is domiciled with the student's parent or guardian, subject to certain requirements; requiring county boards to include certain students in full-time equivalent enrollment counts; and directing certain funding to the county in which certain students are enrolled in a public school under an open enrollment policy.

Requiring the State Board of Education to establish a certain graduation requirement in financial literacy; requiring students, beginning with the 2030 graduating class, to successfully complete a certain personal financial literacy course; and requiring county boards, upon successful completion of the course, to award certain credit to students and to allow students to fulfill certain remaining credit requirements through certain existing courses.

Requiring the State Board of Elections to select, certify, and acquire a telephone voting system for absentee voting by voters who have attested to having a print disability; defining "print disability" as a condition that prevents or inhibits an individual from reading, holding, or processing standard printed materials in an original format; providing for the eligibility of a voter to use the telephone voting system; requiring the State Board to place certain voters on the telephone voting system list; etc.

Repealing the prohibition on applicants for and holders of video lottery operation licenses and persons who own an interest in video lottery facility operations in the State from directly or indirectly making contributions to certain campaign finance entities.

Altering the authorized uses of certain compliance fee revenue paid into the Maryland Strategic Energy Investment Fund; and requiring certain funds in the Fund be used as refunds or credits to residential customers for electric service in fiscal year 2027.

Establishing the Community Eligibility Provision Expansion Program in the State Department of Education to provide funding to eligible schools that participate in the federal community eligibility provision of the child nutrition programs; requiring schools that opt out of the Community Eligibility Provision of the Child Nutrition Program to include certain information in a certain report; and requiring the Governor in fiscal year 2028 and succeeding years to include $10,000,000 in the annual budget bill for the Program.

Requiring a certain owner or operator of a certain covered platform to take reasonable measures to prioritize account privacy and establish certain default settings; requiring a covered provider to allow the parent or legal guardian of a minor to take certain actions regarding the minor's account on the covered platform; and authorizing the Attorney General to enforce the provisions of the Act and requiring the Attorney General to provide certain notice before bringing an enforcement action.

Establishing the Language Acquisition Tracking Program for Deaf and Hard of Hearing Children in the State Department of Education; establishing a State Coordinator of Language Acquisition for Deaf and Hard of Hearing Children within the Department to coordinate the Program and create a parent and guardian resource to help parents and guardians of deaf or hard of hearing children track a child's language acquisition progress; establishing the Language Acquisition for Deaf and Hard of Hearing Children Advisory Council; etc.

Establishing the Workgroup to Study Youth Camp and RV Park Emergency Preparedness; requiring the Workgroup to study model local emergency preparedness policies in the State for youth camps and RV parks; and requiring the Workgroup to make recommendations regarding potential legislation to address statewide emergency preparedness polices for youth camps and RV parks and report to the General Assembly by December 31, 2027.

Authorizing a campaign finance entity of a member of the General Assembly, under certain circumstances, to make a disbursement from a campaign account to reimburse the member for certain expenses related to a home security system used at the member's primary place of residence; and authorizing a member of the General Assembly who expends personal funds on certain expenses related to a home security system used at the member's primary place of residence to be reimbursed by the General Assembly.

Requiring the Baltimore City Board of School Commissioners to develop curriculum resources and develop and incorporate instruction on the consequences of a conviction for felony murder for middle school students in Baltimore City public schools.

Requiring a teacher preparation program to include certain training in English language learner-related teacher competencies and include English language learner-related teacher competencies in other courses throughout the curriculum; and requiring a teacher preparation program to include a certain course in teaching English language learners beginning in the 2028-2029 academic year.

Requiring, beginning on certain dates, certain State and local projects for which 50% of project costs are funded with State funds to be in compliance with riverine siting and design criteria established under the Act; and requiring, on or before July 1, 2027, and in consultation with specified State agencies, the Coast Smart Council to establish riverine siting and design criteria to address the 500-year flood impacts on State and local capital projects.

Authorizing a campaign finance entity of a member of the General Assembly, under certain circumstances, to make a disbursement from a campaign account to reimburse the member for certain expenses related to a home security system used at the member's primary place of residence; and authorizing a member of the General Assembly who expends personal funds on certain expenses related to a home security system used at the member's primary place of residence to be reimbursed by the General Assembly.

Altering the required elements of the Consolidated Transportation Program; requiring the Department of Transportation to develop a certain project-based scoring system, identify certain funds available for certain purposes, and solicit requests from certain entities for certain projects; requiring the Department to evaluate and score certain major surface transportation projects; altering the makeup, chair, frequency of meetings, and responsibilities of the Maryland Transportation Commission; etc.

Requiring the Maryland Department of Health to establish by regulation standards relating to the discharge of patients from drug and alcohol treatment programs and certain referral services offered to patients by certain drug and alcohol treatment programs; and requiring the Department to submit a report on the status of the adoption and revision of regulations to implement the requirements of the Act and Chapter 580 of 2017, and a plan for the enforcement of the statutory and regulatory requirements under the Act and Chapter 580 of 2017.

Authorizing a municipality to conduct a municipal election through the use of a qualified electronic transmission system; and prohibiting a municipality from using information received from a voter using a qualified electronic transmission system for certain purposes.

Altering the definition of "baby food" for purposes of certain provisions of law governing baby food testing to include, rather than exclude, infant formula and to include infant cereal; and altering the defined term "toxic heavy metal" to be "toxic element" for purposes of certain provisions of law governing baby food testing.

Requiring the State Board of Education to develop, by July 1, 2027, curriculum content for an elective course in water safety and swimming for public school students in kindergarten through grade 8; requiring, beginning in the 2027-2028 school year, county boards of education to implement the water safety and swimming curriculum content for students in kindergarten through grade 8 in public schools in the county; etc.

Altering provisions of law relating to the handgun roster, including requiring the Attorney General, or the Attorney General's designee, to conduct a certain legal review of a petition to place a handgun on the handgun roster and to make a certain determination before a handgun is placed on the handgun roster; requiring the Maryland State Police, or a certain accredited laboratory, to conduct certain testing on a handgun; altering the responsibilities of the Handgun Roster Board; etc.

Altering certain requirements of the career ladder for educators to increase the required percentage of working time a teacher on level one, two, or three of the career ladder must spend teaching in the classroom from 60% to 80%.

Requiring a candidate to submit a certain oath or statement with the candidate's certificate of candidacy relating to the candidate's truthfulness regarding certain information while campaigning for office; and subjecting a candidate who attests to the oath to certain sanctions for a violation of the oath.

Prohibiting employees and agents of State and local correctional facilities from taking certain actions related to immigration enforcement, subject to certain exceptions; and prohibiting law enforcement agents from taking certain actions related to immigration enforcement, subject to certain exceptions.
