Altering the membership of the State Advisory Council on Health and Wellness; requiring health occupations boards that require licensees or certificate holders to complete certain continuing education to grant at least 2 hours for every hour of continuing education for menopause and menopause-associated symptoms; requiring certain insurers, nonprofit health service plans, and health maintenance organizations to provide coverage for the evaluation and management of menopause and menopause-associated conditions; etc.

Requiring the University System of Maryland to conduct a study to evaluate the relationship between climate change, homeowner's insurance, and emergency and disaster preparedness; requiring the University, by July 1, 2027, to submit a report to the General Assembly on the federal flood insurance program, and private flood insurance programs and make recommendations on actions and modifications to mitigate risks associated with climate change and improve the service and responsiveness of insurers; etc.

Altering provisions relating to the reporting and investigation of abuse, neglect, self-neglect, and exploitation of vulnerable adults; and requiring a local department of aging to complete an investigation and make an indicated, not indicated, or undetermined finding within 60 days.

Providing an exemption from the sales and use tax for certain construction material or warehousing equipment that is purchased for use in the Mount Aetna Technology Park in Washington County; requiring the buyer to maintain for at least 3 years after the date of sale a record of the amount of tax that was not paid as a result of the exemption; and requiring on or before December 31, 2027, that the Comptroller submit an annual report to the Governor and the General Assembly on the aggregate amount of tax not paid due to the exemption.

Requiring each institution of higher education that provides on-campus housing to provide, free of charge, menstrual hygiene products in all student health centers at the institution on or before August 1, 2028.

Altering the hours during which a holder of a Class B beer, wine, and liquor (golf course) license in Wicomico County may sell alcoholic beverages so as to begin at 7 a.m. rather than 10 a.m., Monday through Sunday.

Altering the composition of the Board of Trustees of the Maryland School for the Deaf from 19 members to 13 members and requiring that at least 7 members be deaf.

Prohibiting certain insurers and dental plan organizations from prohibiting an assignment of benefits to a provider who is a dentist by an insured or refusing to directly reimburse a nonpreferred provider who is a dentist; requiring a nonpreferred provider who is a dentist and who seeks an assignment of benefits from an insured or enrollee to provide certain information to the insured or enrollee before performing a health care service and submit a disclosure form to document the assignment of benefits; etc.

Clarifying the type of proposals and plans that require the approval of the State Superintendent of Schools; requiring a county board of education to request and receive approval from the State Superintendent before a county board may proceed with certain actions; repealing the requirement for the Commission to approve 75% of the preliminary school construction allocation by a certain date; requiring the Commission, at least once every 4 years, to review a certain cost threshold amount; etc.

Altering eligibility for certain services and programs offered by the State Tax Sale Ombudsman to include certain persons acting on behalf of a deceased homeowner or an heir or a legatee of a deceased homeowner; establishing a Legacy Protection Program administered by the Ombudsman to allow heirs who inherit a dwelling to become the record title holder of the dwelling, prevent tax sales of dwellings inherited by heirs, and allow heirs to remain in their homes; etc.

Requiring the Maryland Police Training and Standards Commission to develop a uniform policy, to be used by each law enforcement agency, prohibiting the use of a face covering in the performance of duty; requiring the Commission to develop a certain uniform policy requiring the use of worn identification by a law enforcement officer in the course of duty; requiring a law enforcement officer to wear identification while in the performance of duty in the State, with a certain exception; etc.

Requiring each local school system to identify, in its regular safety evaluation, issues of accessibility for individuals with disabilities; and requiring local school systems to include in a certain annual report instances in which a public school facility became inaccessible for a student with a disability in a manner that could impede evacuations or emergency response.

Requiring the University System of Maryland to conduct a study to evaluate the relationship between climate change, homeowner's insurance, and emergency and disaster preparedness; requiring the University, by July 1, 2027, to submit its report to the General Assembly addressing the current state of the National Flood Insurance Program and the private flood insurance market and recommendations on the how the State can incentivize residents to invest in home protection from extreme weather events; etc.

Exempting from the property tax property that is owned by the City of Hagerstown and used primarily for public social, recreational, and entertainment purposes; establishing that the exemption from the property tax for certain property owned by the City of Hagerstown or the Hagerstown Multi-Use Sports and Events Facility shall apply retroactively beginning with fiscal year 2024; and requiring the State, Washington County, and the City of Hagerstown to pay a refund for any excess property tax paid due to the retroactive exemption.

Authorizing a holder of a barbershop and beauty salon license in Anne Arundel County to provide to a customer during any one visit not more than 1.7 ounces of liquor for on-premises consumption in addition to beer and wine.

Providing that certain authorization for the holders of certain licenses to sell alcoholic beverages for off-premises consumption in a certain manner applies only if the Board of License Commissioners for Baltimore County has adopted certain regulations; authorizing the holders of certain licenses in Baltimore County that authorize the sale of alcoholic beverages at a restaurant or bar to sell certain alcoholic beverages for off-premises consumption under certain circumstances; etc.

Prohibiting, on or after January 1, 2027, a person from manufacturing, selling, offering for sale, purchasing, receiving, or transferring a certain machine gun convertible pistol, subject to certain exceptions; requiring the Department of State Police to adopt regulations to implement the requirements of the Act, including publishing a list of prohibited machine gun convertible pistols; etc.

Establishing a direct admission program at participating public senior higher education institutions for eligible high school students beginning in the 2028-2029 academic year; requiring the Maryland Higher Education Commission, the State Department of Education, and public senior higher education institutions to establish eligibility requirements for the direct admission program; requiring a student to have completed all prerequisite courses, met certain eligibility requirements, and applied by a certain deadline; etc.

Altering the jurisdiction of the juvenile court by repealing provisions specifying that the juvenile court does not have jurisdiction over a child alleged to have committed any crime punishable by life imprisonment; requiring an intake officer to authorize detention for a child that is at least 16 years old and is accused of certain crimes; altering and establishing certain provisions relating to the detention, confinement, and transportation of certain children; etc.

Prohibiting a person in Wicomico County from standing in a roadway, shoulder, median divide, or intersection determined by the county or a municipal corporation in the county in certain manners to be inherently dangerous; and prohibiting a police officer from issuing a citation for a violation of the Act unless appropriate signs have been installed.

Expanding the definition of a qualified property for purposes of the Appraisal Gap From Historic Redlining Financial Assistance Program.

Specifying that the inspector for the Board of License Commissioners for Caroline County is the county codes administrator or an individual the Board appoints as inspector.

Altering the composition of the Professional Standards and Teacher Education Board by removing a member who is chosen from a list of nominees provided by the Association of Independent Schools and increasing the number of members chosen from lists provided by the Maryland Association of Nonpublic Special Education Facilities.

Requiring a hospital to conduct screening on a patient presenting at an emergency department of the hospital to determine whether the patient has an emergency pregnancy-related medical condition; establishing requirements and prohibitions related to the treatment and transfer of a patient who has an emergency pregnancy-related medical condition; requiring a hospital to allow the termination of a pregnancy in certain circumstances; etc.

Requiring, rather than authorizing, the Governor to include an appropriation of $1,000,000 to the Maryland Patient Safety Center Fund in the annual budget bill for fiscal year 2027 and each fiscal year thereafter.
