Maryland HB457 mandates that each institution of higher education must provide free menstrual hygiene products in all restrooms by no later than August 1, 2028. Menstrual hygiene products are defined as size-appropriate tampons or sanitary napkins for use in connection with the menstrual cycle. This bill adds provisions to the Annotated Code of Maryland under the new subtitle "Subtitle 20. Miscellaneous Programs for Institutions of Higher Education." The act takes effect July 1, 2026.
