Prohibiting the State or a unit of local government from approving the use of a building, a structure, or other real property for use as a detention facility by a private entity; establishing a certain penalty for a certain violation; and authorizing the Attorney General to bring a civil action to enforce the Act.

Authorizing a child who is the subject of a child in need of assistance proceeding to be present at the proceeding; and authorizing the court to exclude the child from a proceeding if the child's attorney requests to waive the child's presence at the proceeding.

Requiring, as a condition of licensure, certain applicants for cannabis licenses and cannabis licensees to establish the existence of a certain labor peace agreement under certain circumstances.

Providing for the designation of the Carroll Creek, Gwynns Falls, Jones Falls, and Herring Run watersheds as interjurisdictional flood hazard watersheds for certain planning purposes.

Altering certain provisions relating to the juvenile court's determination of a permanency plan for a certain child in need of assistance or guardianship review hearing.

Requiring each carrier that provides a health benefit plan in the State to report, by March 1 each year beginning in 2027, certain data regarding claims and coverage to the Maryland Insurance Commissioner using certain templates; requiring the Commissioner to develop templates for carriers to report the data and make the data publicly available by posting certain data in an easily accessible, consumer-friendly manner on a public website; etc.

Requiring the Public Service Commission to conduct an analysis of the full costs and benefits of sources of electricity generation in the State; and requiring the Commission to report its findings and recommendations to the Senate Committee on Education, Energy, and the Environment and the House Environment and Transportation Committee by December 1, 2027.

Requiring a local department to consider a child's feelings or views about a prospective kinship caregiver in selecting a placement that is in the best interest of the child in an out-of-home placement; including a certain unrelated individual identified by a child as an option for a kinship caregiver; and requiring a local department to consider certain factors when determining whether to approve an individual as a kinship caregiver.

Establishing the Common Ownership Community Oversight Division in the Department of Housing and Community Development to receive and respond to certain complaints; requiring the Division to make an annual report to the General Assembly by December 1, on its activities; requiring common ownership communities to file certain governing documents with the Department which the Department must use to create a publicly accessible database; establishing requirements for a certain local common ownership commission; etc.

Authorizing a local jurisdiction to enact local laws providing for or requiring the preservation of natural resources through certain mechanisms.

Authorizing the Maryland Economic Development Corporation to participate on the project management team for a major information technology development project by working with certain entities on certain tasks; requiring, by July 1, 2026, the Corporation and the Secretary of Information Technology to identify a certain project for which the Corporation will serve as the primary project manager and report the project details to the General Assembly; requiring the Corporation to evaluate the use of alternative financing; etc.

Requiring, rather than authorizing, certain sports wagering licensees and sports wagering operators that advertise in the State to contract with certain independent evaluators to evaluate and rate the sports wagering licensee's sports wagering content, sports wagering experts, sports wagering influencers, and content partners; and making the Act contingent on the State Lottery and Gaming Control Commission issuing licenses to at least three independent evaluators.

Requiring the Governor to annually proclaim October 1 as Purple Lights Night to honor the individuals in the State who are victims or survivors of domestic violence and express support for the elimination of domestic violence in the State.

Requiring, beginning July 1, 2027, the Maryland Medical Assistance Program and certain health insurers, nonprofit health services plans, and health maintenance organizations to provide coverage for single-gene and multigene pharmacogenomic testing in certain circumstances.

Requiring certain members of a board of directors or certain officers of a council of unit owners of certain condominiums and certain members of a governing body of a homeowners association to successfully complete a training curriculum on the responsibilities of being a member or an officer in a certain manner and subject to certain requirements.

Authorizing the Department of the Environment to impose an administrative penalty for certain violations related to water use and dam safety; repealing a certain limitation on the Department's authority to issue certain orders and notices related to dam safety; authorizing the Department to impose a penalty of up to $5,000 for each violation, not to exceed $100,000, for certain violations related to wetlands construction, modification, or development; requiring the Department to take certain actions before imposing any penalties; etc.

Altering and expanding the type of tax enforcement actions for which a certain whistleblower may, under certain circumstances, receive a monetary award for providing certain original information to the Comptroller under the Whistleblower Reward Program; requiring the Attorney General and State agencies to provide to the Comptroller information pertaining to a final assessment that results from a whistleblower's original information under certain circumstances; and applying the Act retroactively, subject to certain limitations.

Requiring certain contractors to ensure that at least 35% of apprenticeship hours on certain projects are performed by State residents; requiring the Maryland Department of Labor to enforce certain residency requirements; providing that a contractor that fails to meet certain requirements is liable for an amount twice the number of apprenticeship hours at a certain payment rate; requiring payments collected under the Act be paid to the State Apprenticeship Training Fund or a certain apprenticeship training program in the State; etc.

Authorizing regulations adopted by the Department of the Environment to include requirements for any person who is accredited by the Department to provide lead paint abatement services to be covered by a reasonable performance bond or reasonable liability insurance.

Establishing the Green and Renewable Energy Efficiency for Nonprofits Loan Program in the Maryland Clean Energy Center to provide financial assistance in the form of no-interest loans to nonprofit organizations for the planning, purchase, and installation of qualifying energy systems and for actions that improve energy efficiency; establishing the Green and Renewable Energy Efficiency for Nonprofits Loan Fund; authorizing the Governor to include $5,000,000 in the fiscal year 2028 budget for the Fund; etc.

Establishing that certain provisions of law governing information technology plans apply to certain public institutions of higher education; establishing a certain policy of the State relating to State and higher education employee e-mail systems and resources are intended to support State business and may not serve as a public forum; and requiring certain policies, plans, and standards to include certain provisions to implement systems that automatically filter spam email from certain email accounts.

Prohibiting nonpublic schools that participate in State-funded education programs from refusing to provide a current or former student or the student's parent or guardian with a transcript or taking other punitive measures regarding a student's transcript request because the student owes a debt to the nonpublic school.

Establishing that not more than one vehicle owned by, or leased to, an unemployable disabled veteran is exempt from vehicle registration fees.

Requiring the Maryland Department of Health to report to the Governor and the General Assembly on certain information related to adolescent psychiatric inpatient bed capacity in the State; and requiring the Department to report to the Governor and the General Assembly on resources, staffing parameters, treatment plans, and therapeutic environments related to outcomes for adolescents receiving care in adolescent psychiatric inpatient beds on or before December 1, 2026.
