Requiring that a holder of a Class 8 farm brewery license engage in certain agritourism activity; altering certain standards and requirements for food service under a Class 8 arm brewery license; and providing an exception to a prohibition against issuing an alcoholic beverages license for a premises that does not comply with local zoning laws for certain Class 8 farm brewery licenses.
Establishing the Practical Applications of Real Estate Appraisal Grant Program to provide grants to certain individuals with the goal of becoming a real estate appraiser in certain communities; providing the purpose of the Program is to assist in closing appraisal gaps that occur in historically redlined neighborhoods and underrepresented communities; and requiring the Maryland Higher Education Commission to administer the Program.
Authorizing a holder of a barbershop and beauty salon license in Anne Arundel County to provide to a customer during any one visit not more than 1.7 ounces of liquor for on-premises consumption in addition to beer and wine.
Altering the titles of certain entertainment permits for certain alcoholic beverages license holders in Anne Arundel County; altering the authorized forms of entertainment that certain entertainment permit holders in the county may provide; and adding a 100-foot zoning distance requirement from any residential property applicable to certain entertainment permit holders in the county.
Requiring the Department of the Environment to develop a mobile home park water quality testing program by January 1, 2027; requiring the Department to perform water quality testing at a certain percentage of the total number of mobile home parks by certain dates; requiring the Department to provide notice of water quality testing results; requiring a mobile home park owner to take certain actions, including remediation, on a finding of a water quality issue; etc.
Authorizing, rather than requiring, a certain racing licensee to receive a grant for a capital construction plan from the Racetrack Facility Renewal Account without providing and expending a matching fund; requiring the racing licensee that receives the grant without providing and expending a matching fund to conduct live racing days in the State for at least 10 years; and requiring the State Racing Commission to recapture certain grant funds under certain circumstances and in a certain manner.
Establishing the Neighborhood Development and Social Connection Program within the West North Avenue Development Authority to provide technical support and grants to certain organizations to implement programs that foster social connections and activities in the West North Avenue Corridor; authorizing the West North Avenue Development Authority, in conjunction with certain entities, to use funds from the Continuing CORE Partnership Fund to assist with the expeditious removal of blighted property within Baltimore City; etc.

Altering the definition of a "foster care recipient" to mean an individual who resided in an out-of-home placement on or after the individual's 8th birthday rather than 13th birthday for purposes of determining eligibility for a certain tuition exemption.
Requiring the Maryland Transportation Authority to submit a certain report to certain committees of the General Assembly by September 1, 2026, on E-ZPass discount plans and unused commuter trips that contains certain data; requiring the Authority to provide recommendations for lowering the amount of unused commuter trips and mitigating consumer harm; requiring the Authority, under certain circumstances, to submit a certain corrective action plan or eliminate certain forfeitures; etc.
Repealing certain prohibitions on a transfer to different premises or a conversion to a different class of license that apply to certain alcoholic beverages licenses issued, reissued, or transferred by the Board of License Commissioners for Baltimore County; and requiring certain Class B beer, wine, and liquor licenses in existence on a certain date to be converted into certain Class B hotel and restaurant licenses before a certain date.
Altering from 15 to 11 the number of members on the Board of Community College Trustees for Baltimore County; and altering the membership of the Board to reflect the change in Baltimore County councilmanic districts.
Requiring the Maryland Higher Education Commission to collect data regarding the parental status of students from each public institution of higher education in the State; and requiring the Commission to submit a report, by September 1, 2027, to certain committees of the General Assembly, that summarizes the data collected.

Requiring the State Administrator of Elections to take certain actions if the State Administrator receives a credible report that election misinformation or election disinformation, including a deepfake, has been or is being communicated, disseminated, or distributed; requiring the Administrator to communication correct information to the public; prohibiting a person, under certain circumstances, from knowingly or with reckless disregard using or disseminating a deepfake to produce materially false information; etc.
Authorizing and empowering the County Commissioners of Carroll County to borrow not more than $27,000,000 in order to finance the construction, improvement, or development of certain public facilities in Carroll County and to effect such borrowing by the issuance and sale at public or private sale of its general obligation bonds; etc.
Establishing in Anne Arundel County a Class GC (golf course) license that authorizes the holder to sell beer, wine, and liquor for on-premises consumption at a golf course with at least nine holes; and establishing in Anne Arundel County sports activity venue licenses that authorize the holder to sell beer and wine or beer, wine, and liquor for on-premises consumption at a certain sports activity venue.
Requiring a certain line-of-duty disability allowance to be paid to a member of the Law Enforcement Officers' Pension System or the State Police Retirement System who is found to be totally and permanently incapacitated, either mentally or physically, for the further performance of duty, and unable to engage in any substantial gainful activity; and applying the Act prospectively.
Adding correctional officers as eligible recipients in the Maryland Loan Assistance Repayment Program for Police Officers and Probation Agents and the Maryland Police Officers and Probation Agents Scholarship Program.
Requiring membership in the Correctional Officers' Retirement System for certain local detention center officers of Dorchester County in the event Dorchester County becomes a participating governmental unit in the Correctional Officers' Retirement System; and providing that certain local detention center officers who join the Correctional Officers' Retirement System and receive certain service credit shall no longer be members of the Employees' Pension System.
Establishing the Maryland Workforce Launch Pilot Program in the Department of Commerce to provide customized, no-cost workforce training as a business attraction tool, to recruit strategic industries and qualified business entities to the State; requiring the Department to partner with not more than two community colleges in the State to deliver training services; etc.
Altering membership criteria for a Class C (veterans' organization) alcoholic beverages license in Anne Arundel County by including certain members of the National Oceanic and Atmospheric Administration and the Public Health Service and repealing a requirement that members of the veterans' organization served in a war; etc.
Transferring the authority to regulate certain crematories and reduction facilities from the Office of Cemetery Oversight to the State Board of Morticians and Funeral Directors; altering the circumstances under which the Governor may remove an appointed member of the Board; altering the quorum of the Board; and specifying that the Board may take action with a simple majority vote of the quorum.
Requiring the Commissioner of Labor and Industry to post a user-friendly, searchable database of active elevator inspection certificates on the Maryland Department of Labor's website; and requiring the database to be searchable by street address, city, and county.
Requiring the Governor, beginning in fiscal year 2028, to appropriate each year to the Maryland Child Care Credential Program an amount that is at least equal to the amount appropriated in fiscal year 2024.
