Amends the Firearm Concealed Carry Act. Provides that the Illinois State Police shall recognize a concealed carry permit or license issued to a person age 21 years of age or older: (i) by a state whose requirements to obtain a permit or license are substantially similar to the training requirements under the Act or (ii) by any contiguous state with which Illinois has entered into a reciprocal agreement. Provides that a nonresident is subject to the same laws and restrictions as a license holder under the Act. Provides that if a resident of another state who is permitted to carry under this provision establishes legal residence in this State, the license or permit shall be valid in this State for 90 days following the date on which the holder of the license or permit establishes legal residence in this State. Effective immediately.
Amends the Firearm Concealed Carry Act. Provides that the Illinois State Police shall recognize a concealed carry permit or license issued to a person age 21 years of age or older: (i) by a state whose requirements to obtain a permit or license are substantially similar to the training requirements under the Act or (ii) by any contiguous state with which Illinois has entered into a reciprocal agreement. Provides that a nonresident is subject to the same laws and restrictions as a license holder under the Act. Provides that if a resident of another state who is permitted to carry under this provision establishes legal residence in this State, the license or permit shall be valid in this State for 90 days following the date on which the holder of the license or permit establishes legal residence in this State. Effective immediately.
Creates the Vehicle History Report Requirements for Used or Pre-Owned Vehicle Sales Act. Requires every licensed motor vehicle dealer in the State to provide a current vehicle history report to each customer to whom the licensed motor vehicle dealer sells a used or pre-owned vehicle. Provides that before assuming ownership of a used or pre-owned vehicle, the customer must sign a document confirming receipt and review of the vehicle history report. Provides that any licensed motor vehicle dealer, body shop, or other organization that inaccurately reports the mileage or historical data of a used or pre-owned vehicle being bought, sold, serviced, or inspected is in violation of the Act, for which the penalty is a fine of $1,000 per violation and, for subsequent violations, suspension or revocation of the business license or certification of the offending organization. Provides that any collected fine shall be deposited into the Illinois Dealer Recovery Trust Fund. Requires a licensed motor vehicle dealer, body shop, or other organization that incurs a fine to report the annual amount of fines incurred on the motor vehicle dealer's, body shop's, or other organization's annual accounting report or audit. Provides that a violation of the Act constitutes an unlawful business practice. Makes a conforming change in the Consumer Fraud and Deceptive Business Practices Act.

With respect to the requirement that, beginning with the 2028-2029 school year, each pupil entering the 9th grade must, as a prerequisite to receiving a high school diploma, successfully complete 2 years of foreign language courses, requires a high school to offer 2 years of foreign-language course credit to any student who either (i) successfully passes a standardized test of language proficiency for a language other than English at the level required for the State Seal of Biliteracy or (ii) presents an official transcript demonstrating completion of 2 years of high-school equivalency in which the language of instruction was in a language other than English.

Amends the Code of Civil Procedure. Deletes provisions that a defendant may refuse to waive service of summons. Provides that if a defendant located within the United States fails, without good cause, to sign and return a waiver requested by a plaintiff located within the United States, the court must impose on the defendant (1) the expenses later incurred in making service and (2) the reasonable expenses, including attorney's fees, of any motion required to collect those service expenses.

Provides that if the judge issuing the warrant finds exigent circumstances exist, the return of the electronic instruments, articles, or things shall be as soon as possible. Provides that the judge issuing the warrant shall make a finding of applicability of the provision and shall enter a reference to the provision upon the warrant. Provides that the amendatory Act does not affect the ability of a law enforcement agency to obtain information under the Freedom From Location Surveillance Act. Defines "exigent circumstances".

Amends the Day and Temporary Labor Services Act. Removes a provision that requires a day and temporary labor agency to provide a day or temporary laborer who is assigned to work and performs work at the same third party client for more than 720 hours within a 12-month period substantially similar benefits to the job classification of employees performing the same or substantially similar work on jobs and performed under similar working conditions. Provides that, before the assignment of an employee to a worksite employer, a day and temporary labor service agency must notify a day or temporary laborer of any safety and health training that the day and temporary labor service agency or the third party client are responsible for providing to the day or temporary laborer, including any training required by the Occupational Health and Safety Administration. Provides that the definition of "day and temporary labor service agency" does not include a person or entity who employs laborers that require specialized training or education, including, but not limited to, machine operators, machine maintenance technicians, or quality technicians. Provides that the definition of "day and temporary labor service agency" does not include a staffing and recruiting agency. Defines "staffing and recruiting agency". Provides that the amended version of Public Act 103-427 takes effect on and after January 1, 2027. Makes other changes. Effective immediately.

Defines "dependent on the court" to mean a child is under the jurisdiction of a "juvenile court", the child was adjudicated at any time by a court acting under the Act's authority as abused, neglected, or abandoned as defined in the Act, and the child is in need of oversight and supportive services as determined by the court. Defines "juvenile court" to mean a court located in the United States that has jurisdiction under state law to make judicial determinations concerning the custody, guardianship, abuse, neglect, dependency, or protection of a juvenile and is authorized to issue orders, make factual findings and determinations concerning such matters as parental reunification, best interest of minors, including such findings necessary to enable a child who files a petition under the Act to petition the United States Citizenship and Immigration Services. Provides that findings made under the Act may not be used in any manner that is inconsistent with existing law relating to the physical custody or placement of a minor child. Effective immediately.

Amends the Downstate Firefighter Article of the Illinois Pension Code. Provides that a firefighter who previously participated in the Illinois Municipal Retirement Fund (IMRF) for service as a member of the fire department of a municipality and was transferred to that municipality's firefighters' pension fund upon its creation, as required under the Downstate Firefighter Article as a result of the federal decennial census of 2010, shall, for the purposes of determining the applicable tier of benefits, be deemed to have become a firefighter and member of that municipality's firefighters' pension fund on the date that he or she first participated in IMRF as a member of the fire department of that municipality, notwithstanding whether that start date was before January 1, 2011. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Provides that the Attorney General or the State's Attorney of any county in the State may bring an action against any person to restrain and prevent any pattern or practice in violation of the provisions of the Act. Provides for enforcement under the Consumer Fraud and Deceptive Business Practices Act. Provides that any waiver of the provisions of the Act is void and unenforceable as contrary to public policy. Limits home rule powers. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change.
