Amends the Public Officer Prohibited Activities Act. Amends the Gas Use Tax Law. Exempts certain business enterprises from taxation under the Act. Amends the Gas Revenue Tax Act. Provides that the definition of "gross receipts" does not include consideration received from certain business enterprises. Amends the Electricity Excise Tax Law. Provides that the tax under the Act is not imposed with respect to any use by the purchaser in the process of manufacturing or assembling tangible personal property for wholesale or for retail sale or lease. Effective immediately.

Amends the Firearm Concealed Carry Act. Provides that the prohibition against a licensee carrying a firearm into any building, parking area, or portion of a building under the control of an officer of the executive or legislative branch of government does not apply to any rest areas under the control of the Department of Transportation or to buildings located in rest areas under the control of the Department of Transportation. Eliminates a provision that a licensee shall not knowingly carry a firearm on any bus, train, or form of transportation paid for in whole or in part with public funds, and any building, real property, and parking area under the control of a public transportation facility paid for in whole or in part with public funds. Eliminates a provision that a licensee shall not knowingly carry a firearm in any public park, athletic area, or athletic facility under the control of a municipality or park district. Effective immediately.

Amends the State Prompt Payment Act. Provides that, for construction contracts with the Department of Transportation or the Capital Development Board (instead of the Department of Transportation only), the contractor, subcontractor, or material supplier, regardless of tier, shall not offset, decrease, or diminish any payment or payments that are due to its subcontractors or material suppliers without reasonable cause.

Requires a project labor agreement for the new construction of certain facilities related to community-driven community solar projects. In a provision applying prevailing wage requirements to facilities for which a renewable energy credit delivery contract is signed, removes an exception for multi-family residential buildings with aggregate geothermal system tonnage, including colocated projects, of no more than 29 tons. Amends the Energy Transition Act. Provides that the Department of Corrections and the Department of Commerce and Economic Opportunity shall jointly develop activities to support the recruitment of eligible candidates to the Illinois Climate Works Preapprenticeship Program. Provides that the activities shall include coordinating on sharing with community-based providers the contact information of persons preparing to be released into the community, including names, addresses, phone numbers, and email addresses, if the person preparing to be released consents to the person's contact information being shared. Makes other changes.

Amends the Landlord and Tenant Act. Provides that any landlord of a dwelling unit of residential real property must offer any tenant the option of having the tenant's rental payment information reported to at least one nationwide consumer reporting agency as long as the consumer reporting agency resells or otherwise furnishes rental payment information to a nationwide consumer reporting agency. "Rental payment information" means information regarding a tenant's complete, timely payments of rent. Requires that before reporting a tenant's rental history information, the landlord must first provide written notice of the offer and obtain written authorization from the tenant electing to have the rent reported. Specifies what information the notice must contain. Provides that if a tenant elects to have that tenant's rental payment information reported to a consumer reporting agency, the landlord may require that the tenant pay a fee not to exceed the actual cost to the landlord to provide the service plus $5 per month. Provides that the payment or nonpayment of this fee by the tenant may not be reported to a consumer reporting agency. Exempts a landlord of a residential rental building that contains 15 or fewer dwelling units, unless the landlord: (1) owns more than one residential rental building, regardless of the number of units in each building; and (2) is a corporation, limited liability company in which at least one member is a corporation or a real estate investment trust. Makes other changes.

Provides that, if an applicant neglects, fails, or refuses to take an examination or fails to pass an examination for a license under the Act within 3 years after filing an application, the application shall expire (rather than the application being denied). Provides provisions concerning the expiration of licenses and license renewal. Amends the Illinois Insurance Code. Provides that the coverage required under provisions concerning genetic testing and evidence-based screenings for an inherited gene mutation shall be provided without cost sharing, except as specified. Changes the date of coverage to January 1, 2028 (rather than January 1, 2026) and provides that the coverage requirements apply to an individual or group policy (rather than only a group policy) of accident and health insurance or managed care plan. Excludes the State Employees Group Insurance Program or any other health care plan established or maintained under the State Employees Group Insurance Act of 1971 from the coverage requirements. Amends the State Employees Group Insurance Act of 1971. Requires the State Employees Group Insurance Program to provide coverage for clinical genetic testing for an inherited gene mutation for individuals with a personal or family history of cancer, as recommended by a health care professional in accordance with current evidence-based clinical practice guidelines. For individuals with a genetic test that is positive for an inherited mutation associated with an increased risk of cancer, requires the coverage to include any evidence-based screenings, as recommended by a health care professional in accordance with current evidence-based clinical practice guidelines, to the extent that the management recommendation is not already covered by the policy. Provides that the coverage is subject to specified cost sharing requirements.

Provides that the Task Force shall study the subject of a practical, efficient, and beneficial repurposing of the Tamms Minimum Security Unit and its property for the benefit of the public, including the possibility of providing mental health services, health services, public safety, law enforcement training purposes, fire services, medical training and any other option for repurposing that the Task Force deems appropriate. Provides that each member of the Task Force shall serve without compensation. Provides that the Task Force shall meet 2 times per year or at the call of the Chairperson. Provides that the Department of Corrections shall provide administrative support to the Task Force. Provides that the Task Force shall submit a report to the Governor and the General Assembly on or before December 31, 2025 with its recommendations and is dissolved on January 1, 2026. Repeals these provisions on January 1, 2026. Effective immediately.
