SUPPORT-HIGH SPEED RAIL ACT

Expresses strong support for the American High Speed Rail Act of 2026 and commends Illinois congressional delegation members for their leadership as original cosponsors of this landmark legislation. Urges the United States Congress to advance and pass the American High Speed Rail Act of 2026 and to ensure that any federal surface transportation reauthorization package includes substantial, dedicated funding for high-speed and higher-speed rail development nationwide. CLEAN TRANSPORTATION STANDARD

Creates the Clean Transportation Standard Act. Establishes a clean transportation standard to reduce lifecycle carbon intensity of fuels for the ground transportation sector by specified amounts. Provides for related rulemaking and calculations. Provides that the clean transportation standard shall take the form of a credit marketplace monitored by the Environmental Protection Agency. Provides for verification and data privacy requirements for the Agency. Provides for penalties for failing to offset deficits in certain situations, and for penalties for submitting false information. Exempts airline, rail, ocean-going, and military fuel. Provides that the Agency must develop a periodic fuel supply forecast. Establishes findings. Defines terms. Contains other provisions. Effective immediately.

TENANTS-RIGHT OF FIRST REFUSAL

Creates the Multi-Unit Residential Rental Property Right of First Refusal Act. Requires the owner of a multi-unit residential rental property that offers the property for sale to provide written notice to each tenant and the tenants' association offering the tenants' association an opportunity to purchase the property at a price and terms that represent a bona fide offer of sale. Exempts property governed by the Condominium Property Act. Provides that the tenants, by and through the tenants' association, have the right to purchase the residential rental property if the tenants meet the price, terms, and conditions of the property owner by executing a contract with the property owner within 60 days, unless agreed to otherwise, from the date of mailing of the notice. Provides that, if a contract between the owner and the association is not executed within the 60-day period, the property owner has no further obligation under the Act unless the owner thereafter elects to offer the property at a price materially lower than the price specified in the notice provided to the association. Defines a materially lower price as a price that is at least 20% lower than the price specified in the notice to the officers of the tenants' association. Provides that if the property owner thereafter elects to offer the property at a price materially lower than the price specified in the notice, the tenants, by and through the tenants' association, have an additional 10 days to meet the new price, terms, and conditions by executing a contract. Provides this right to purchase the property is void if no contract for sale by the tenants' association and the property owner has been reached within the 60-day period or any additional 10-day period. Authorizes the property owner to record in the county in which the property is located an affidavit that the owner has complied with the Act's requirements. Specifies that if the tenants wish to exercise the rights under the Act, they must form an association that must be a corporation or a not-for-profit corporation with the written consent of two-thirds of all of the tenants. Sets out requirements for matters to be included in the articles of incorporation, bylaws, and power and duties of the tenants' association. Allows an aggrieved party to file a civil action for damages. Makes other changes.

MEMORIAL-LUKE W. PETERSON

Mourns the passing of Luke William Peterson of Chatham.

STATE GOVT-STATE SANDWICH

Further amends the State Designations Act. Provides that the horseshoe sandwich is designated as the official State open-faced sandwich of the State of Illinois.

CORP OWNERSHIP REAL ESTATE

Creates the Restock the Block Act. Imposes on a "covered entity" an annual fee of 10% of the property value of each residential property owned by the covered entity in excess of 10 single family homes or 8 multi-family homes. Provides that this fee is to be deposited into the Illinois Affordable Housing Trust Fund with the purpose of funding public housing projects and developments and providing rental and mortgage assistance. Provides that a "covered entity" is an institutional real estate investor or an entity that receives funding from an institutional real estate investor for the purchase of a residential property. Makes exceptions. Provides that an "Institutional real estate investor" is an entity or combined group that, directly or indirectly (1) owns 10 or more single-family homes or 8 or more multi-family homes; (2) manages or receives funds pooled from investors and acts as a fiduciary one or more investors; and (3) has $30,000,000 or more in net value or assets under management on any day during the taxable year. Provides that it is unlawful for a covered entity to purchase, acquire, or offer to purchase or acquire any interest in residential property unless the residential property has been listed for sale to the general public for at least 90 days. Provides that a covered entity that violates these provisions may be subject to civil damages and penalties in an amount not to exceed $250,000. Requires that the covered entity is required to submit to the seller or anyone acting as an agent for the seller a form stating that the purchaser is a covered entity and file that form within 3 days with the Department of Human Services. Makes conforming changes to the Illinois Affordable Housing Act.

Amends the Mercury-added Product Prohibition Act. Makes a technical change in a Section concerning the short title.

GOVERNMENT-TECH

Amends the Statewide Use of Force Standardization Act. Makes a technical change in a Section concerning the short title.

INS-MOTOR VEHICLE GLASS ACT

Creates the Motor Vehicle Glass Repair Act. Provides that an insured under a property and casualty insurance policy shall not, either prior to or after a claimed or covered loss, assign, delegate or otherwise transfer, in whole or in part, to any other person the insured's: (1) duties under the policy; or (2) rights or benefits under the policy. Provides that any contract violating the delegation prohibition shall be void and unenforceable. Sets forth provisions concerning a motor vehicle glass shop's notice requirements to an insured; motor vehicle glass repair claims and practices; prohibited acts; and an insured's right to choose a motor vehicle glass repair shop. Establishes a presumption that a motor vehicle glass repair shop is acting knowingly in violation of provisions concerning prohibited acts if the motor vehicle glass repair shop engages in a regular and consistent pattern of the prohibited activity. Requires the Department of Insurance to adopt rules necessary to administer and implement the Act, including rules to enforce compliance with the Act.

DFPR-LICENSE EXTENSION

Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that for any license of a health care professional that expires during a public health emergency declared by the Governor, the Department of Financial and Professional Regulation shall extend the expiration date of that license by 3 months. Provides that the fees for renewal of that license and the expiration date of the renewed license shall be the same fees and expiration date as though the license was renewed on the original expiration date. Defines "health care professional". Effective immediately.
