Creates the Electric Transmission Colocation and Siting Priority Act. Defines terms. Requires that, in the siting of new electric transmission facilities, available corridors be considered in the following order of priority: (1) existing public utility corridors; (2) State highway corridors; and (3) new corridors. Provides that the order of priority shall not apply to projects that have been sited on or before the effective date of the Act. Provides that a public utility or transmission developer may construct, place, or maintain a high-voltage transmission line on a public right-of-way or along a highway if (i) the public utility or transmission developer submits a colocation request for the high-voltage transmission line to the Secretary of Transportation or the Illinois State Toll Highway Authority and (ii) the Secretary or the Authority reviews and approves the colocation request. Provides that the Secretary or the Authority may deny a colocation request if the Secretary or the Authority determines that the construction, placement, or maintenance of a high-voltage transmission line on a public right-of-way or along a highway would endanger public safety or would interfere with the proper function of the highway. Provides that a public utility or transmission developer may submit a written request to the Department of Transportation or the Authority for an evaluation of certain corridors for possible locations for a high-voltage transmission line. Provides that, within 30 days after receipt of a written request, the Secretary or the Authority shall assign a project coordinator to the request. Provides that a project coordinator, upon assignment to a request, shall begin the evaluation in coordination with the applicable public utility or transmission developer. Requires a public utility or transmission developer to develop a constructability report in consultation with the Department or the Authority and requires the public utility or transmission developer and the Department or the Authority to follow the terms and conditions of the constructability report during the planning and approval process for the siting of a high-voltage transmission line. Sets forth requirements for the content of the constructability report. Provides that, if the Department or the Authority requires that a high-voltage transmission line on a public right-of-way be relocated by a specific date, the Department or the Authority shall give the applicable public utility or transmission developer notice of the required relocation when the Department or the Authority determines that the relocation is necessary. Requires electric transmission facilities constructed or placed on a public right-of-way or along a highway to be built by a general contractor and requires the general contractor to enter into a project labor agreement prior to construction. Makes other changes. Effective immediately.

Amends the Revised Uniform Unclaimed Property Act. Includes within the definition of "property" any overpayment made by any person to a government, governmental subdivision, agency, or instrumentality, including, but not limited to, a payment for any tax, license, or fee that was made in excess of the amount ultimately required of the payor. Provides that the changes made by the amendatory Act is a restatement and clarification of existing law. Effective immediately.

Creates the Right to Sit at Work Act. Provides that an employer shall provide a suitable seat to an employee when the nature of the employee's work reasonably allows for seated work. Provides that on and after the effective date of the Act, an employer shall not design a work space to require standing if the work space could reasonably be designed to allow seated work. Provides for notice requirements. Provides for private rights of action and enforcement by the Department of Labor. Sets forth civil penalties for violations of the Act.

Amends the Illinois Dental Practice Act. Provides that "community health center" means a migrant health center, community health center, health care program for the homeless or for residents of public housing supported under the federal Public Health Service Act, or FQHC, including an FQHC Look-Alike, as designated by the U.S. Department of Health and Human Services, that operates at least one federally designated primary health care delivery site in Illinois. Provides that "physician" means a person licensed under the Medical Practice Act of 1987 to practice medicine in all of its branches and does not include a chiropractic physician. In provisions concerning acts constituting the practice of dental hygiene, provides that a public health dental hygienist may not administer local anesthesia except as provided in the amendatory provisions. Provides that a dental hygienist practicing in a community health center may administer local anesthetics upon the successful completion of a training program approved by the Department and under the general supervision of a dentist as long as the community health center: (i) has adopted written policies and procedures establishing supervision by a dentist or physician at the time the local anesthetics are administered, and (ii) ensures that a dentist or physician is physically present in the clinic at the time the local anesthetics are administered.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that beginning October 1, 2026, for rate year 2027 and thereafter, the Medicaid inpatient utilization rate, as defined and used in the determination of eligibility for specified inpatient adjustment payments to hospitals, shall be modified to exclude, from both the numerator and denominator, all days reimbursed by the Department of Human Services for mental health services provided under a specified provision of the Code of Criminal Procedure of 1963 as contracted by the Department of Healthcare and Family Services. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that a pre-Broadway production must have a presentation scheduled for Broadway's Theater District in New York City no later than 18 months after its Illinois presentation (currently, must have a goal of having a presentation scheduled for Broadway's Theater District in New York City after its Illinois presentation). Provides that, if, in any State fiscal year, less than $2,000,000 in credits are awarded for long-run productions and pre-Broadway productions under the Act, then the difference between $2,000,000 and the amount of credits awarded for long-run productions and pre-Broadway productions in that fiscal year may be added to the $2,000,000 in credits allowed to be awarded for commercial Broadway touring shows in that State fiscal year. Amends the Illinois Income Tax Act. Extends the sunset of the live theater production credit until January 1, 2039 (currently, January 1, 2027). Effective immediately.

Provides that the Board of Trustees of the System shall make an annual report available to stakeholders that includes a list of: (1) the name of each annuitant, the annuitant's last employer, and the zip code associated with the annuitant's address on file; and (2) the name of each active participant, the participant's current employer, and a zip code associated with the participant's address on file. Requires the report to be delivered electronically to stakeholders on August 1 of each year.

Requires the Board to issue a certificate for satisfactory completion of the training program. Requires the Board to set eligibility requirements for juvenile officers. Amends the Juvenile Court Act of 1987. Defines "juvenile police officer" as an eligible sworn police officer and an officer who has completed continuing educational requirements.

Amends the Fire Protection District Act. Provides that a fire protection district organized under the Act may appeal to the State Fire Marshal if a county denies a request for multiple access points to a new fire station. Provides that the fire protection district shall provide the State Fire Marshal with evidence of why multiple access point are required. Provides that the county may offer evidence to the State Fire Marshal that shows the specific reasons for denying a request for multiple access points. Provides that, unless the State Fire Marshal approves of the fire protection district's appeal, the county retains full authority over access points. Provides that neither the county or the fire protection district may appeal the State Fire Marshal's decision. Amends the State Fire Marshal Act. Requires the State Fire Marshal to issue a binding decision on a fire protection district's appeal under the Fire Protection District Act within 90 days of receiving the appeal, unless the Fire Marshal requests additional information.

Amends the Substance Use Disorder Act. Establishes an advisory committee to (i) advise and consult with the Department of Human Services on the establishment of an education program for community stakeholders on the benefits of overdose prevention sites (OPS) and (ii) the adoption of rules to authorize the establishment and maintenance of a pilot OPS that shall operate in a municipality with a population greater than 2,000,000. Contains provisions on the committee's membership. Provides that rules adopted by the Department must address the operation standards for the pilot OPS, location requirements and required services, methods of data collection and community outreach, and any other matters for the proper administration of the pilot OPS. Requires the Department to determine at least 3 optional locations within a qualifying municipality for the pilot OPS. Provides that location priority shall be given to communities that have the highest number of fatal and nonfatal overdoses and that specifically target high-risk and socially marginalized drug users. Provides that all proposed optional locations must have municipal approval, and a final administrative decision for the operation of no more than one facility must be approved by rule before the pilot OPS can begin operations. Requires the Department to prepare a report to the General Assembly based on its data collection regarding overdose prevention sites within 12 months after the starting operation date of the pilot OPS. Grants limited immunity to persons employed at or participating in activities related to the creation, maintenance, or use of the pilot OPS. Requires the entity or entities operating the pilot OPS to submit a report to the Department on the number of people who use services provided by the pilot OPS and other information regarding the OPS' operations. Requires the Department to submit a final report, with recommendations, to the General Assembly 4 years after the starting date of the OPS' operations. Effective immediately.
